In order to fill this gap and to protect the coast from damage induced by the accident, an Emergency Spill Response System (ESRS) was developed by the regional government and the University of Cantabria, with the external collaboration of several national and international agencies and institutions.1 This ESRS was successfully used during the Prestige crisis period, but some improvements were still needed for future applications. Starting from the atmosphere, the effect of the winds can be included directly, using the wind stress factor or introducing the wind fields and internally computing the shear stresses. A comparison between the predicted sea surface elevations and measured tidal elevations showed a good agreement between the measurements and the numerical results.4 Conclusions Inside the framework of the ESEOO project, the University of Cantabria has developed an oceanographic operational system to provide a two-day forecast for the coast of Cantabria at high spatial resolution.
