              NOTICE IS HEREBY GIVEN that sealed bids for the furnishing and delivery of MOTOR
VEHICLE: DUMP TRUCK NO. II for the County of Ocean, will be received by the Director of Purchasing of
the County of Ocean at the Administration Building, 101 Hooper Avenue, Toms River, New Jersey, on Tuesday,
JULY 28, 2009 at 11:00 A.M., prevailing time.

              Specifications and form of proposal are on the WEBSITE or on file in the Department of Purchase,
Room #224, Administration Building, 101 Hooper Avenue, Toms River, New Jersey and may be obtained upon
request. Direct all inquiries to Ralph B. Patterson, Director of Purchasing.

              Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and P.L. 1975 C.

1. All Bids:

    AVENUE, TOMS RIVER, NEW JERSEY, COMMENCING AT 11:00 A.M., PREVAILING TIME ON THE
    DATE SPECIFIED IN THE NOTICE TO BIDDERS.

•              MUST BE ENCLOSED IN A SEALED ENVELOPE BEARING THE
               NAME AND ADDRESS OF THE BIDDER, THE NAME OF THE BID

            Failure to do so, will be cause for rejection. Each bid must be signed in ink or ballpoint pen by
person authorized to do so. (Black ink preferred)

        3. The County reserves the right to reject any or all bids, or to waive any informalities in the bids, and
unless otherwise specified by the bidder, to accept any item in the bid, should it be deemed in the best interest of the
County to do so.

        4. In case of default by the bidder or contractor, the County of Ocean may procure the articles or services
from other sources and hold the bidder or contractor responsible for any excess cost occasioned thereby.

        5. The bidder, if awarded a contract, agrees to protect, defend and save harmless the County against any
damage for payment for the use of any patented material process, article or device that may enter into the
manufacture, construction or form a part of the work covered by either order or contract, and he further agrees to
indemnify and save harmless the County from suits or actions of every nature and description brought against it, for,
or on account of injuries or damages received or sustained by any party or parties by, or from any of the negligent
acts of the contractor, his servants or agents.

         6. The contractor shall maintain insurance to protect against all claims under Workmen's Compensation,
Comprehensive General Liability and Automobile and shall be subject to approval for adequacy of protection as per
the following limits:

       Worker's Compensation
       1. Limits according to Worker's compensation Laws of the State of New Jersey.
       2. Contractor's Liability not less than $100,000.

       Comprehensive General Liability
       1. Bodily Injury - $500,000 per person; $1,000,000 per occurrence.
       2. Property Damage - $1,000,000 per occurrence.

               Comprehensive General Liability shall include the following:
               1. Coverage for explosion, collapse or underground hazards.
               2. Occurrence basis coverage.
               3. Broad form property damage coverage.
               4. Coverage for personal injury sustained by any person as a
                  result of an offense directly or indirectly related to the
                  employment of such person by the insured.

               Comprehensive Automobile Liability shall include the following:
               Business auto liability insurance or its equivalent with a minimum
               limit of $1,000,000 per accident and including coverage for all of
               the following:

               Liability arising out of the ownership, maintenance or use of any auto;

               Auto non-ownership and hired car coverage.

               Contractor's Worker's Compensation, Comprehensive General Liability and Comprehensive
               Automobile Liability arising out of subcontractor's operations shall be identical as that listed above.

               Copies of each insurance certificate shall be furnished to the County when requested.

       7. It is to be understood by the bidder that this bid is submitted on the basis of specifications prepared by
the County and the fact that any bidder is not familiar with these specifications or conditions will not be accepted as
an excuse.

        8. NO BID SECURITY.

        9. NO PERFORMANCE BOND

       10. Bidders must use the proposal form furnished by the County when submitting their bid.

        11. A copy of bidder’s New Jersey Business Registration Certificate must be included with bid. Failure to
do so is mandatory cause for rejection of bid.

        12. Insert prices for furnishing all of the material and/or labor described or required. Prices shall be net,
including any charges for packing, crating, containers, etc. and all transportation charges fully prepaid by the
contractor F.O.B. destination and placement at locations specified by the County. No additional charges will be
allowed for any transportation costs resulting from partial shipments made at the vendor's convenience when a
single shipment is ordered.

       13. Payments will be made upon the approval of vouchers submitted by the successful bidders in accordance
with the requirements of the Board of Chosen Freeholders and subject to the Board of Freeholders customary
procedures.

