This article presents a case for conducting traffic signal program reviews to improve the management of traffic signal systems. The Traffic Signal Audit Guide outlines a process that practitioners can follow to assess their operations programs and develop a prioritized list of activities to meet stated goals and objectives. Improving traffic signal timing, an outcome of improving management processes, is a key strategy identified in the Federal Highway Administration (FHWA) Congestion Initiative, a campaign focused on reducing congestion on US highways and major roads. The 2005 and 2007 National Transportation Operations Coalition (NTOC) Traffic Signal Report Cards were instrumental in raising awareness about the need for additional investment in traffic signal operations. The results of the report cards also indicate the need for a process to improve the policies and practices that guide traffic signal management, operations and maintenance.
