This simple template, based on a model widely used in eastern Europe, encourages each budget line to be seen
as an area to negotiate contributions with partners - rather than as an opportunity for them to seek to recover all
potential costs. The scenario we’ve started to plot here is 10 partners attending a steering committee. Some mild
assertiveness should allow a good harvest of match to help keep as much as possible of the budget for changing
the world, rather than paying people to do things for which they are often already funded.