       14. Contract will be awarded on a lump sum basis.

        15. In the event that there is a discrepancy between the unit prices and the extended totals, the unit prices
shall prevail. In the event there is an error of the summation of the extended totals, the computation by the OWNER
of the extended totals shall govern.

        16. Award will be made by Ocean County Board of Chosen Freeholders within sixty (60) days after receipt
of bids.

       17. Prevailing Wage & Labor Laws. The New Jersey Prevailing Wage Act (P.L. 1963, Chapter 150) and
provisions of the State Labor Laws must be complied with by the successful bidder, if applicable.

        18. Equal or Tie Bids. The County of Ocean reserves the right to award at their discretion to any one of the
tie bidders.

       19. The County of Ocean is exempt from any State sales tax or Federal excise tax.

        20. For purpose of evaluation where an equivalent product is being furnished, bidder must indicate any
variation to our specifications no matter how slight. If no variations are indicated, it will be construed that the bid
fully complies with our specifications.

        21. Quantities shown are approximate and the County reserves the right to decrease or omit quantities. The
County also reserves the right to increase quantities to twenty (20) percent of the maximum quantities listed at the
unit price bid.

       22. The contract shall be in effect for one (1) year from date of award or until delivery is complete unless
otherwise stated. The County reserves the right to extend the term of the contract pursuant to N.J.S.A.40A:11-15.

      23. Bids may be hand delivered or mailed per legal notice to bidders. In the case of mailed bids the County
assumes no responsibility for bids received after the designated date and time and will return late bids to the bidder
unopened.

       24. Delivery shall be made upon receipt of a Purchase Order issued by the Ocean County Department of
Purchase, upon which delivery locations and needed quantities shall be indicated.

       25. "All contractors must comply with the provisions of New Jersey Statute Title 40A:11-18, when
applicable."

       26. Public Works Contractor Registration Act
            The bidder must comply with the provisions of "The Public Works Contractor Registration Act", if
applicable.

           •   All named contractors must be registered with the Department of Labor pursuant to the Public
               Works Contractor Registration Act at the time the proposal is received, or the proposal will be
               determined to be non-responsive.

           •   Any non-listed contractor must be registered with the Department of Labor prior to physically
               starting work. It is the responsibility of the General Contractor to insure that all non-listed
               contractors comply.

           •   Contractors are encouraged to submit their and all named contractors’ Public Works Contractor
               Registration Certificates with the bid.

       27. This agreement shall not be assigned without the written consent of the County of Ocean.

      28. NJ ONE CALL. By presenting a bid, contractor declares that he is aware of and, if required, will
comply with the requirements of the "Underground Facility Protection Act (Public Law 1994, Chapter 118)" prior to
commencing any intended excavation. The telephone number to call is 1-800-272-1000.

            The successful bidder will be required to show compliance with this requirement by submitting to the
appropriate project coordinator the confirmation number obtained from ONE-CALL before any excavation is
undertaken.

        29.     Special Surety Bid Requirements for Certain Construction Projects. The attention of the bidder is
called to the provisions of P.L. 1995, Chapter 384 enacted on January 10, 1996 which requires that the County of
Ocean shall only accept performance and payment bonds from surety companies meeting the requirements of that
statute. The bidder shall deliver with its bid a Consent of Surety. The Bidder's Surety Company shall complete the
"Certificate of Surety Company" which bidder shall submit with its bid.

       30. New Jersey Business Registration Requirements. N.J.S.A. 52:32-44 imposes the following
requirements on contractors and all subcontractors that knowingly provide goods or perform services for a
contractor fulfilling this contract:

               •   The contractor must provide written notice to its subcontractors and suppliers to submit proof of
                   business registration to the contractor;

               •   Subcontractors through all tiers of a project must provide written notice to their subcontractors
                   and suppliers to submit proof of business registration and subcontractors must collect such
                   proofs of business registration and maintain them on file;

               •   Prior to receipt of final payment from a contracting agency, a contractor must submit to the
                   contracting agency an accurate list of all subcontractors and suppliers or attest that none was
                   used; and,

               •   During the term of this contract, the contractor and its affiliates must collect and remit, and must
                   notify all subcontractors and their affiliates that they must collect and remit, to the Director, New
                   Jersey Division of Taxation, the use tax due pursuant to the Sales and Use Tax Act, (N.J.S.A.
                   54:32B-1 et seq.) on all sales of tangible personal property delivered into this State.

