NOTICE is hereby given that under Articles 129 and 142 of the Constitution of India
orders have been passed by the Hon'ble Supreme Court for the sale of the attached
property on vacant possession and on `As is where is basis' mentioned in the Schedule of
the property appended hereto in satisfaction of the claims of the persons against M/s.
Skipper Construction Company.

The sale will be through sealed bid, and the property will be put up for sale as specified
in the above-mentioned Schedule.
In the absence of any order of postponement, the sale by sealed bids/offers on the lease
hold basis will be held in the Chambers of Registrar General, Supreme Court of India,
New Delhi on 30th April, 2003.
Sealed bids/offers are invited from:
(A) Any person (except minors), (B) Non-Resident Indians (except minors)- subject
to rules regulations and other laws for the time being in force, (C) Any Firms, (D)
Any Companies, and (E) Any Embassies
to participate in the sale by way of bid for sale of the property mentioned in the
No bid by, or on behalf of Tejwant Singh and his family members, however, will be
accepted, nor will any sale to them be valid without the express permission of the
Hon'ble Court previously given. The following are the FURTHER CONDITIONS OF
SALE (In addition to the terms and conditions provided herein before).
1.Reserve price of the property Rs. 25,00,00,000/- (Rupees Twenty Five Crores).
2.The particulars specified in the above Schedule have been stated to the best of the
information available with the Hon'ble Supreme Court, but the Hon'ble Supreme
Court and its officers will not be answerable for any error, mis-statement or omission
of this Sale Notice.
3.The property mentioned in the Schedule above is presently occupied by the Embassy
of Israel in India on tenancy basis and facts relating to the tenancy brought to the
notice of the Hon'ble Court are the following:
".........on October 1, 1993, Tej Properties (P) Limited through its Chairman
and Managing Director, Tejwant Singh, executed a lease agreement in favour
of "Maple Leaf Trading Company Limited, a company having its office at 114,
Claremont Road, Dublin, Ireland" for a period of five years [with an option to
the lessee to have it extended for another four years] at a rent of Rupess one
lakh per month. The lease agreement was to take effect from October 8, 1993.
On October 8, 1993, Maple Leaf executed a lease deed in respect of the said
property in favour of the Embassy of Israel in India, New Delhi for a period of
nine years at the rate of Rs.8,78,360/- per month......."
and as per order dated 30th March, 2001 passed by the Hon'ble Court, possession of
the Embassy of Israel shall not in any way be disturbed till 1st October, 2001.
However, as clarified by the Hon'ble Court, the successful highest bidder shall
otherwise be entitled to obtain vacant possession of the property within a period of
three months from the date of confirmation of sale by this Court.
4.The relevant available documents/ agreements (Lease Deed & Agreement to Sell) with
regard to the property can be inspected by the prospective/intending purchaser with
the officer nominated by the Registrar General, Supreme Court of India between
11.00 a.m. to 1.00 p.m. on any working day.
5.Application/Offer forms alongwith the Terms and Conditions will be available in the
office of the Registrar General/Registrar and can be obtained free of cost during office
hours on any working day from 8th April, 2003.
6.The prospective/intending purchaser will be allowed to inspect the property with the
officer nominated by the Registrar General, Supreme Court of India on the following
April 22, 24 & 28, 2003 Time: 1.00 P.M. To 4.30 P.M.
7. The Earnest Money for purpose of participation in the bid, amounting to Rs. 30
lacs (Rupees thirty lacs only) shall be deposited along with the Application/ Offer
duly filled and signed by the prospective/intending purchaser, by 12.00 Noon on the
date of bid by way of a crossed Bank Draft/Pay Order of any Nationalised Bank in
favour of Registrar General, Supreme Court of India, New Delhi payable at New
Delhi. Such application form shall be deposited with the Registrar General or an
Officer nominated by him and shall remain with him till the bid is complete. The
application of successful bidder will be kept in record and remaining applications
will be returned with draft immediately after the acceptance of the bid by the Hon'ble
Court. The sealed bids will be opened at 12.30 p.m. on the same date in the presence
of the bidders or their representatives, who may choose to be present during that
