The Rules for Occupational Safety and Health on Construction Sites (RAB) reflect the state
of the art with regard to safety and health protection on construction sites. They are drawn up
by the Committee for Safety and Health Protection on Construction Sites (ASGB) and are
adapted by this Committee in accordance with developments.


The RAB rules are published by the Federal Ministry of Economics and Labour in the Federal
Journal (Bundesarbeitsblatt BArbBl.).


The present document RAB 32 describes requirements regarding the content and form of a
document in accordance with the Ordinance on Safety and Health Protection on Construction
Sites (BaustellV).

1         Preliminary remarks


According to the Ordinance on Safety and Health Protection on Construction Sites
(BaustellV) of 10 June 1998 the co-ordinator must compile a document. This obligation is
based on section 3 (2) No. 3 BaustellV.

(2) During the planning of the execution of the construction project the co-ordinator shall

    3. compile a document with the requisite information on safety and health protection to be
       taken into account for possible subsequent work on the physical structure.



In particular the following must be ensured:


-      reduction of risks to safety and health for the employees involved in subsequent work on
       the physical structure

-      avoidance of improvisations and information shortcomings during subsequent work on
       the physical structure and related disturbances, material damage and accidents.


With the document the client/co-ordinator creates a condition for the safe and healthy design
of subsequent work and hence for the long-term economic use and maintenance of the
physical structure.


2         Area of application


RAB 32 shall apply to all construction projects where a document for subsequent work must
be compiled in accordance with section 3 (2) No. 3 BaustellV.


The document for subsequent work on the physical structure must be compiled when
employees of several employers are occupied simultaneously or successively during building
or modification (see Table1).

3            Definitions and examples


Various terms in BaustellV are defined in RAB 10.
They include, for example:


-       physical structure,

-       planning of the execution of a construction project,

-       compilation of a document and

-       subsequent work on the physical structure.


Subsequent work within the meaning section 3 (2) No. 3 BaustellV encompasses in particular
foreseeable work on physical structures. This includes, for example, according to the
systematic approach of:


–      "DIN 31051 Fundamentals of maintenance" and "DIN 4426 Safety requirements for
       workplaces and accesses", the maintenance, consisting of servicing, inspection and
       repair.

    a)   Examples of maintenance work:
         -   cleaning of drains,
         -   cleaning work on building façades, glass surfaces and windows,
         -   work on in-house technical systems and services,
         -   chimney-sweep work,
         -   work on lifts.


    b) Examples of inspection work:
         -   check of rainwater discharges,
         -   testing of in-house technical systems and services,
         -   establishment of the condition of roof surfaces.


    c) Examples of repairs:
         -   renewal of roof inlets,
         -   plastering on the façade,
         -   complete or partial renewal of the roof sealing,
         -   replacement of windows,
         -   coating work.

    operational and structural maintenance of infrastructural facilities.


    Examples of operational maintenance:


    a) Inspection
         -   main inspection according to "DIN 1076 Inspection and testing of engineering
             structures ",
             -   inspection of pumping stations,
             -   inspection of tunnel operation facilities,
             -   inspection of electrical systems.


    b) Maintenance
         -   maintenance work on traffic-influencing and signal-light systems,
         -   cleaning of road joints, drainage facilities, viewing areas etc.,
         -   replacement of wearing parts (e.g. lamps).

      Examples of structural maintenance:


      a)    Maintenance
            -   repair of minor damage to concrete on bridges,
            -   small-area repair of coatings.


      b)    Repair
            -   grouting of cracks,
            -   repair of brickwork (joints, bricks).


      c)    Renewal
            -   replacement/renewal of detached parts (bearings, road joints, canopies, railings),
            -   replacement of the operational equipment of tunnels.


4          Requirements
4.1        General


The document is a written compilation of the required information on safety and health
protection to be taken into account in the case of possible subsequent work on the physical
structure, especially with regard to jobs which have to be performed regularly. The
compilation will take account of the features of the physical structure. During the planning of
the execution of the construction project the development of the document can be used to
plan and issue an invitation to tender for the safety equipment needed for subsequent work
on the physical structure.