A contractor, subcontractor or supplier who fails to provide proof of business registration or provides false business
registration information shall be liable to a penalty of $25 for each day of violation, not to exceed $50,000 for each
business registration not properly provided or maintained under a contract with a contracting agency. Information
on the law and its requirements is available by calling (609) 292-9292.

       32. The vehicles furnished shall comply with all safety laws, rules and regulations of the State of New Jersey
and with standards for automotive vehicles.

        33. The vehicles, equipment and accessories shall be new. The bidder shall specify the specific model being
bid in each class or type of vehicle.

        34. The vehicles, equipment and accessories shall be new and ready for immediate use upon delivery, all
service and make-ready having been done prior to delivery. Any vehicle not in such condition will be rejected. All
vehicles are to be delivered to the Ocean County Department of Vehicle Services, Chestnut Street, Toms River,
New Jersey.
       35. The vendor shall furnish for each vehicle delivered, the manufacturer's standard warranty against defects
in material, workmanship and design in said vehicles.

       36. Bidders must state number of days, after receipt of order, that vehicles will be delivered.

      37. The awards will be made on the basis of a comparison of prices of each vehicle listed with standard
equipment plus the cost of optional equipment.

       38. Dealer's name shall not appear on vehicles.

       39. Bidders must affix the signature of a properly authorized representative of their company on this
proposal. Unsigned bids will be disqualified.

        40. Inspection Sticker - Each vehicle shall be delivered with a New Jersey motor vehicle new vehicle
inspection sticker in place as prescribed by law. Each vehicle also must be delivered with a New Jersey Motor
Vehicle Commission title, registration, and plates. (Temporary plates are not acceptable)

          Notwithstanding the delivery of the title, the County reserves the right to inspect the vehicles and reject
them if non-conforming to the specifications.

       42. Shop service manuals, Hydraulic Systems manuals, including wiring diagram and electrical trouble
           shooting guide are to be provided with each vehicle.

WARRANTY & SERVICING

      43. The authorized Dealer's Warranty shall be for a minimum of one (1) year period from date of acceptance
by County for parts and labor on chassis, engine, transmission, body, hydraulics, plows and spreaders.

       44. This agreement shall cover all warranty work, minor warranty and service work at County Facility, upon
request of the Director of Vehicle Services.

       45. Vehicle transportation for warranty work shall be at the vendor's expense. He shall pick up and deliver
back to County of Ocean within seven (7) working days, upon notification from Director, Vehicle Services or his
designated shop Foreman, that servicing or warranty work is required.

       46. Bidder shall have full service facility stocked with parts capable of performing all warranty and non-
warranty repairs, to ensure efficient and economic maintenance of the vehicles and to reduce down time.

       47. In the case of any unnecessary delays because of parts availability or service scheduling, the Director of
Vehicle Services shall be notified and a replacement vehicle shall be provided upon request.

       48. Pay to Play Requirements: The Vendor/Contractor must file an annual political contribution
disclosure statement with the New Jersey Election Law Enforcement Commission ("ELEC') pursuant to N.J.S.A.
19:44A-20.13 (P.L. 2005, c.271, s.3) if the Vendor/Contractor receives contracts from public entities totaling in
excess of $50,000 in a calendar year. It is the Vendor's/Contractor's responsibility to determine if the filing of an
ELEC disclosure statement is necessary. Additional information on this requirement is available from ELEC at

SYSTEM" pursuant to N.J.S.A. 40a:11-1 et seq…

by contracting units, subject to the overall terms of the contract to be awarded by the County of Ocean.

and the rules and regulations promulgated pursuant thereunto, are made a part of this contract. In providing any aid,
benefit, or service on behalf of the COUNTY pursuant to this contract, the CONTRACTOR agrees that the
performance shall be in strict compliance with the Act. In the event that the CONTRACTOR, its agents, servants,
employees, or subcontractors violate or are alleged to have violated the Act during the performance of this contract,
the CONTRACTOR shall defend the COUNTY in any action or administrative proceeding commenced pursuant to
this Act. The CONTRACTOR shall indemnify, protect and save harmless the COUNTY, its agents, servants and
employees from and against any and all suits, claims, losses, demands, or damages of whatever kind or nature
arising out of or claimed to arise out of the alleged violation. The CONTRACTOR shall, at its own expense,
appear, defend and pay any and all charges for legal services and any and all costs and other expenses arising from
such action or administrative proceeding or incurred in connection therewith. In any and all complaints brought
pursuant to the COUNTY'S grievance procedure, the CONTRACTOR agrees to abide by any decision of the
COUNTY which is rendered pursuant to said grievance procedure. If any action or administrative proceeding
results in an award of damages against the COUNTY or if the COUNTY incurs any expense to cure a violation of
the ADA which has been brought pursuant to its grievance procedure, the CONTRACTOR shall satisfy and
discharge the same at its own expense.

