Claude Mandil Executive Director International Energy Agency
Mr Mandil is currently serving a four-year term as Executive Director of the International Energy Agency, based in Paris. This post climaxes his commitment to international co operation in energy affairs, in parallel with his career as a distinguished French civil servant. While serving as Director General for Energy and Raw Materials at the Ministry of Industry, Post and Telecommunications 1990 -1998, Mr Mandil was instrumental in arranging for France to become a member of the IEA in 1991 and served as the IEA Governing Board Chairman from 1997 to 1998. During this time he also represented France at the Nuclear Safety Working Group of the G7, 1991-1998. Before joining the IEA in 2003, Mr Mandil was Chairman and CEO of the Institut Français du Pétrole and, previous to that, Managing Director of Gaz de France. Earlier posts have included Director General of Bureau of Mines and Geology (BGRM) 1988-1990; CEO of the Institute for Industrial Development (IDI) 1983-1988; and Technical Advisor in the French Prime Minister’s cabinet, 1981- 1982. Mr Mandil is a graduate of France’s Ecole Polytechnique and Ecole des Mines.

Mr. Sachs is an economist with degrees from Brazil, India (Ph.D. Delhi University) and Poland. He is Doctor Honoris Causa Universidade Federal de Alagoas, Brazil. Since 1968, Mr. Sachs has been the Director of Studies (Professor) at the Ecole des Hautes Etudes en Sciences Sociales (EHESS) in Paris. From 1973 to 1986, he was appointed Director of its International Research Center on Environment and Development. And in March 1985, he became the Director of Research Center on Contemporary Brazil. He has served as a consultant to UNESCO, UNCTAD, UNIDO, FAO, UNEP, ILO, ECLA, UNDP and other international bodies, in the capacity of Special Advisor to the SecretaryGeneral of UNCED 92, from 1983 to 1987, Programme Director of The Food-Energy Nexus Programme of the United Nations University. From 1994 to 1999, Mr. Sachs was appointed Scientific Advisor to South-South Cooperation Programme on Environmentally Sound Socioeconomic Development in the Humid Tropics, UNESCO-MAB in cooperation with the UNU and the Third World Academy of Sciences. Mr. Sachs has also occupied the function of advisor to the Secretariat for the Coordination of Amazonian Affairs, Brazilian Ministry of Environment and, in this capacity, co-authored Agenda 21 for Amazonia (Brasilia, March 1997). In the capacity of advisor to SEBRAE, he co-ordinated the UNDP/SEBRAE report on Social Inclusion through Work (Brasília, 2002). Professor Sachs is a member of the Executive Committee of International Foundation for Development Alternatives (IFDA-1977-1992) and a member of the French Commission for Sustainable Development (1996 to 1999). He has also served as the Chairman of the Advisory Committee of Pro-Natura International, and from 1998 to 2003, as President of the Association 4D - Dossiers et Débats pour un Développement Durable. Professor Sachs is Director of Cahiers du Brésil Contemporain and a member of Editorial Committee of Human Relations (London), World Development (Washington), Development and Change (The Hague), Journal of Environmental Policy (Berlin), Prometeo (Milan), Ambiente y Desarrollo (Santiago), Desafios do Desenvolvimento( Brasília), Estudos Avançados (São Paulo), Sustainable Development (Oxford). Rick Sellers has been the Head of the Renewable Energy Unit of the International Energy Agency (IEA) in Paris, France, since 1999. The Unit is responsible for analyzing renewable energy policies and markets world-wide, as well as overseeing the co-ordination of Member country R & D. Before joining IEA, Rick had positions in government, industry and trade associations. As Deputy Director of the U.S. Solar Energy Industries Association, he was involved in creating market development strategies for the solar industry. As a Board member of the US Export Council for Renewable Energy, he was involved in developing global market strategies for the US renewables industry. Rick received his degree in American Studies (combined degree in History, Political Science and Government) from Wesleyan University in Middletown, Connecticut.

Lewis M. Fulton Transport Energy Specialist International Energy Agency
Lewis Fulton is transport energy specialist at the International Energy Agency and has worked in this field for 15 years with projects around the world. The recently-published book Biofuels for Transport: An International Perspective is the third book he has authored while at the IEA, along with Bus Systems for the Future in 2002 and Saving Oil in Transport: Options and Strategies in 2001. Previous positions have included the U.S. Department of Energy, Office of Policy (19921996) and the Independent University, Bangladesh (1996-1997). He received his Ph.D. from the University of Pennsylvania in 1994.