The aim of the document is to provide those who perform subsequent work on the physical
structure with information to enable them to plan and perform the subsequent work safely
and with due regard to health. The employers' obligation to adhere to the occupational safety
and health regulations is not affected by this.


The document must be compiled during the planning of the execution of the construction
project and must already be available for the tendering of the respective construction
services. A basis is thus laid in good time for the safe and healthy performance of
subsequent work on the physical structure.


The document shall be updated if relevant planning changes are made after it has been
compiled or if matters which are relevant to the document are laid down during execution.

The document must normally be handed over to the client on its completion, but at the latest
on conclusion of the construction project.
The client gives a copy of the document to a possible operator or purchaser.


4.2      Content


The breakdown, scope and content of the document are not laid down in the Construction
Sites Ordinance itself.
Below the content of a document is described in the section "4.2.1 Information required" and
the section "4.2.2 Other information".


4.2.1    Information required


The document must contain the following information:


-     part of the physical structure,

-     nature of the work,

-     hazards,

-     information on safety and health protection.


Parts of the physical structure may include in the case of a building under construction, for
example, the roof, façade, lift or external facility, in the case of bridge construction the
superstructures, substructures, equipment and lines.
The foreseeable and in particular regular jobs with the related hazards must be itemised in
the document. Hazards may arise, for example, from falling. Jobs with the same kinds of
hazard and identical protective measures can be put together. With regard to the information
on safety and health protection, not only safety equipment, but also organisational measures
and health protection measures must be mentioned, where necessary. These measures and
the equipment must be plausible and practicable.


4.2.2    Other information


The document can also contain other information in order, for example, to achieve enhanced
planning reliability, to give the client further instructions on subsequent work and to assist
contractors assigned the subsequent work in the performance of the related jobs.
Other information may include:

-     references to items in the work specifications in which the safety equipment is described,

-     the frequency of periodic work,

-     references to plans from which the nature and position of the safety equipment can be
      seen,

-     notes and remarks, for example on the locations for safety equipment, accesses and
      approach possibilities, stability of the safety equipment to be used or the operational
      safety of the physical structure during inspections and maintenance work,

-     other applicable documents, such as operating, inspection and maintenance manuals.


The document may also contain references to corresponding parts of a construction record
which may be present for other reasons.


4.3    Form


The form of the document is not laid down in the Construction Sites Ordinance and is left up
to the co-ordinator/client. Annex A contains examples of documents.

The annex contains four examples of documents:


1. Example – Newly constructed central store                                                 Page 9

The example describes the document for a high-rise store added to an existing production facility.
It is characterised by the fact that operational needs have been taken into account in the
document. The document has been drawn up in tabular form in which not only the essential
information is given, but also information which was important in the present case during the
planning phase. This concerns, for example, the items in the work specification.

The example "Petershofer Damm Underpass“ was drawn up for an engineering structure where a
road passes under a railway line in order to eliminate a level crossing.
The document itself is broken down according to public lighting, a rain retention basin to be
constructed as part of the construction work, a signal light and the structure itself.


3. Example – Office Building                                                                Page 25

Example 3 shows a document for an office building. This example contains one page for each
individual part of the physical structure. With this type of presentation it is possible for specific
subsequent jobs, e.g. cleaning the roof drainage, to hand over to the performing company
precisely the page in which the hazards and safety equipment are summarised together with the
measures to be taken in his work.
The document reflects the status immediately after compilation during the planning of execution.

In example 4 the document for a trunk road between defined junctions is shown. Within this
document only those parts of the structure are listed where the subsequent jobs differ form those
which are standard in road-building.

1.1 General

According to section 3 (2) No. 3 of the Construction Sites Ordinance of 10 June 1998 a
document must be compiled with the necessary information on safety and health protection
to be adhered to when possible subsequent work is being performed on the physical
structure.

