COMPLIANCE REPORT ON STATUS OF COMPLIANCE BY PARTIES AND NON-PARTIES
CONCERNING SEAFO CONSERVATION AND MANAGEMENT MEASURES

This report summarises compliance issues during the period (October 2008 to
September 2009) and is addressing item 6 and 7 of the agenda.
6 Status of Compliance of Parties with SEAFO Conservation and Management
measures
6.1 During the intersessional period, the Secretariat has not received any
fishing notification from Parties. It is therefore assumed that no Party was
targeting SEAFO managed species.
6.2 The latest SEAFO Vessel Register is attached and consists only of vessels
authorised to fish by the Contracting Parties of SEAFO. Deletions from the
list were requested by the EU during the course of the year.
6.3 Since SEAFO has a joint listing cooperation with sister RFMOs, the latest
Final IUU Vessel List of CCAMLR, IUU List of NAFO and the IIU B-List of
NEAFC are provided for information.
6.4 VMS linkage between the Secretariat and the FMC of EU (Portugal and
Spain) is functioning well. As a result the patterns of movements of
thirteen fishing vessels were monitored (Table 1). Catch information from
port inspection at Cape Town for F/V Valmitao indicated that non-SEAFO
species (blue shark) were off loaded in Cape Town. A request was sent to
the EU requesting catch information of the vessels listed in Table 1.

7. Status of Compliance of Non-Parties with SEAFO Conservation and
Management measures
7.1 Japanese flagged vessel, F/V Seiryo Maru No 1, targeted Deep Sea Red Crab
during the first quarter of the year (Figure 3). The Secretariat received VMS
information via email correspondence on two-hourly rate and catch report on a
five-day circle. Also provided were notifications of entry and exit reports. The
vessel had a scientific observer onboard. The Secretariat is content with the
cooperation received from Japanese authority and its fishing vessel.

7.2 The Crab TAC was set as 200 tonnes for area B1 and 200 tonnes for the rest of
the convention area. A total of 169 866,40 kg or 84,93% of the TAC has been
landed from area B1 (Figure 2).

7.3 Republic of Korea flagged vessels, Jungwoo No2 and Jungwoo No 3 targeted
P/Toothfish during the 2009 (Figure 3). The Secretariat received VMS

Both vessels had scientific observers onboard who collected biological
information as well. The Secretariat is content with the cooperation received
from the Korean authority and its fishing vessels.
7.4 The Korean vessels have targeted mainly Tooth fish and has landed a total of
62 041 kg of the 260 tonnes TAC. Several discarded catch were reported. By-
catch species with more than a 100 kg catch are depicted in the table 2.

7.5 It is not known if the above longline fishing vessels of non-Parties have
complied with CM 05/06 regarding the use of bird-scaring lines (all vessels),
south of 30 degree latitude. However, according to the catch reports no
seabird’s mortalities were recorded.
7.6 The Secretariat is pretty satisfied with the overall cooperation received for 5-
day catch reporting arrangement. However, in order to streamline the
operation of the Secretariat it is advisable to automate the data collection.
