ORDER NO 1 - NATO IPDT

1.     The JETT will conduct a NATO IPDT course at JFC Naples, provisionally, from 1 to 5 Mar 10. No
pre-IPDT CMS course is planned; however, given sufficient requirement a one day CMS course may be
arranged for Sun 28 Feb.

2.     The NATO IPDT course is intended for JFC Naples personnel for whom IPDT is an urgent
operational requirement. RAF and Army personnel must be CMS current to attend. There is presently
no such requirement for RN/RM personnel. Should minimum numbers not be reached for the JFC
course to go ahead, attendance at a NATO IPDT course at JHQ over the same dates may be arranged.

3.     Personnel wishing to attend the JFC Naples NATO IPDT should contact the POWTR Taylor or
Cpl Hellmann in the UKJSU Tri-Service Manning and Reports Cell on 081 3342 729 by 22 Jan.

4.      Further CMS and IPDT courses for 2010 have been arranged as per the table at Annex A. Trawls
for attendees for these courses will be made in due course.


ORDER NO 2 - GET YOU HOME (OVERSEAS) – TERMINAL TRAVEL REIMBURSMENT LIMITS

5.      All personnel are to ensure that when submitting a Get You Home (Overseas) travel claim the
following regulatory rules have been adhered to in accordance with JSP 752 para 06.0722.

       a.    Reimbursement Limits - Terminal Travel. Reimbursement for terminal travel may be
       made as follows:

       b.      Where the terminal travel is made by rail, hire vehicle, civil air, bus coach or taxi, or a
       combination of any of these forms of transport, the refund of actual terminal travel costs in both
       the country of embarkation and in the UK will be made within the following reimbursement
       limited. Reimbursement will be limited to the value of the notional return road journeys between
       the duty station and the local international airport of embarkation, and between the UK arrival
       airport and the qualifying address, at the Motor Mileage Allowance (MMA) UK Converted Leave
       Rate (CLR) multiplied by the number of eligible immediate family members travelling. For
       example, where the Service person and 3 eligible immediate family members travel, the terminal
       travel entitlement will be capped at 4 times the MMA at UK CLR for the notional road return
       terminal travel at each end of the GYH (Overseas) journey.

       c.       Where the terminal travel is made by private car reimbursement will be 1 x MMA at CLR
       (regardless of number of family members travelling) for the actual return journey(s) between the
       duty station and the local international airport of embarkation, and/or between the UK arrival
       airport and the qualifying address.

6.      Care is to be taken when submitting a claim for the refund of actual costs incurred when using a
hire car (ie. Fuel supported by receipts) and claiming the associated fuel costs. Terminal travel journeys
as defined above and extracted from JSP 752 are for the notional return road journeys. Claims
submitted for hire car costs for the whole duration will be rejected and the claimant will be required to

resubmit in accordance with the rules as laid down in JSP 752. Personnel are also advised to refuel
their hire car at arrival of their qualifying address and again at the airport to gain an accurate actual fuel
cost incurred. Claims submitted for the maximum capped rate of MMA will only be authorised in
exceptional circumstance.

GYH (O) FLIGHT

7.     Civil Air Flights. Service personnel will be reimbursed the actual costs for the civil air fares for
a standard economy return flight to the UK, up to the published MOD Flight Allowance for the
embarkation country multiplied by the number of eligible immediate family members travelling.

                Entitled to 1 flight per person to be used together. You have 12 months from your arrival
         date to use the first one, you will then be entitled to a 2nd flight and the previous years entitlement
         will cease entitlement to the previous years if this has not been used.
                Current rate wef 01 Aug 2009 is £305.00 pp towards the cost of an economy flight return
         to the U.K.

8.     Claimants who are found to be in breach of the above regulations will have the allowance
recovered from their pay.


ORDER NO 3 - REVISED LEAVE POLICY – REMINDER

9.      By way of a reminder, the guidance published in 2008DIN01-247, states that all carry-forward
leave should be taken prior to assignment or by the 3-year point. Failure to do so will result in the
remaining carry-forward leave being lost. The aim is for all leave to be taken. To facilitate this, UKJSU
HR staff will ensure that Authorised Absence (AA) and Relocation Leave (RL) balances are zeroed and
that the ALA balance is reduced to 38 days; this procedure should be applied on posting from Apr 10
onwards, and on 01 Apr at each 3-year interval from 01 Apr 09 (i.e. on 01 Apr 12, 01 Apr 15…). Extant
regulations apply for those who genuinely, and where there are Service reasons, have a case to carry-
forward leave at these dates; such application should be made through CO UKJSU.

NOTICES

NO 1 ARMY OF3 ANNUAL REPORTS

1.     Following a revision of the grading and selection process for Army officer promotion to OF4 and
attendance on the ACSC, the Mil Sec has changed the OF3 AR qualifying period from 31 Aug to 30 Jun
annually. This is to be effective immediately as the changes are required in year. Report timelines for
Army TA and Reserve OF3 remain extant for 2010 ie 31 Aug 10. A DIN will be promulgated in Feb.

