For a 90-day period last fall, the Army offered eligible captains attractive reenlistment incentives, among them a cash bonus of up to $35,000, graduate school financial assistance, a branch or functional area transfer, or choice of duty station. In its annual oversight hearing in late February, members of the Senate Armed Services Committee expressed skepticism about the affordability of the program, and Rep. John Murtha (D-PA) of the House Committee on Appropriations' Subcommittee on Defense suggested granting more funds to complete it in four to five years while eliminating some of its component systems.