Dr. André P.C. Faaij (1969) is associate professor at the Copernicus Institute for Sustainable Development of the Utrecht University. He has a background in chemistry and environmental sciences and holds a Ph.D. on energy production from biomass and wastes. He worked as visiting researcher at the Center for Energy and Environmental Studies - Princeton University and at King’s College - London University. He coordinates a research cluster on energy supply and system studies, covering bio-energy, sustainable use of fossil fuels, intermittant energy sources and energy system studies and modeling. He supervises a variety of Ph.D.-projects and jointly coordinates a Master Programme ‘Energy Science’. He is in particular experienced in multidisciplinary, betagamma research and management of multidisciplinary teams. He is a member of a variety of expert groups in bio-energy and energy policy, research and strategic planning. He works as an advisor for government, EC, IEA, FAO, the UN, the energy sector, and NGOs. He is Task Leader of Task 40 on Sustainable International Bioenergy Trade. Furthermore, he was Lead Author for the World Energy Assessment of the United Nations and the IPCC 4th assessment report. He published some 300 titles in scientific journals, reports, books and proceedings and is lecturing frequently on topics mentioned.

Sergio Silva Do Amaral Brazilian Ambassador to France
Ambassador Sergio Silva Do Amaral has been the Brazilian Ambassador to France since 2003. He is also currently the Brazilian representative to the OECD. Prior to coming to France, Ambassador Amaral occupied numerous functions within the government of Brazil and the diplomatic service. Ambassador Amaral was the former Minister of Development, Industry and Foreign Trade from 2001 to 2002 and served in the Ministry of Finance. Ambassador Amaral also served as the Brazilian Ambassador to the United Kingdom between 1999 and 2000, and Brazilian representative to the GATT and the IMF. Ambassador Sérgio Silva do Amaral pursued his graduate studies at the Université de Paris I. He subsequently received his doctorate degree in Political Science in 1978. He went on to become an Assistant Professor at the University of Brazil between 1981 and 1999 in the Department of Political Science and International Relations.

Hon. Roberto Rodrigues Minister of Agriculture
The Honorable Roberto Rodrigues was born 18 August 1942 at Coreirópolis, in the State of São Paulo. He graduated with a degree in agricultural engineering from the University of São Paulo’s Escola Superior de Agricultura (ESALQ-USP), where he pursued courses in rural administration. His career is defined by three axes. Academic Domain: He was a professor in the department of Rural Economics in the Unversidade Estudual Paulista (UNESP). He has published numerous works on the topics of agriculture, cooperativism and the rural economy. He is author of three books and co-author of numerous publications. He is a Doctor Honoris Causa of UNESP and an honorary professor at the University of Belgorod in Russia. Agricultural Domain: A rural entrepreneur in São Paulo and in the Maranhão, he served as president of the Brazilian Agrobusiness Association (ABAG) and the Brazilian Rural Society. He has also served as the Secretary of Agriculture and Supply of the State of São Paulo and as the coordinator of the private sector within the National Agricultural Forum. Over the following 16 years, he has been cited by the daily newspaper, Gazeta Mercantil, as the most appropriate representative of National Agricultural companies. As a farmer, he has received numerous accolades in the fields of environment, humanity, conservation and productivity. Cooperativism: He has directed numerous agricultural cooperatives and rural credit schemes at the local (Guariba/SP), state (São Paulo) and national levels. He has been elected twice president of the Organisation of Brazilian Cooperatives (OCB) in 1985 and 1991. He was elected the first vice-president of the Organisation of American Cooperatives (OCA), president of the international organisation, International Alliance of Agricultural Cooperatives (ACI) and the president of the Council for the American continent within ACI. He has also been president of ACI, an organisation that brings together 250 national organisations of cooperatives representing some one hundred countries. Among the numerous honors he has received, Hon. Rodrigues has received the Grand Officier de L’Ordre of Rio Branco and the Chevalier of Agricultural Merit from the French government. He has also received the “Albin Johansson” medal from the Swedish cooperative for his work towards democracy and peace in the world.

