The Present Situation and the Future Development of E-business for SMEs in Yunnan, China
1. SMEs in Yunnan province and the brief introduction of the whole province network communication.
Situated in Southwestern China, Yunnan, bordering on Burma in the west and Laos and Vietnam in the south, is known as "the Kingdom of Animals”, “the Kingdom of Plants” and "the Kingdom of Non-ferrous Metals". Since the
Chinese government put in practice the strategy of developing Western China in 2000, Yunnan has made use of abundant resources and the advantages of bordering Southeast Asia countries to positively develop export-oriented economy and participate in the international competition, hence the speeding-up of economic development and the steps towards the new industrialization. The ASEAN free trade area and the GMS cooperation have provided a good opportunity for the future development in Yunnan province. With rich mineral resources, biology resources and energy resources, Yunnan has the great potential in the development of economy and the early modernization among the provinces of Western China.
At present, there are more than 130,000 SMEs in Yunnan province, which occupy 99.3 per cent of the total enterprises in the province. Moreover, those enterprises pay 6.8 billion RMB taxes, which is 38 per cent of local finance incomes. SMEs have provided about 75 per cent of the town employment opportunities, from which the 96 per cent are private enterprises.
After a great development in 1990s, the communication and network facilities in Yunnan are already perfectly equipped. Now the optical cable of ISP, say, Yunnan Telecom, is already well-covered through all towns and villages. The total number of the switches in Yunnan has reached ten million. The intelligence network has reached the whole province and the broadband has covered most of the counties. The broadband of province reached 10G, and the broadband outgoing of the province has risen to 2.5 G, and they increase the speed of the network consumedly. Now the total population of the Internet users in the province is beyond 1.5 million, which comes out top in Western China.

3. The plan for the next three years’ development.
1) Follow the service of the National Development and Reform Committee of China and finish the construction of SMEs network in 16 cites in Yunnan before June 2006. Set up the SMEs network service system covering the whole
province and provide the timely and complete service for the SMEs of the province. 2) Set up an E-business online sale system covering 100 cities of the province and provide a convenient, quick and cheap E-business service to assure arrival of the goods to the customers in 24 hours. 3) Build “GMS Countries Enterprise E-business Platform” with the cooperation of the GMS countries.
YNINFO plans to build “GMS Countries Enterprise E-business Platform” with the cooperation with the enterprise support agencies of GMS countries. The platform can build in “ASP+B2B/B2C enterprise e-business platform” （ASP-APPLICATION SERVICE PROVIDE）mode owned by the YNINFO. The enterprises can register their own E-business websites as easily as registering emails, release the business information and advertisements, exhibit the products on the website. The English version of the website has been completed now and we sincerely hope to cooperate with UNESCAP and the related enterprises from GMS countries in the construction of “GMS Countries Enterprise E-business Platform”