       The COUNTY shall, as soon as practicable after a claim has been made against it, give written notice thereof
to the CONTRACTOR along with full and complete particulars of the claim. If any action or administrative
proceeding is brought against the COUNTY or any of its agents, servants and employees, the COUNTY shall
expeditiously forward or have forwarded to the CONTRACTOR every demand, complaint, notice, summons,
pleading, or other process received by the COUNTY or its representatives.

       It is expressly agreed and understood that any approval by the COUNTY of the services provided by the
CONTRACTOR pursuant to this contract will not relieve the CONTRACTOR of the obligation to comply with the
Act and to defend, indemnify, protect and save harmless the COUNTY pursuant to this paragraph.

       It is further agreed and understood that the COUNTY assumes no obligation to indemnify or save harmless
the CONTRACTOR, its agents, servants, employees and subcontractors for any claim which may arise out of their
performance of this Agreement. Furthermore, the CONTRACTOR expressly understands and agrees that the
provision of this indemnification clause shall in no way limit the CONTRACTOR'S obligations assumed in this
Agreement, nor shall they be construed to relieve the CONTRACTOR from any liability, nor preclude the
COUNTY from taking any other actions available to it under any other provisions of this Agreement or otherwise at
law.

INTENT

       The purpose of this bid package is to provide the County of Ocean with a contractor(s) who will supply new
model year 2010, or newer Motor Vehicles as specified herein.

NO ASSIGNMENT

        This agreement shall not be assigned without the written consent of the County of Ocean which consent shall
not be unreasonably withheld. Assignee shall promptly prepare and complete such documents as the County shall
require.

AVAILABILITY AND DELIVERY

       The bidder must indicate the number of days required for the delivery After Receipt of Order (A.R.O.)

OWNERSHIP DISCLOSURE

       All contractors shall comply with all laws governing the disclosure of all stockholders or partners, as
included in N.J.P.L., 1977, Chapter 33.

BID REVIEW

        Bids may be reviewed once the bid meeting has concluded. Additionally, bid results are available in the
Ocean County Purchasing Department on the day following the bid openings for any interested party that may wish
to review them.

       Requests for bid tabulations by mail will not be honored. In person requests for copies of bid results will
follow the County policy for copies.

MODIFICATIONS & WITHDRAWLS

       Telegraphic or Electronic bids will not be considered. Bids may be withdrawn based on written request
received from the bidder prior to the time fixed for opening. No right for withdrawal exists after the bid has been
opened. Written request shall be signed by the bidder or proper corporate officers.

EVALUATION

        The quality of the equipment supplied, their conformity with the specifications, their suitability to
requirements, delivery terms, guaranty clauses, price of the materials shall all be taken into consideration. Where
equivalent equipment is offered, the County will determine if the proposed item is equal or better than that
specified.

TRANSITIONAL PERIOD

       In the event services are terminated by contract expiration or by voluntary termination by either the
Contractor or The County of Ocean, the Contractor shall continue all terms and conditions of said contract for a
period not to exceed thirty (30) days at the County’s request.

AVAILABILITY OF FUNDS

        The County’s obligation hereunder is contingent upon the availability of appropriated funds from which
payment for contract purposes can be made. No legal liability on the part of the County for payment of any money
shall arise unless, and until funds are made available each year to the Director of the Department of Purchase.

MANUALS

      Unless otherwise indicated, a minimum of two (2) complete sets of manuals shall be provided with the
equipment as follows (CD format preferred, if available):

       1)   Operator’s Manual
       2)   Parts Book
       3)   Shop Service Manuals including wiring diagrams and trouble shooting guide
       4)   Hydraulic System Manual including parts book and service repair manual

TRAINING AND TECHNICAL SUPPORT

       The contractor shall provide all appropriate instructions to operating personnel with instructional manuals as
needed.

COOLING SYSTEM PROTECTION

     All vehicles furnished must be protected to –(minus) 20°F (-30°C) with permanent type anti-freeze and
summer coolant.