In April 2003, Luiz Carlos Corrêa Carvalho was appointed Chairman of the Brazilian Government Chamber for Ethanol and Sugar. Mr. Carvalho is also Director of Canaplan – a private consultant company working on the sugarcane, sugar and ethanol sectors; Director of ABAG – National Agribusiness Association (private sector); and Director of Alto Alegre Group - Sugar and Ethanol. Mr. Carvalho has also acted as the coordinator of the Biofuels Sub-Comission, in the Brazil-Germany Chamber of Commerce. He is also a member of the Administration Council of the National Sugarcane Center-Brazil. Mr. Carvalho is a graduate in agronomic engineering, with post-graduate qualifications in management and agriculture, from São Paulo State University and Vanderbilt University (USA). Mr. Carvalho was General Superintendent of Planalsucar – the Brazilian Sugar Cane Research & Development Institute – from 1979 to 1983. He was appointed Director of the Brazilian National Sugar and Alcohol Institute, which had national responsibility for public policies for sugar & ethanol. He was Superintendent of the AIAA – Sugar and Alcohol Producers Institution and Superintendent of UNICA - Sugar Cane Agribusiness Institutional Organization of São Paulo State.

Dr. Filho is the former Secretary for Science and Technology Policies and Programs within the Ministry of Science and Technology in Brazil and the former Vice-Chairman of the Intergovernmental Panel on Climate Change (IPCC). Prior to this, Dr. Filho was the CoChairman of the Working Group I of the IPCC. Dr. Filho has also played an important role in the determination of the Kyoto Protocol through his functions as the Chaiman of the Contact Groups negotiating Articles 3 (emissions targets) and 12 (Clean Development Mechanism (CDM)) of the Kyoto Protocol, and as a member of the Executive Board of the CDM of the Kyoto Protocol. Author of several publications, Dr. Filho received a PhD from the University of Colorado’s Department of Astro-Geophysics. He graduated from the Instituto Tecnológico de Aeronáutica as an Electronic Engineer in 1964.

His work on alternative and renewable fuels, especially fuel ethanol, is recognized worldwide. Mr. Donini-Ferretti has been the Global Head of Energy in the Project Finance Department of Dexia Crédit Local since March 2001, in charge of structured finance for the Power, Renewable Energies, and Oil & Gas sectors. He was responsible for the initiation of both the Oil & Gas and Renewable Energies financing activities within Dexia. He has 12 years experience in project and acquisition finance, both as a financial adviser and lender. From 1996 to 2001, he was Principal Banker in the Power and Energy Utilities Team at the European Bank for Reconstruction and Development (EBRD). He worked on a number of transactions in Eastern Europe and the Former Soviet Union and advised the Governments of Romania and Kyrgyzstan on energy sector privatisation. Mr. Utria is a Senior Economist in the Africa Energy Unit and Co-Chair of the Poverty and Energy Thematic Group of the World Bank. He has 25 years of experience on international development planning, technical assistance and investment financing in the areas of energy, rural development, agricultural economics, institutional development and natural hazards. He has been with the World Bank since 1988, and prior to that worked with the Organization of American States (OAS). He started his career at the PROMON Technology Center (Brazil) in 1978, working as a researcher in PROALCOOL related activities. His field work experience includes South, Central and North America, Africa and the Caribbean regions. Over the last 10 years he has focused on the development of traditional and modern biomass energy policies, programs and projects in the Africa region, with a view to promote economic development, rural poverty alleviation and environmental sustainability. He holds a double MSc. in Agricultural Economics/Rural Planning and Development (U. of Guelph, Canada), and a B.A. in Economics (PUC - Rio de Janeiro, Brazil). In 2004, he was awarded the EUBIA 2004 Award for his outstanding contributions to the development of the biomass energy sector and markets in Africa.

Mr. Best is the Senior Energy Coordinator at the Food and Agriculture Organization of the United Nations (FAO). He has worked as Energy Coordinator at the FAO since 1986, and is responsible for promoting collaboration and managing and developing the FAO’s energy programme, which is involved in the area of energy policies and technologies for rural areas of developing countries. Mr. Best is an active promoter of biomass energy in many countries of the world. He is also presently the Vice-Chairman of the United Nations Energy Group. Prior to his work at the FAO, he was a member of the Secretariat of the Nairobi Conference on New and Renewable Sources of Energy; in New York, he spent six years with the Economic Commission for Latin America and the Caribbean. He was also a researcher and professor in Thermodynamics and Energy Studies at the National Autonomous University of Mexico (UNAM). He received his M.Sc. and PhD in Chemical Engineering from Bradford University in the United Kingdom, and a B.Sc. in Chemical Engineering from the National University of Mexico.

