BOMB THREATS

    1. Bomb threats are usually received by telephone.
               The person receiving a bomb threat should remain clam and attempt to obtain as much
       information as possible from the caller by using the checklist on the following page.
               (Copies of the checklist should be kept at employee workstations)
    2. Call the sheriff office at Ext. 3600 and Occupational Safety and Health Specialist (OSHS) at
       Ext. 3632. Giving your name, location, and telephone number. Inform the Dispatcher of the
       situation, including any information you may have as to the location of the bomb, time it is set to
       explode, and the time when you received the call.
    3. Inform your supervisor and/or Manager.


SUSPECIOUS OBJECT OR PACKAGE

       In the event a suspicious object or potential bomb is observed on campus, do not approach or
handle the object. Immediately clear the area and call the Sheriff’s Office at Ext. 3600 and OSHS at
Ext. 3632.


EVACUATION OF THE AREA

        1. If instructed to evacuate, move a safe distance away from the building ( a minimum of 100
           yards).
        2. If inclement weather conditions exist, move to another building a safe distance away.
        3. Do not return to an evacuated building unless instructed to do so by emergency personnel.

                               BOMB THREAT RESPONSE PLAN


The Los Angeles Trade Technical College, Bomb Threat Response Plan provides information on
procedures how to respond to a bomb threat,.as well as to report the necessary information to emergency
response personnel and senior management to ensure the safety and health of students, faculty and staff
on campus. The Bomb Threat Response Plan is designed to receive, document, evaluate and report the
information on Bomb Threat to ensure safety of everyone on campus.

                                           Bomb Threats

1.0 INTRODUCTION:
Bomb Threats are made to warn people to leave a location where an explosive device may have been
placed. Another reason for making a bomb threat is to cause alarm, panic and to get attention and
response.

Los Angeles Trade Technical College takes bomb threats very seriously. Each threat will be thoroughly
investigated and the suspected area will be searched and evacuated if it is determined that the bomb
threat is credible and could cause a serious danger to students, faculty, staff or visitors. The decision to
evacuate the suspected area shall be made by the President or designee.

2.0 OBJICTIVE:
The purpose of this plan is to enhance the safety and security of students, faculty, staff members and
work environments and to define procedures for responding to bomb threats in the workplace.

The Los Angeles Trade-Technical College Occupational Safety and Health (LATTC-OSH) has
developed the Written Bomb Threat Response Plan to comply for the mandated Occupational Safety and
Health Administration (OSHA) standard 29 CFR 1910.38. This plan provides a complete solution
on how to respond to a BOMB THREATS and suspicious packages found in or near the workplace

3.0 DEFINITIONS:
Bomb – It is a device that may include but not limited to, biological, radiological, chemical, explosive
or other means of destruction.

Code Yellow – Code is usually used for paging notification of a bomb or bomb threat situation.

Command Post – An area set-up as main headquarter for an emergency or disaster situations.

Building Safety Representative – An assigned individual to be responsible for safety issues within the
building and report any safety concerns to OSH.

Alternative Building Safety Representative - An assigned individual to assist the Building Safety
Representative and to be responsible for safety issues within the building including report any safety
concerns to OSH

Campus Emergency Team – The team that includes Campus Sheriff, Occupational Safety and health
Specialist, Building Safety Representative and Alternate Building Safety Representative.

4.0 PROCDURES ON HANDLING BOMB THREATS:

Bomb threats are usually received by telephone, but they may also be received by note, letter, e-mail or
suspicious package. All bomb threats should be taken very seriously and handled as an explosive were
present in the specific location that mentioned by the anonymous reporter.

    4.1 .         BOMB THREATS HANDLING AND NOTIFICATION

Under no circumstances should any bomb or terrorist threat BE IGNORED and should be notified
immediately to the Campus Sheriff and OSHS.
Bomb Threats may be reported by one of the following:

            4.1.1.          TELEPHONE BOMB THREAT

        When a bomb threat is received, the steps outlined below are to be followed:

        (a) Record the exact time of the call, the telephone number from which the call was made
        (applicable for telephones equipped with caller ID), and the telephone number on which the call
        was received.