2.     Completed OJARs will need to be at APC Glasgow no later than 31 Aug 2010. MPARs should
be completed no later than 28 Feb 2010. As before, all OJARs for Army OF3s will continue to be co-
ordinated through the UKJSU Tri-Service Manning and Reports Cell. Any queries, please don‟t hesitate

NO 2 CEA – TIMES ARTICLE

3.     An article on the review of boarding school allowances for Diplomats‟ children appeared in the
Times on 16 Dec 09. The article suggested that the MoD was conducting its own review for those posted
abroad. This is not the case. There has been no suggestion within MoD that a review of CEA is
imminent.

4.     CEA was reviewed quite thoroughly by the Strategic Review of Remuneration in 2006-08 and
small changes were made to ensure that only those who maintained their mobility and continued to
serve accompanied would be eligible.

5.     No further review of CEA within the Armed Forces has been directed. Should a review be
required in the future, the MoD will defend the rational for a contribution towards maintaining continuity of
education due to the mobile nature of its military personnel.


NO 3 THE UKSC GOC COMMENDATION

6.      The GOC Commendation recognises the valuable contribution made by the many personnel, in
the UKSC AOR, who voluntarily give their time and expertise over a prolonged period and have provided
a service which has been of significant benefit to others within the community.

7.     Any unit, CO Isodet, OIC or Line Manager from within the UKJSU AOR may submit an
application for consideration. The Commendation, may be awarded to any individual (military, civilian,
dependant or DEL). It is stressed that the certificate is generally for voluntary work but, in exceptional
circumstances, it may also be applied for on behalf of personnel carrying out paid employment over and
above that which can be expected of their rank or grade.

8.     Submissions may be forwarded at any time, but where possible six weeks notice should be
given. The method of application should be a narrative of the person‟s achievements, (to fit on one A4
sheet of paper) together with a covering letter signed by the head of the organisation. All applications
should be sent to the UKJSU UAO.


NO 4 PRIVATELY ARRANGED PASSAGE (PAP) – REVIEW OF PROCEDURE

9.      The MOD embargo on duty travel has affected all areas of publicly funded travel. Privately
Arranged Passage (PAP) travel on posting has not been immune from these effects and as a result of a
review in Nov 09, the procedure for obtaining a PAP quote has been revised.

10.     Before Nov 09, PAP quotes were given by DPRC based on a flexible 1st Class flight fare with BA
in addition to the terminal travel costs per entitled person. The PAP travel costs now quoted are for a
specific date, by the most economical airline, with additional terminal travel costs. This quote is now
sourced through the internet by HRG.

11.    Therefore, with immediate effect the PAP quote will be calculated by UKJSU HR Admin staff.
Applications for PAP quotes are to be made by the Service person on receipt of a JPA Assignment
Order and, wherever possible, no later than 6 weeks before assignment.

The revised PAP quote calculation will be based on the following:

      Terminal Travel (In Theatre). Subject to MT availability the cost of a taxi fare from either the
       Place of Residence address or Hotel address to the nearest airhead (Naples, Rome, Milan airport
       depending on your residential location in Italy). N.b. This is only applicable upon the provision of
       a non-availability proforma of unit MT for transport. Every effort will be made by UKJSU MTO to
       make transport available for all personnel based in Naples.

         Air Travel. A single fare, non-transferable ticket, on a specific date (based on 6 weeks in
          advance), provided by the „most economical‟ airline with a baggage allowance of up to a
          maximum of 40Kg per travelling member or that allowed per airline for two cases,
          whichever is the lesser. A quote will be obtained for each person entitled to travel. (This area
          has recently changed due to a local policy amendment by the CO UKJSU).

         Subsistence. One x DS per entitled person based on the rate of the country of departure.

         Terminal Travel (In UK).

             o   The cost of a one day hire car specific to the size of the entitled family or individual
                 travelling with luggage based on the MOD VT Land Vehicle Rental Service prices. A one
                 way rental fee for the hire car.
             o   A fee for the rental commencing or ending at a Premium location.
             o   1 x MMA at PCR from the closest airport of arrival (one of 3 airports, Gatwick, Heathrow
                 or Birmingham) to the next unit address or if on demob, to the Place of Residence in the
                 UK. and/or the cost of an internal flight if appropriate (e.g. Scotland).

12.     The PAP quote will give a hypothetical overall cost for the family/individual, had the official means
of transport (commercial air) been used on posting. This will be used as the upper maximum limit
permitted to be claimed by travelling back to the UK by own means.

Claims. PAP quotes do not incorporate the need for NS. However, PAP Claims from Italy may contain 2
night‟s NS. It is mandatory that any overnight accommodation, which will be claimed under the PAP, is
booked through HRG as their reference number will be required on the submission of the JPA expense
claim. Claims will not be approved without this reference number.