The document was compiled by Dipl.-Ing. Max Mustermann, co-ordinator authorised by the
client of the central store of the company Muster.

This document for subsequent work does not replace the documentation of the building
(architect's contribution) and other documents to be submitted by the contracted companies,
such as operating instructions and maintenance manuals.

The document was compiled according to RAB 32; alongside the essential information
according to section 4.2.1 it contains additional information according to section 4.2.2
RAB 32.


1.2 Documents used

1.3 General Principles

-   The contractors/employers contracted to perform subsequent work are responsible for
    the safety and health protection at work under occupational safety and health law. The
    employees are obliged to make provision for their safety and health at work within the
    limits of their possibilities and according to the instructions and directions of the
    employer.
-   Every employer performing subsequent work on the physical structure is obliged to
    conduct a hazard assessment according to section 5 of the Occupational Safety and
    Health Act to ensure that hazards are recognised and can be rectified in good time.
-   If several contractors are working simultaneously or successively in the same or
    adjacent working areas, they must consult one another such that their employees do not
    put one another at risk.

2. Description of Property

The physical structure is a fully automatic high-rise store with commissioning zone, loading
ramps and connected office section.

In design terms the structure is in a so-called silo form, i.e. the steel structure of the shelves
is also the bearing component for the roof and the wall, which means that nothing may be
changed.

The fully automatic conveying installations and the shelf-servicing units are a special hazard
for persons who are in the hazard zones of such machines. It is therefore forbidden to enter
the hazard zone when the machine is in operation. As a safety measure, this zone is secured
by a 2-meter high fence. In the accesses there are door contacts which shut the complete
system down when they are opened.

The physical structure is equipped with a smoke and heat extraction system, which must be
regularly serviced.

Furthermore the whole storage area and the levels of the high-rise store are fitted with a
sprinkler system. For this purpose an underground water reservoir is maintained, which is
replenished from the public supply system and a central sprinkler station with emergency
units. These installations must be regularly serviced. The underground water reservoir is the
source of a particular hazard.

1. General

This document contains the required information on occupational safety and health
protection during possible subsequent work on the physical structure within the meaning of
the Construction Sites Ordinance.

It does not replace the plans, instructions and other documents prepared by the client and
his building planners. These must be referred to in addition according to the nature of the
subsequent work.

Those who perform subsequent work on the physical structure are not hereby released from
their obligation to adhere to occupational safety and health, accident prevention and other
regulations during the performance of the work. In particular it does not free employers for
the duty to conduct their own hazard assessment according to the applicable provisions.

This document does not replace the documentation of the results of other persons involved
in the planning and execution and it is not a set of operating instructions or an operation
manual.



2. Scope of the document for the physical structure

This document applies for the underpass described and the installations related to it. For the
related supply and disposal structure there is a separate document.



3. Description of property

The underpass structure eliminates a two-track railway level crossing over a busy road in the
port area. It is designed as a four-lane road underpass. Pedestrians and cyclists are not
provided for and so the structure only has emergency tracks.

Depending on the direction of travel there are two continuous vehicle tracks with additional
exit lanes.

The total length of the structure is 248 metres and is made up of

                    82.00 m   ramp south,
                    70.50 m   underpass and
                    95.50 m   ramp north


As a result of the expansion of the bend and the planned exit lanes, the clear width between
the external walls is 20 and 24 metres respectively. The clear drive-through height is
≥ 4.70 m, the greatest longitudinal gradient of the roadway is 4.9 %.

The underpass structure was built as a reinforced concrete structure with deep foundation. In
addition to the in situ concrete driven piles the side sheet pilings transfer plumb loads into the
load-bearing subsoil. The sheet pilings are held by inclined anchoring poles.