        (b) Attempt to get as much information from the caller as possible by engaging the caller in
        conversation. Don't hang up on the caller.

        (c) Refer to the Bomb Threat Reference Checklist (Appendix A). Use Checklist form (Appendix
        B) to record information regarding the bomb threat, during the Bomb Threat call.

        (d) Concentrate on what the caller is saying, as anything may be important. Try to keep the
        caller talking by asking questions to obtain as much information as possible. (Appendix A) and
        record the information on the Checklist Form (Appendix B).

        (e) Listen carefully to any background sounds and also record this information on the Bomb
        Threat Checklist (Appendix B)

        (f) When the caller disconnects, immediately notify your supervisor/manager of the bomb
        threat, Campus Sheriff Ext. 3600 and Occupational Safety and Health Specialist (OSHS) Ext.
        3632.

        (g) If a bomb threat is received via voice mail or answering machine, do not erase or delete the
        bomb threat under any circumstances. Immediately notify your supervisor/manager, campus
        sheriff and OSHS of the bomb threat. You will be asked to turn over a copy of the recorded
        message to the Campus Sheriff.

            4.1.2.          A WRITTEN NOTE OR ELECTRONIC BOMB THREAT
                            MESSAGE

        Such messages may arrive by E-mail or fax, or be intentionally placed at a given location in
        order to be found.

          (a) Do not handle the document containing the threat more than necessary. If possible, place the
          written threat inside a sheet protector (prefer plastic protector).

          (b) Do not delete any bomb threats message that received via E-mail under any circumstances.
          You should print a copy of this threat message so you could provide it to the appropriate
          emergency personnel (Campus Sheriff and OSHS).

          (c) Upon receipt of a written bomb threat, immediately notify your supervisor/manager, Campus
          sheriff and OSHS.

           4.1.3.           SUSPECIOUS BOMB THREAT PACKAGES

          (a) Do not touch, Do not Move objects or packages that appear to be suspicious, as they may
          potentially be a bomb. Take steps to prevent disturbing the object or package. (Appendix C)

          (b) Immediately inform your supervisor/manager, Campus Sheriff and OSHS.

          (c) In addition employees with mail handling responsibilities should also follow the procedures
          that mentioned in 4.1.2. (a) and (b).

    4.2             EMERGENCY EVACUATION

    The decision to evacuate a building is the responsibility of the President or designee.

    (1) During a building evacuation employees should:
        (a) take note of their immediate work area and other areas they pass through and report any
        unusual packages, equipment, or individuals to a member of the Building Safety Representatives.

          b) do not use portable radios, cellular telephones, cordless telephones, or any device that
          transmits a radio frequency pulse.

    (2) The Campus Sheriff and appropriate law enforcement agency will need to interview the
    employee reporting the receipt of a bomb threat or suspicious package. Even if the building must be
    evacuated, that employee should not go home without speaking to the police.

    4.3          BOMB THREAT SEARCH

Faculty and Staff of the threatened building can be valuable assistants in the search. Person(s) familiar
with the premises may assist in identify foreign objects.

    1. Search team should be limited to two or three volunteers.
    2. The volunteers should be engaged in the search only on request of the Campus Sheriff.
    3. The volunteers should start in the area most likely to contain the device and continue on to the
       least likely areas.
    4. Generally, the search should be conducted from outside in, and the bottom up.
    5. Areas that consider outside near the building are cafeteria, restrooms, inside lobbies, trash
       holding area and trash containers, elevators, or any other areas of easy access.

    4.4          BUILDING RE-ENTRY

If a device has not been found after a thorough search and a reasonable time has consumed, the decision
to allow evacuated persons back into the building will be announced by the Campus Sheriff, after
consultation with the President or a designee.