AIR CONDITIONING

       All air conditioning shall be factory installed, support system (cooling, electrical, etc.) shall be upgraded in
accordance with factory recommendations.

FUEL

       All vehicles will be delivered with a minimum of one-half (½) tank of fuel.

DESIGN

        Materials shall be of good commercial quality for the intended service and shall be produced by use of
current manufacturing processes and treated to resist rust, corrosion and wear.

     The design of the mechanical member shall be such that the stress imposed through normal shock loads of
maximum engine torque, shall not cause rupture or permanent deformation or undue wear on any member.

STANDARD EQUIPMENT

        These specifications include all standard equipment provided for each vehicle unless specifically upgraded
or deleted. In the event options are required, the contractor shall provide upgrading of all support systems affected,
in accordance with factory recommendations.

DEMONSTRATION

      Bidder shall be prepared to give, prior to bid award, a complete demonstration of the equipment proposed at
a County facility or a mutually agreed to location and time within the State of New Jersey. The equipment so
demonstrated shall be complete as offered by the bidder.

SERVICE

        Contractor shall be able to service all equipment proposed and include their standard maintenance contract
to take effect at the expiration of the guaranty period. The contractor shall maintain a service facility staffed with
qualified service personnel and a working inventory of parts.

WARRANTY

       Manufacturers warranty shall apply.

MODEL INFORMATION REQUIRED

        The manufacturer, make and exact models proposed as substitutes shall also be submitted on bidder's
letterhead with any proposal contended to be "equivalent".

INFORMALITIES

        Ocean County reserves the right to reject any or all bids, to waive any informality in bid, to accept in whole
or in part such bid or bids as may be deemed in the best interest of Ocean County.

COMPLIANCE TO MINIMUM BID REQUIREMENTS
EQUIVALENT PROPOSALS

       It is the intent of these specifications to describe and govern the purchase of new and unused motor vehicles
equipment with any and all accessories as noted herein. The units shall conform to the highest quality of
manufacturing and design standards. Any item or items not specifically mentioned herein, but which would be
required to produce a complete working unit, shall be supplied by the vendor.

        All bidders must answer compliance questions in full. A general exception cannot be taken for any
paragraph or item. If a bidder is basing his proposal on equipment other than what is specified in these bid
documents and wishes the equipment he proposes to be considered as an "approved equal", he shall submit on a
separate sheet, in the exact format of the technical specifications contained herein, an item by item description of
that which he proposes to substitute including any and all variations from or exceptions to the conditions and
specifications of this bid. Failure to comply may result in rejection of bid.

DESCRIPTIVE LITERATURE AND TECHNICAL SPECIFICATIONS

        Descriptive literature and technical specifications MUST be enclosed with bid. Failure to enclose such

The pump shall have a minimum 2" inch suction line and ½" control drain line
plumbed directly back to the reservoir. The pump shall be rated for 5800 PSI

Electrical switching must be provided to automatically turn the valve off in order to
hold the plow in the raised position. If the Float Control Valve is not turned off the
plow will drift down after it is raised. Float lift pressure will need to be adjusted to
insure that the plow drifts down at the right speed. Too fast and the plow cannot be
raised in the event of a switching failure. Too slow and the plow will skip on an
uneven road.                                                                                _____        _____
The valve uses a pressure reducing/relieving valve to control the float lift pressure.
Two (2) solenoid valves wired together turn the valve off and on. One (1) solenoid
valve opens the inlet of the pressure reducing valve to the pump. The other solenoid

mounted to the frame using no less than eight (8) 5 8 " grade 8 bolts per side with
lock nuts. The subframe is the structure which bridges the side plates at the front, and

The subframe is a boxed arrangement with 4" x 4" by half-inch up right angles the
same depth as the side plates. These uprights are bolted to the side plates with five (5)
¾" grade 8 bolts per side. The uprights are bridged at the bottom with 4" x 4 " by
half-inch angle. The top of the uprights are bolted to the top of the truck frame with
two (2) half-inch thick quarter plates, welded to the uprights.                              _____        _____
The subframe is then x-braced with 3 8 " by 2 inch flat steel from corner to corner.
The front frame is to be welded to the subframe continuously.                                _____        _____
The plow shall be lifted to any desired height and reverse at that height and the cutting
edge will remain parallel to the road surface. This shall be accomplished with a
telescoping lift arm, which can be extended out to a point directly above the pivoting
point of the reversing assembly. This lift arm shall be adjustable to ten (10) different
positions.                                                                                   _____        _____
The outer bar shall be fabricated of four-inch by four-inch by 316 " structural steel
tubing with one half-inch ears welded at the base. The inner bar shall be fabricated
of two (2) one half-inch by 3 inch flat bars and ¼" by 3 inch bars welded into the
tubular configuration. The front of this inner bar shall have banjo eyes to accept ½"
chain. There shall be ample room provided to hook up the chains with ease and