Francis X. Johnson Research Fellow in Energy and Climate Stockholm Environment Institute
Mr. Johnson has been a Research Fellow in Energy and Climate at the Stockholm Environment Institute since 1998. Previously he was a Senior Research Associate in the Energy Analysis Program at Lawrence Berkeley National Laboratory. He has fifteen years of experience in modelling and analysis of energy and environmental systems, with an emphasis on climate mitigation strategies, energy efficiency options, bioenergy, and implementation of renewable energy systems. Recent studies have included bioenergy scenarios and fieldwork in several developing countries in Africa and Asia. He is currently scientific coordinator for an EC-funded thematic research network with thirteen partners from ten countries that is focused on bio-energy strategies for sustainable development and economic competitiveness in southern Africa. He has an interdisciplinary education in Systems Science, Operations Research, Public Policy, and Geography and Environmental Engineering, all with a concentration in energyenvironmental systems analysis and policy.

Hon. Viset Choopiban Minister of Energy
Upon completion of the previous and the newly elected government, Mr. Viset has received the greatest honor by being appointed by His Majesty the King to take the role of Minister of Energy since April 2005. Before becoming the Minister of Energy, Mr. Viset has held a long list of important positions in Thailand’s energy sector. He began his career as a young engineer at the National Energy Administration and then moved on to become one of the pioneers in establishing the Petroleum Authority of Thailand (PTT). Later in his career, Mr. Viset also served as the president of PTT Exploration and Production Public Company and the Governor of Petroleum Authority of Thailand in which later the organization would be privatized and enter the stock market and transform into a public company called PTT Public Company limited-Thailand’s largest corporation. Mr. Viset was named the first President of this new company. His career continued to march forward once again after the major Bureaucratic Reform in Thailand along with the establishment of the Ministry of Energy about 3 years ago. Mr. Viset was then named the Vice Minister of Energy. Mr. Viset Choopiban has received both the Bachelor and Master degree in electrictical engineering from the prestigious Chulalongkorn University.

Uwe R. Fritsche, born 1958, is a physicist and co-ordinator of Öko-Institut’s Energy & Climate Division in Darmstadt, Germany – a non-profit, non-governmental environmental research institute with a staff of 100 in offices in Freiburg, Darmstadt, and Berlin. Recently, he was project manager of the “Sustainable Bioenergy” project in Germany (20022004). He will be responsible for its follow-up (until 2007), and is a Task leader in the European Environment Agency’s Sustainable Bioenergy project (2005). Since 1990, he gained experience as team leader in international projects, including work with EU, GTZ, IAEA, US-DOE, and the World Bank. He coauthored the Conference Issue Paper and the Policy Recommendations Paper of the Bonn-Renewables2004 conference.

Dr. De La Torre Ugarte is an agricultural economist and the associate director of the University of Tennessee's Agricultural Policy Analysis Center. His primary areas of research are domestic and international commodity policy as well as energy policy. Dr. De La Torre Ugarte plays an important role in the construction and expansion the APAC national policy simulation model to evaluate the supply responsiveness of agricultural commodities in relation to farm program changes. He is engaged in international trade dialogues with academics, producer organizations, policy makers, and international organizations to look for mechanisms that would allow World Trade Organization to play a more positive role in world agriculture. He has a Ph.D. in agricultural economics from Oklahoma State University.