The rainwater arising is collected in a retaining basin under the underpass and discharged
into the port basin. It is dimensioned in such a way that the rain from one hour can be stored,
even in the case of pump failure. The pump station can be accessed for maintenance and
inspection purposes via an operating shaft on the western side of the south ramp.

1   Preliminary Remarks
1.1 General

According to section 3 (2) No. 3 of the Construction Sites Ordinance of 10 June 1998 a "document
must be compiled with the necessary information on safety and health protection which has to be
taken into account during possible subsequent work on the physical structure.”
The document was compiled by the co-ordinator Max Mustermann, "Musteringenieurbüro mib".
The contract for this was awarded by the client, Bau + Boden GmbH, during the planning of the
execution on 02.01.2002.
This document for subsequent work does not replace the execution plans, including instructions
and drawings, drawn up by planners and contractors and which are included in an property
documentation according to section 15 HOAI, work phase 9.

1.2 Information and plans used

The basis for compilation of the documents is information made available by those involved in the
planning:
- architect,
- specialist engineer for fire safety,
- specialist engineer for heating, ventilation and air conditioning,
-   ...

The information was supplemented by the following documents:
- layout,
- ground plan for ground floor, 1st floor, ...
- north view, ...
- ...

1.3 General principles

-   This document for subsequent work on the physical structure must be handed to all companies
    performing such work.
-   The companies performing subsequent work are themselves responsible for fulfilment of their
    occupational safety and health obligations under the applicable regulations and rules governing
    occupational safety and health.
-   Every contractor must take account of the information for subsequent work when fulfilling his
    occupational safety and health obligations.
-   This document may also be used when putting the subsequent work on the physical structure
    out to tender.
-   Every employer is obliged to conduct a hazard assessment according to section 5 of the
    Occupational Safety and Health Act to ensure that hazards can be eliminated in good time.

2   Description of property

The office building is located in the Neustadt district of Dresden. It is attached on one side. It has
been developed via the Hauptstrasse and the Müllerstrasse. The building consists of a basement,
a ground floor and three upper storeys according to the planning documents of the firm of architect
"Muster-Architekten". The rooms are on average 2.70 metres high. The foyer has a room height of
3.80 metres.

The building has been erected in B 25 reinforced concrete. The foundations, ceilings and walls are
mixed-in-situ concrete, the staircases are prefabricated. The non-bearing walls have been set up
as plasterboard partitions.

The outside walls are prefabricated reinforced concrete parts with cladding of roughly ground
natural stone, fastened with stainless steel bolts in front of a heat insulation. On the natural stone
façade, a standing façade scaffolding can be erected. Special anchoring points for the scaffolding
are located in the building's façades. The windows are of aluminium and are equipped with a
swing-and-tile fitting. The foyer consists of an aluminium-glass façade as a stand-locking structure
with sunshade lamella. The area of the glass façade is accessible using a lifting work platform.

The roof is designed as a "warm roof" on a reinforced concrete ceiling with a 2 % slope, heat
insulation and two-layer roof sealing of bitumen sheets with slate cladding strewn on the top side.
The roof sealing is glued down in certain areas. On the roof surface securing rings have been
installed throughout for use in maintenance, inspection and repair work. There is an accessible, 5 x
5 metre skylight dome above the foyer.

The interior rooms are of the usual office standard. The windows in the stairwells can be reached
with step-ladders. The stair covering is natural stone and the railings are of varnished steel tubing.
The floors in the basement consist of a compound screed with painting, the floors of the offices and
corridors are of a floating screed with carpet, and those of the kitchenettes and toilets are tiled.

The offices and stairwells are fitted with on-surface ceiling lights and the foyer with direct-ray built-
in lights.

Heat comes from a hot-water central heating system with gas boiler and external-temperature-
controlled regulation system. All steel radiators are equipped with thermostat valves.

For the external features there is a wiring diagram which, like all the execution plans, has been
included in the property documentation. Any special features with regard to the accessible shafts
can be found in the relevant detailed sheets for subsequent work.
