                                      Radio Communication Procedures
        1.       Tune Radio to correct Channel as listed below by using the mode and up/down keys (buttons).
        2.       Do not interrupt a radio communication, wait until channel is open to begin a new conversation.
        3.       Suppress “PTT” button (located on side of radio) down while speaking (“PTT” button must be
                 held down the entire time you are speaking)
        4.       Identify yourself by your Disaster Preparedness Job title (see page Part 1, Pages 2 and 3) and/or

        5.       Clearly and concisely communicate your message/statement/request.

        6.       When finished speaking, use the term “OVER” to indicate you have completed your

        Regardless of your current capability to reduce hazards, simply knowing what to expect is the
        foundation of quality plans and procedures for conducting classroom and post-earthquake

         When an emergency begins, the principal or designee will activate appropriate
 emergency procedures through the organizational system outlined in the previous two parts of

 these Guidelines. The Incident Commander, as the principal or designee is called at this point,

 will decide what to do, based on the situation. There are four basic procedures which can be

        There is no way of knowing in advance exactly how to respond to every emergency;
 however, the organizational system used here is designed to be applied to any emergency. It is
 based on the Incident Command System, a proven emergency management tool to organize
 emergency response. By conforming to the Standardized Emergency Management System
 (SEMS), the individual school sites and the school district will be linked to other responsible

 agencies in an integrated fashion. School sites will report to the school district. The school
 district will report to the city. The City will report to the Organizational Area. The Organization
 Area will report to the Region. The Region will report to the State. Serra Catholic School will
 report to our Diocese and report to the Saddleback School District, and inform them of our
 situation.

        In general, the principal, site administrator, or his/her designee, will take the
 following steps in an emergency:

                                   Duck, Cover, and Hold
 When the ground begins shaking, a loud explosion is heard/felt, or a duck, cover, and hold drill
 begins, everyone – students, staff, and all others present – take the following protective actions:

 Indoors:
 •   Duck: Take cover under a nearby desk or table, positioning as much of the body as possible
     under cover.

     others after the ground stops shaking. The teacher should be the first to duck, cover, and

 •   Duck, cover, hold: Move away from buildings, power lines, block walls, and other items
     which might fall. Take the “drop” position or sit down.

 Situation assessment:
 • Teachers or supervising adult makes a quick assessment of the situation. Any of the
     following require immediate evacuation: Fire, damage to structure, hazardous materials spill.

 As standard procedure, whenever mail orders are placed for school delivery, a copy of the order
 must be given to the School Office Receptionist. If the receptionist receives suspicious looking
 packages, it will be reported to __________________________ at ext. XXX or call 911 as the
 situation dictates. If 911 is called, notify the Principal or her designee.
 The person receiving the threat should keep the caller on the line as long as possible in order to

        According to the FBI, suspicious mail usually can be identified by the following

 The FBI advises taking the following precautions when handling suspicious mail or packages:

        •      do not allow anyone to leave the office that might have touched the envelope or

                                   Gunfire / Sniper / Intruder

 When gunfire is heard nearby (the sound is very loud), teacher or staff member shouts “hit the
 deck”. This means to lie flat on the ground or floor. If outdoors, as soon as it appears safe for
 people to move, initiate Shelter in Place.

 1.      Hit the deck and begin modified “Shelter in Place”.

                                     Electrical Power Outage Procedures

Evacuation/Termination of School Day

We may experience electrical power outages, especially during campus construction. If a power outage occurs
during school hours and is expected to last more than 1 hour, the Incident Commander (Principal) or her
designee will determine if the “Evacuation/Termination of the school day” procedures will be activated. The IC

system will not be operable.

         termination of the school day due to a power outage and direct them to pick up students in the usual

      • The Command Post will be set up near the inner road at the bottom of the stairs from Building A or
         at an alternate location as directed by the IC.

      • All staff who do not have an afternoon traffic assignment are to report to the Command Post and
         continue calling parents who have not been reached.

       • Staff members on “Cell Phone” detail for afternoon traffic duty will proceed as usual using a

          available. Repeat names so that students will know when to proceed to the marshall lanes.
       • The IC will direct staff members to remain with any students who are not picked up after the traffic