Lucas Assunção Coordinator BioTrade and Climate Change UNCTAD
Mr. Assuncao joined UNCTAD in 2001 to coordinate the BioTrade Initiative, which promotes the sustainable use of biodiversity products and services through the development of a sector for these products and services in developing countries. He has also been responsible for developing the UNCTAD/Earth Council Carbon Market Programme, which focuses on the trade and investment aspects of the Kyoto Protocol and helps developing countries benefit from the Clean Development Mechanism under the Kyoto Protocol. He has been an adviser to several international organizations, governments and nongovernmental organizations on issues related to sustainable development and multilateral negotiations. He was the ICTSD Research Director in Geneva from 1998 to 2000 and in 1997, was appointed Special Representative of UN Reform Office in Geneva. Prior to that, he was the Executive Assistant to the Secretary General of UNCED (the Rio Summit) (1990-93) and Sustainable Development Officer at the UN Climate Change Convention Secretariat (199396). Lucas Assunção holds a M.Sc. in Economics from the Pontificia Universidade Catolica of Rio de Janeiro and he studied at UC Berkeley and Harvard Institute for International Development. As a university researcher he was recruited by UNDP, where he worked in Brasilia and New York until 1990.

Honorable Mike Oquaye Minister of Energy
Hon. Oquaye assumed duty as Minister of Energy for Ghana in January 2002 and has subsequently achieved great results for Ghana. Prior to this, he assumed the functions of Ghana's High Commissioner to India, appointed by H.E. President Kufuor in 2001. Between1997 and 1999, he was Vice-President of the African Association of Political Scientists (AAPS). He has researched and written extensively on the topics of good governance, conflict, political education, decentralization and development, human rights, military intervention in politics, NGOs, rural development, and gender issues. He is a keen advocate of the rights of women including affirmative action. His experience in Ghanaian and African politics and advocacy has been tapped by other institutions in Ghana and local NGOs, international organizations working in Ghana, the Ghana Bar Association, the Trade Union Congress (TUC), the Ghana National Association of Teachers (GNAT), the Workers College External Degree Centre, the Military Academy and the Staff College for senior military officers. Author of numerous international publications, Prof Oquaye published the award winning book Politics in Ghana 1972-79, receiving numerous accolades from the Ghana Book Development Council, Ghana Association of Writers and Indira Gandhi, then Prime Minister of India. Prof Oquaye has also authored Politics in Ghana 1982-1992 which will be published shortly.

Hon. Sebio Mukuka was appointed as Deputy Minister of Energy by the President of Zambia in January 2005. Prior to this appointment, he was elected Member of Parliament for Malole constituency. He also served as District Commissioner for Mungwi District from 1999-2001. His interest in the Energy sector is on Rural Electrification through the promotion of Renewable Energy Technologies. He is also interested in promoting the sustainable use of bio-fuels in Zambia. Hon. Sebio Mukuka was born in 1944 in Luashya, Copperbelt Province. After his secondary education, he studied Accountancy at the National Institute of Public Administration (NIPA). He was an accountant for 30 years and retired at the level of Chief Accountant for the Local Government.

Duncan Eggar Senior Business Advisor British Petroleum
Mr. Eggar was appointed the Senior Business Advisor on Sustainable Mobility to the Refining and Marketing Segment of the BP group in April 2004. He joined BP in 1981 and for 10 years was involved with the design, construction, installation and maintenance of offshore oil and gas production facilities in the North Sea and on a posting to New Zealand. He also participated in and led R&D on related topics. In 1990 he joined the global aviation fuels marketing unit of BP where he held various roles in engineering management, Health Safety and Environment, project management and operations management; this included a posting to South Africa. In 2002 Duncan was seconded to the UK Sustainable Development Commission. Duncan Eggar is a Chartered Civil Engineer. He graduated from the University of Nottingham and gained his initial experience on various heavy engineering projects, including the Thames Barrier.

Mr. Joseph has worked for Volkswagen of Brazil since 1981, as alternative fuels researcher technician, as Supervisor for new materials development and as Supervisor of the Emission Lab. Mr. Joseph, today, is the Manager of Emission and Engine Test Department of VW Power-Train Development Engineering. An expert in biofuels and in ethylic alcohol application, Mr. Joseph is often invited by the Brazilian Government and alcohol producers to integrate official and commercial missions to other countries, in order to explain the possibilities of ethanol utilization. Representing Volkswagen of Brazil, Mr. Joseph is the Energy and Environment Director of Brazilian Automobile Manufacturers Association (ANFAVEA). He is charged with discussing the policy for fuels and automobile pollution regulations in front of Brazilian authorities. Henry Joseph Jr. is a chemical engineer with a B.S. in Chemistry and a specialization in vehicular fuels, combustion and emissions.