MOLDBOARD
Shall be engineered, designed and built by a recognized snow plow manufacturer.
There shall be a minimum of fifty (50) plows of the exact make and model bid in
satisfactory use for a period of not less than three (3) years. Certification as to the
above shall be supplied within five (5) working days if requested.                        _____        _____
The moldboard shall be a minimum of 36" uniform height and 11 ft. long at the
cutting edge. The moldboard shall be made of not less than #10 ga. steel, paneled
for additional strength with built-in deflector (baffle) of unitized design.              _____        _____
The moldboard shall have the built-in baffle design providing a continuation of the
moldboard ribs and contour a minimum of 12" overhanging the cutting edge (no
bolt-on assemblies permitted). A top reinforcing angle shall be made of not less
than 3" x 2" x 3 8 ", running the full length of the moldboard.                           _____        _____
The vertical ribs shall fully extend to the built-in baffle angle. At the bottom, a
one (1) piece structural angle at least 4" x 4" x 3 8 " shall reinforce the moldboard.
To this angle, a cutting edge backing of 5 8 " x 3" shall be welded and further braced
by gussets a minimum of ½" x 2 ½" welded between each cutting edge bolt position.         _____        _____
The front face of the cutting edge shall be flush with the moldboard face to prevent
snow buildup on the top surface of the blade.                                             _____        _____
The moldboard shall be reinforced with a minimum of six (6) full length vertical ribs
of at least ½" x 3" formed steel, continuously welded on both sides of edge to the
moldboard sheet.                                                                          _____        _____
The lower rear cross angle shall be provided with at least ten (10) ears, ¾" thick,
for attachment to the table assembly at 5 point minimum with 1" diameter grade 5 pins.    _____        _____
The cutting edge shall be of abrasion resistant steel C1090, or equal, with a Brinell
hardness of 250 minimum and 325 maximum. It shall be ½" thick x 6" wide and
full length of moldboard, AASHO standard punched.                                         _____        _____

TRIPPING MECHANISM
Shall be attached to the table and to moldboard and shall consist of at least four (4)
extension springs, 4 ½" O.D. x ½" oil tempered spring steel. These springs shall
control the trip so that the plow will be held rigid for plowing and will trip
automatically when coming in contact with any solid object.                               _____        _____
The extent of the forward motion of the moldboard shall be controlled by a
mechanical telescopic tripping post assembly constructed of at least a 1 ¼" x 2"
inside bar, ¾" x 2 ¼" outside bars. The tripping post assembly shall be independent
of the springs and shall prevent the top of the moldboard from contacting the road

Shall have at its front a minimum of ten (10) ears, ¾" thick on 88" hinge point centers

The four (4) tubes comprising the table shall all be a minimum of at least 5" x 5" x 516 "

Connecting reinforcements from the front tube to the side tubes shall be four (4) 5 8 "

Additional inside corner reinforcements shall be 3 8 " thick plates.                         _____        _____
The cylinder hook up points shall be the 5 8 " plates with all cylinder holes to be
reinforced with heavy wall tubing of sufficient length so as to not allow more than
¼" cylinder pin to be exposed at the shear point, thus minimizing the chance of pin
bending.                                                                                     _____        _____
Table shall also provide positive stop blocks to stop the plow at 35 degrees to relieve
the stress on the cylinders.                                                                 _____        _____
Supporting and reinforcing the front tube shall be ½" 3 ½" flats, ½" x 4" flats and a
5" x 3" angle.                                                                               _____        _____
Attached to each end will be plates of ½" x 7" material to which carrying devices such
as cast shoes or caster wheels can be bolted.                                                _____        _____
The carrying device plates shall be further reinforced by an angle of not less than
4" x 4" x ½" and ½" thick plate steel.                                                       _____        _____
Two (2) jockey bar ear attachments will be located on top of the angle reinforcements
and shall be at least 1 ¼" x 3 ½" material. These ears shall accept the corresponding
jockey bars which in turn connects to the moldboard assembly.                                _____        _____
The lift chain assembly shall include a zinc plated 7 16 " proof coil chain along with a
cast steel chain block to help facilitate reversing the plow from right to left.             _____        _____