5.0 INFORMATION/TRAINING

(1) LATTC-OSHS provide information and training for faculty and staff on how to respond to bomb
    threats and suspicious packages.

(2) Employees who regularly handle mail and packages will receive a specific training on proper mail
handling procedures.

6.0 PRECAUTIONARY MEASURES FOR MAIL HANDLING

Precautionary measures should be taken by all employees with regard to the processing and handling of
mail. These recommendations apply to all persons who process and handle mail; from mail room staff
who sort and deliver mail, to administrative staff who distributes mail, to the individuals to whom mail
is addressed. While the risk of exposure to biological, chemical or other hazards is small, it makes sense
for every employee who handles mail to be cautious and have a heightened awareness. (Appendix C)

    6.1          CHARACTERISTIC OF SUSPICOUS LETTERS OR PACKAGES:

          a) Mailed from a foreign country.
          b) Excessive weight.
          c) Postmark does not match the return address.
          d) Misspelled words.
          e) No-postage.
          f) Visual distractions.
          g) Ticking sounds.
          h) Rigid or bulky.
          i) Restricted markings (e.g. confidential, personal,..etc.)
          j) No return address.
          k) Lopsided or uneven.
          l) Oily stains or discoloration.

    6.2          PERSONNEL HANDLING MAIL SHOULD FOLLOW THESE
                 PRECAUTIONARY STEPS

          a) Do not handle mail with your bare hands – wear gloves.
          b) Do not open mail using your hands or fingers – use a letter opener or other device.
          c) Do not open mail in areas of high ventilation or in front of a fan.
          d) Always wash your hands after handling mail.

    6.3           WHAT SHOULD YOU DO WHEN YOU RECEIVE A SUSPICIOUS LETTER OR
                  PACKAGE?

          a) Do not open the letter/package.
          b) Do not shake the letter/package.
          c) Do not move the item.
          d) Do not smell or sniff the letter/package.
          e) Immediately notify your supervisor/manager, who will notify immediately the campus sheriff
          and OSHS.
          f) Place the item in a plastic bag or other type of container to prevent leakage of the contents.
          g) Immediately wash your hands with soap and water.

    6.4           WHAT SHOULD YOU DO IF THE MAIL COANTAINS A THREAT, POWDER
                  RESIDUE, LIQUID OR OTHER SIGN OF POSSIBLE BIOLOGICAL OR
                  CHEMCIAL TAMPERING?

          a)   Immediately notify your supervisor/manager, who will notify the campus sheriff and OSHS.
          b)   Do not taste, smell or sniff the contents.
          c)   Place the item inside a plastic bag or container to prevent any leakage.
          d)   Do not try to clean any spilled contents
          e)   Do not touch your eyes.
          f)   Remove any clothing that may be contaminated and place it into a plastic bag.
          g)   Wash your hands thoroughly with soap and water.
          h)   Remain available for interview with law enforcement authorities.

                            BOMB THREAT REFERENCE CHECKLIST

1. During the Bomb Threat Call:
       Remain clam and engage the caller in conversation to get as much information from the caller.
       Write the exact words of caller as possible
       If someone around, signal to call Sheriff Ext. 3600, while you keep caller talking
       Continue conversation and ask the caller
              a. When is the bomb going to explode?
              b. Where is the bomb?
              c. What does it look like?
              d. Why the bomb is placed?
              e. Who did place the bomb?
              f. Where are you calling from?
              g. What is your name?
              h. Where is your address?

2. After the Bomb Threat Call:
       Complete the Attachment B form and turn it to Sheriff Department immediately.
       Do not discus the call with individuals other than persons were directly involved.
       If the voice is familiar, write the suspected sound’ name on your Checklist Form
       If a suspicious object is observed, do not touch or cover it. Immediately notify Sheriff
       Department