Dr Gérard Belot is Chief Engineer at PSA Peugeot Citroën in Group Product's Strategy and Planning Direction. He is in charge of coordinating technical positions in fuels and automotive emissions, at the Headquarter of PSA Peugeot Citroën, Avenue de la Grande Armée, Paris, France. He has held the position of Research Associate in electro-organic chemistry at Université de Bourgogne in Dijon, as well as Assistant Professor in chemistry at Université de FrancheComte in Besançon (1969-1981). He was also an Assistant Professor at the University of Petroleum and Minerals Dhahran - Saudia Arabia, working in the research area of oil upgrading (1981-1983). As an Associate Professor at the University of Sherbrooke in Canada he researched electrocalalysis and hydrogen storage (1984-1987). Dr. Belot joined PSA Peugeot Citroën in 1989 as Departement Head in charge of Fuels, Exhaust Emissions and post-treatment systems. He is a member of Société Française de Chimie, Association Canadienne Française pour l’Avancement des Sciences, and American Chemical Society. He is author/coauthor of over 70 scientific papers. Gérard Belot received a Bachelor’s Degree in chemistry (1967) and a Master’s Degree in structural chemistry (1968) from Université de Franche-Comté in Besançon. He is “Docteur d’Etat ès Sciences” in Electrosynthesis from this University (1981).

Jean Cadu Bio-fuels Development Manager Shell International, Ltd.
Mr. Cadu was appointed alternative fuels development manager for Shell International in 2000. After 2001, his work focused more specifically on bio-fuels. He started his career in 1983 at SACM, a Marine High Speed Diesel Engines Company, in the engine design and modelling department. He joined Shell in 1987 and took various positions in the R&D divisions in France and in the UK (lubricants and fuels development as well as bench engine test manager) and in the base oil business (1998-2000). Mr. Cadu graduated as an Ingénieur (Engine Design) at the Institut Francais du Pétrole in 1983 and Ingénieur (Energy and Chemical Engineering) at the Institut National des Sciences Appliquées of Lyon in 1982. From 1983-1986, Mr. Cadu was a lecturer on thermodynamics and engines at the Institut Algérien du Pétrole and at the University of Technology of Belfort. He was the president of the French Technical Lubricant Committee (1995-2000) and a member of the European CEC executive committee.

Reid Detchon is Executive Director of the Energy Future Coalition and Senior Advisor to the United Nations Foundation. The Energy Future Coalition is a broad-based non-partisan public policy initiative that seeks to bring about change in U.S. energy policy to address three critical challenges related to the production and use of energy: • The political and economic security threat posed by the world’s dependence on oil. • The risk to the global environment from climate change. • The lack of access of the world’s poor to the modern energy services they need for economic advancement. Previously he was principal speechwriter for Vice President George H. W. Bush. Dr. Khosla is currently the President of Development Alternatives, Technology and Action for Rural Advancement (TARA) and Decentralised Energy Systems India Ltd (DESI). Prior to this, he founded and directed the Office of Environmental Planning and Coordination, the first national environmental agency in the South within the Government of India. Subsequently he moved on to become the Director, INFOTERRA in UNEP and Special Advisor to the Brundtland Commission. Also within the Government of India, Dr. Khosla was member of the National Security Advisory Board and the Science Advisory Council to the Cabinet. Dr. Khosla also occupied the functions of Vice President of the Club of Rome, Board member of the Worldwide Fund for Nature (WWF), the World Conservation Union (IUCN), EXPO 2000, the International Institute for Sustainable Development, the Stockholm Environment Institute and the Earth Council, as well as Chairman of the NGO Forum at the Rio Earth Summit. Author of more than 350 papers and articles, Dr. Khosla is the recipient of the United Nations Sasakawa Environment Prize 2002 and the Karl Schwab Outstanding Social Entrepreneur Award 2004. Ashok Khosla graduated from Cambridge University and received his doctorate in experimental physics from Harvard University.

