SUCCESS STORY Department of Industry, Tourism and Resources chooses the Adobe® Intelligent Document Platform for its business.gov.au initiative Organisation Profile The Department of Industry, Tourism and Resources develops and implements a range of industry policies and business assistance programs that build on the Australian Government’s three key drivers of economic growth: innovation, investment, and international competitiveness. These policies and programs are designed to increase the international competitiveness of Australian manufacturing, resources, and service industries, develop Australia’s innovation and technology capabilities and infrastructure, and facilitate an increased level of foreign investment in Australia. The Department works in close partnership with industry, and with a range of other stakeholders, to achieve these goals. To provide Australian business with simple, convenient access to all the government information, transactions, and services they need, the Department has initiated business.gov.au (formerly known as the Business Entry Point). This service provides essential information on planning, starting, and running a business as well as a broad range of required and auxiliary information and services to assist business owners throughout the life of a business. These include services from registering a business name to building and development applications. Challenges Faced According to Paul Griffin, General Manager, Business Entry Point Branch, business. gov.au, the majority of Australian small and medium enterprise businesses (SMEs) use forms to interact with government agencies, many via the www.business.gov.au website. Each month the site receives around 200,000 visitors as well as more than 3 million lookups for Australian Business Number information. The site also hosts the Transaction Manager which provides businesses with access to over 5,700 government forms, of which approximately 75% are already in Adobe Portable Document Format (PDF). Currently almost all of these are static forms that are required to be printed, filled out by hand, and manually submitted. “We conducted an extensive evaluation process during the 2004-2005 financial year to find a more efficient electronic forms platform to help with the development of the Transaction Manager,” says Mr Griffin. “The goal was to find solutions that would help reduce red tape, save Australian SME’s time and money, lower administrative overhead, and offer a consistent and easy-to-use solution.” Success Strategy To help with the development and enhancement of the Transaction Manager the department selected the Adobe Intelligent Document Platform. Adobe Systems and Adobe integration partner Indigo Pacific will provide an intelligent forms solution built on the Adobe Intelligent Document Platform for the department’s business.gov.au website. The department will be working closely with partner agencies to increase the availability and uptake of intelligent Adobe PDF forms over the coming months. The Adobe Intelligent Document Platform provides a secure and flexible way to extend the power and reach of enterprise applications inside and outside the department’s firewall. The Adobe Intelligent Document Platform leverages Adobe Document Services to create intelligent documents and integrate them into business processes. It empowers the department to replace inefficient, manual, paper-based processes with streamlined, automated processes to better service customers, partner agencies, and employees. Results “One of the reasons we selected the Adobe solution was the ubiquitous nature of the free Adobe Reader. This means that every Australian SME can make use of the Adobe intelligent form without any cost to that business and can work with that form both online and offline anytime, anywhere,” Mr Griffin added. The business logic, client-side validation and dynamic nature of the Adobe PDF forms means they can be downloaded, completed offline, and then submitted later. The forms can grow or shrink to show only the relevant information for that individual user. Built in context sensitive help can also guide the user through the form. This delivers a much richer user experience. A copy of the form and related data can be retained and saved for the user’s records. The intelligent forms can be securely pre-filled with common information about the individual or business. “The Adobe solution will allow an Australian SME to store a group of transactions as favourites, such as registering for an Australian Business Number,” says Mr Griffin. “This will save them time and hassle in not having to repeatedly fill out the same information every time.” According to Mr Griffin, the Adobe solution ultimately allows Australian businesses to interact with the Government in a consistent way, electronically. “The Adobe solution provides a mechanism that will transform the flow of information and drastically improve the public’s interactions with government agencies,” he says. “By adopting this solution, the department is hoping to save Australian businesses a considerable amount of time and money.” “The Adobe solution provides a mechanism that will transform the flow of information and drastically improve the public’s interactions with government agencies.