PLOW A-FRAME
A-frame shall consist of four (4) structural tubes a minimum of 4" x 2" x 316 " wall
tubing and two (2) 5 8 " thick plates.                                                       _____        _____
This configuration shall be as two (2) a-frames, one (1) of which rides above the table
and one (1) of which rides below the table, these two (2) being joined in the rear by a
full piece of ¾" plate to form a deep "C" type configuration, which straddles the table.     _____        _____
The tubing runs from the rear to the front on both top and bottom. The front of the
tubing is joined together and reinforced on the top and bottom respectively by 5 8 "
plates, which extends from the pivot point back to the reversing cylinder hook up point
and acts as an integral part of both of these points.                                        _____        _____

The entire table assembly shall be designed to allow ample raising, lowering and

The lift chain assembly shall include a zinc plated 7 16 " proof coil chain, repair link,
½" anchor shackle and a 7 16 " grab hook clevis.                                            _____        _____

PLOW HYDRAULIC REVERSING MECHANISM
Shall consist of two (2) double acting hydraulic cylinders of at least 4" inside
diameter with piston rods at least 2" diameter with a stroke of at least 12".               _____        _____
Cylinder piston rods to be treated with a nitro steel process to help prevent rusting.
Chrome piston rods not acceptable.                                                          _____        _____
These cylinders shall be capable of reversing the plow from 35 degrees right to 35
degrees left, or hold the plow at any angle within this arc. The cylinder geometry
and components of the hydraulic system shall be designed to hold the plow at any
desired plowing angle without recourse to a locking device, under maximum load,
without overloading rated capacities.                                                       _____        _____

SNOW PLOW MARKERS
Snow plow to be equipped with two (2) plow markers. Markers to be constructed
of high density polyethylene, 1 ¼" OD x 1" ID by 24" long, safety yellow with a

CARRYING DEVICE:
Skid shoe assemblies must be of the hand adjustable type, enclosed and fully lubricated,

by a hand crank with rotating knob which shall be self-locking and shall operate without

General construction:
Unit shall be a 6 inch stainless steel under tailgate spreader and shall be
standard manufacture to mount directly onto the body previously specified. Unit shall
consist of a 6” auger which can be replaced, if needed. The auger shall be direct drive
(No Exception). The inside width shall be 83 and ½", and overall height shall be
36 and ½" and shall fasten to the body using quick disconnect pins for fast mounting
and removal without the use of special tools.                                               _____        _____

Stainless steel body:
Shall be rigid ¼" end plates and shall be continuously welded to a 316 " steel body
shell. (Materials used shall be 304 stainless steel, No Exception). The body is to
be framed horizontally with 4" x 2" by 316 " stainless steel rectangular tube and
vertically by 4" x 3" by 3 8 " steel angle. The unit will have a 316 " thick, three-point
hinged bottom that will expose the entire auger for easy clean out. This hinged bottom
shall be held in place by two (2) heavy-duty locks, with a lift handle for a one-man
operation. To provide the ultimate safety, the bottom cannot be opened fully without
disconnecting the hydraulic hoses. There shall be an anti-spill cover plate over the
discharge opening which will be 10 gauge stainless steel and be removable without the

Spinner disc:
The spinner shall consist of a single 18 inch diameter polymer disc with six formed
polymer fins, to provide a flat trajectory and uniform spreading pattern from 4 to 40
feet. The spinner assembly shall be adjustable, allowing for variable spreading patterns
by sliding the hinged frame sideways on the shaft so that the point at which the material
hits the spinner disc is varied. The spinner assembly shall be adjustable in height,
allowing four (4) different ground clearance settings by means of four (4) bolts. The
entire spinner assembly shall be easily removed by pulling two (2) pins and uncoupling
to hydraulic quick disconnect hoses. The spinner spread rate shall be compatible with
Force America model SC 5100 PC 1 RFL, or equal, spreader control. The polymer spinner
disc will be mounted directly on to the hydraulic motor shaft by means of a steel spinner
hub. The spinner assembly shall remain horizontal to the road at all angles of the dump
body. A spinner shield shall be provided to prevent material from being misdirected.      _____        _____

Training shall be provided for operators and maintenance personnel at a County location