Mersie Ejigu is Founder, President and Chief Executive Officer of Partnership for African Environmental Sustainability (PAES),. Prior to that, he worked as Assistant Director General – Programs and Policy of IUCN - The World Conservation Union based in Gland, Switzerland and as the Regional Director of Eastern Africa Office of IUCN based in Nairobi. In his home country, Ethiopia, Mr. Ejigu served as Minister of Planning and National Development as well as Minister of Agriculture and Natural Resources. For the UN system, he has consulted UNDP various bureaus, UNDESA-Division for Sustainable Development, IMF, the World Bank and UNICEF in areas of strategic planning, development policy and program formulation and evaluation. Mr. Ejigu served as a Visiting Scholar at Columbia University, Department of Economics (1992/93). He studied economics at the College of Agriculture at Alemaya, Ethiopia and University of British Columbia, Vancouver, Canada. At the WTO Tenth Anniversary Symposium, 20 – 22 April 2005, Mr. Ejigu served as a panelist in the High Level Panel on Rethinking the Energy Paradigm.

Neil Hirst Director, Energy Technology and R&D International Energy Agency
Mr. Hirst joined the International Energy Agency in January 2005 as the Director for Energy Technology and R&D. Prior to that he was, for over 30 years, an energy administrator with the UK Government, holding a series of senior posts with responsibility for almost all aspects of UK energy policy. From 2002 to 2004, Mr. Hirst was the Head of the Energy Markets Unit of the Department of Trade and Industry (DTI) with responsibility for the electricity and gas markets, for oil and gas infrastructure in the UK sector of the North Sea, emergency planning, and international energy policy – including global oil markets. Previous responsibilities have included energy technology and R&D, nuclear power, coal, and renewables – where he was responsible for introducing the UK’s renewables obligation (portfolio standard). During Mr. Hirst’s career, the UK’s downstream energy sector was transformed from being a series of state owned monopolies to a privately owned, and largely competitive, industry. He was personally involved in the privatisation of a number of major concerns, including Britoil (UK state oil company) and British Coal. Mr. Hirst holds a First Class degree in Politics Philosophy and Economics from Lincoln College, Oxford, as well as an MBA from Cornell, USA. He attended Canford School, Dorset, UK.

William C. Ramsay Deputy Director International Energy Agency
Ambassador William C. Ramsay is Deputy Executive Director of the International Energy Agency and Director of its relations with non-member countries. He was formerly Deputy Assistant Secretary for International Energy Issues, Economic and Foreign Policy Sanctions and Strategic Commodities for the United States Department of State. In prior assignments, Ambassador Ramsay was U. S. Ambassador to the Republic of Congo, principal U.S. negotiator for the North American Free Trade Agreement for energy and petrochemical issues, economic/commercial officer in Kinshasa, Zaire, and in Abidjan, Cote d’Ivoire. He served in the Office of Fuels and Energy in Washington and subsequently in the U.S. delegation to the European Community in Brussels with responsibilities for policies on commodities, energy and nuclear policy. In the 1980s, he was Deputy Chief of the U.S. Liaison Mission in Riyadh, Saudi Arabia and afterwards, Economic Counselor in the Embassy there before serving again in Washington as Director of the office which formulated and oversaw implementation of U.S. international energy policy. As Deputy Assistant Secretary of State for Energy, Resources and Food Policy from 1989 1993, he was responsible for U.S. policy in the international trade and production of energy, industrial and agricultural commodities. At the same time he was the U.S. delegate to the International Energy Agency’s Governing Board and Chairman of its senior standing policy committee. Ambassador Ramsay is a native of Michigan, and a graduate of Michigan State University, where he obtained bachelor’s and master’s degrees, and the University of Stanford, where he received a graduate degree in international economics.

Melinda L. Kimble Senior Vice President UN Foundation
Melinda Kimble became the Vice President (now Sr. Vice President) for Programs at the UN Foundation in May of 2000, overseeing program areas concerning health, population, the environment and peace/ human rights. Prior to joining the Foundation, she served as a State Department Foreign Service Officer, attaining the rank of Minister-Counselor. She served in policy-level positions in the Bureau of Economic and Business Affairs, overseeing multilateral development issues and debt policy; in the Bureau of Oceans, International Environment and Scientific Affairs (OES), leading environmental negotiations (e.g, Climate Change Conference, Kyoto, Japan, 1997). Her assignments abroad include Cote d’Ivoire, Egypt and Tunisia. She speaks French and Arabic and holds two masters degrees: Economics (University of Denver) and MPA (Harvard’s Kennedy School of Government). She is married to a career AID officer, James R. Phippard (retired) and has four grown stepchildren.