Summary. The procedure for obtaining quotes for PAP has been revised. As a result personnel may
find that the quotes they receive on posting to the UK are much less than that which they received on
their posting to Italy. To give an example of the reduced quote now given for a PAP, a family of four
returned in Dec 09 with a quote of £1161 and a married couple returned in Jan 10 with a quote of £350.
With the change in local policy regarding the excess baggage allowance similar quotes have
been provided as follows: a single Wg Cdr travelling to High Wycombe - £291 and a family of 4
travelling to Glasgow - £967.

The UKJSU has clarified the revision through DPRC and DMTP Abbeywood, Movements Passenger
Policy and has identified all available allowances to ease any strain on a PAP journey to and from the
UK but the unit must emphasise that bringing a car to Italy is a privilege that is not publicly funded.


NO 5 CHANGES TO SERVICE LIFE INSURANCE (SLI)

13.       Changes to Service Life Insurance (SLI) will take effect from 18 January 2010.

14.      Background. With effect from 18 January, anyone over 45 years of age applying for cover under
SLI will need to complete a paper application form to get immediate SLI cover for war and terrorism, and
full natural causes cover. Those over 45 years of age will be subject to medical underwriting. Existing
SLI members over 45 will be unaffected by this change. Anyone cancelling SLI protection will not be
permitted to start a new SLI policy within 3 years of the cancellation date.

15.     Full details of all the changes will be available on the SLI website

2010. SLI brochures and documentation have been amended to reflect these changes and will be
distributed by the company to units.


NO 6 TRANSIT ACCOMODATION RAF BRIZE NORTON

16.   All units are to be aware that there is currently nil transit accommodation at RAF Brize Norton.
JPA 008 (Certificate of Unavailability) will be issued for duty purposes. Personnel due to be posted into

RAF Brize Norton are to contact the accommodation cell, Ext 95461 7764, on receipt of their assignment
order.


NO 7 OUTSTANDING PROPERTY MAINTENANCE REQUESTS

17.    The system for tracking maintenance requests was found to be inadequate for the task and
consequently a new improved software system for logging and processing faults was installed at Villa
Britannia on 4 Jan 10. The shortcomings of the original maintenance log has resulted in a requirement to
resubmit any outstanding maintenance requests submitted prior to 1 Dec 09.

NO 8    LICENCE TO OCCUPY FORMS

19.    The Families Office (FAMO) have completed a 100% file check and have noted many Licence to
Occupy Forms missing. Please could you check if you are holding two signed copies. One needs to be
returned to FAMO asap. If you do not hold any copies please contact Gill on 081 3342 100. Many
thanks for your co-operation.


NO 9 NOMINAL ROLL

20.     The Nominal Roll will be due for re-issue in the coming months and it is requested that the
attached Amendment Form is completed by all personnel and forwarded to the UK JSU Registry. With
the many recent changes within JFC (PE, IT etc) the Nominal requires correcting. Returns are required
no later than 29 Jan 10.

NO 10 WEEKLY ORDERS AND BULLETIN INSERTS

21.     Inserts for Routine Orders and Weekly Bulletin should be submitted to the Registry NLT every
Tuesday 1630 for inclusion in that week‟s edition. Inserts received after this time will be included in the
following week‟s edition. Unless exceptional circumstances prevail, inserts should be submitted via e-
mail to the Registry (afsadm-registry@naplesfus.afpaa.mod.uk) on the UNCLASSIFIED e-mail system
(not the NATO classified system).


NO 11 WINTER RECREATIONAL AMENTIES MINIBUS TO ROCCORASSO

22.   A Service MT minibus will operate to and from Villa B to the winter recreational area of
Roccorasso every Wed, commencing Wed 27 Jan until the end of Mar 10 (weather dependent).

23.   The minibus is self-drive and is for Naples-based Service personnel and MOD Civil Servants of
the UKJSU only.

24.     Personnel must be released from their normal place of work to use this facility and will be
considered to be on National Duty only whilst travelling to and from Roccorasso. Once at Roccorasso
personnel will be classed “not required for Duty” until re-embarking Service MT. Use of the Winter
recreational amenities at Roccorasso is at personal discretion and is not to be confused as AT or
organised sport.

25.    All those with D1 on their license are to make this known when phoning to book a place and
accept they will be required to take their turn driving. If no one comes forward to drive, the Bus will not
go!

26.     The MOD will not accept any responsibility for any accident or personal injury sustained whilst
“not required for duty”. Therefore, personnel using the winter recreational amenities minibus and who
want to take part in winter sports whilst at Roccorasso are strongly encouraged to take out personal
winter sports insurance.

  27.   There is a funeral service for Cpl D A Jones who died following an RTA on 10 Jan 10. All
        former friends and colleagues are invited to attend the funeral service, committal service and
        wake to be held on Tue 26 Jan 10 from 1400 in Debigh, Wales.

In the event of a true emergency then 118 ambulances should be used and the Senior Medical Officer informed at
the earliest opportunity. The SMO provides an out of hours medical service to the UK community in order to ensure
