                                                                                         FOREWORD
               The Department of Polytechnic and Community College Education (DPCCE), Ministry
               of Higher Education (MOHE) moves into 2008 with its officers having to opt for the
               new service scheme approved by the Public Service Department. This marks a historic
               moment for the polytechnic and community college education.

               To move forward, it is imperative for the DPCCE to rely on sound educational policies
               and practices based on accurate and current data and statistics. At the DPCCE, we
               continuously strive to strengthen our data collection strategies in our commitment for
               continuous quality improvement.

               Since the first edition of Quick Facts 2007 published in February 2007, we have
               moved on to publish subsequent issues. We hope that the September 2008 edition
               of Quick Facts* will prove to be a handy information reference and resource tool for
               educational planners, researchers, and parties interested in the current trends and
               development of the polytechnic and community college system. Its contents include,
               among others, a brief history of the polytechnics and community colleges, their entry
               requirements, academic staff strength, student enrolment and programmes offered in
               the 24 polytechnics and 37 community colleges currently operating in the country.

               Finally, I would like to extend my sincere thanks to all those who have contributed
               in collecting and compiling the facts and figures, making it possible to publish the
               Quick Facts September 2008 Edition.

                       DPCCE aspires to be the leader in providing quality and world class technical and
                       vocational education and training at the semi-professional level as well as a catalyst
                       for an effective lifelong learning to fulfil the human capital development needs of the
                       nation.

                       DPCCE is committed to give prominence to polytechnic and community college
                       education and training through:
                           •	 relevant and dynamic curriculum;
                           •	   effective training & career development programmes; and
                           •	 continuous quality assurance
                           based on the National Education Philosophy


                       CLIENT’S CHARTER
                       The DPCCE is committed in:
                           •	 Providing quality, efficient and customer-friendly services in the following
                              areas:
                                  o quality education at certificate, diploma and advanced diploma levels
                                       in compliance to the current needs of the industries,
                                  o opportunities for lifelong learning to the local community.
                           •	   Ensuring the students’ entry process into the polytechnics and community
                                colleges adhere to the stipulated rules and criteria, and the entry results to
                                be made known within a month after the closing date.
                           •	   Posting of lecturers to the polytechnics and community colleges to take
                                place twice a year.
                           •	   Responding to each official complaint or enquiries by providing appropriate
                                feedbacks within five working days.
                           •	   Organising dialogue sessions with industries and related agencies to ensure
                                the education and training programmes offered remain relevant to the human
                                resource demands.

The Department of Polytechnic and Community College Education (DPCCE) was

DPCCE comprise of:

Currently, DPCCE manages 27 polytechnics and 37 community colleges as well as
19 community college branches which conduct various study and training programmes
in the areas of engineering, commerce and services.


DPCCE’s MAIN ACHIEVEMENTS … at a glance (July 2007 to June 2008)

Recognition
   	 MS ISO 9001:2000 certification awarded by Lloyds Register on 7 May 2008
        for the scope of Design, Development, Review, And Monitoring Of Curriculum
        For Education Programmes At Polytechnics And Community Colleges. The
        validity period for the certification is from May 2008 to May 2011

Collaborations
    •	 Urban Hard Core Poverty Eradication in collaboration with the Ministry of
        Finance involving 600 participants from May to October 2008.
    •	 Collaboration with The International Islamic University Malaysia (IIUM) on training
        DPCCE R&D Committee in research methodology. (17-19 March 2008)
    •	 Collaboration with The National University of Malaysia (UKM) on training
        DPCCE R&D Committee in effective writing for research grant proposal.
        (12-15 May 2008)
    •	 Discussion with The Malaysian Association of Tour and Travel Agents (MATTA)
        on a tourism research project. (23 May 2008). This project is being run by
        Sultan Idris Shah Polytechnic (PSIS).
    •	 Collaboration with The Malaysian Science University (USM) through USains
        Holdings in article writing skills consultation. (August – December 2008)

                  Seminars and Conferences
                     •	 Seminar Work-Based Learning on the theme “Pioneering Partnerships: Sharing
At A Glance




                         of Experiences” on 25 March 2008. Attended by 200 participants including
                         participants from 10 companies.
                     •	 Seminar on Hospitality and Tourism on the theme “Securing the Future
                         Career Advancement in the Hospitality and Tourism Industry” held from 22
                         to 23 April 2008 in Langkawi
                     •	 “Enviro 2008” Seminar on the theme “Sustainable Development: Ecological,
                         Economic and Social Aspects” was held in Politeknik Sultan Idris Shah,
                         Sabak Bernam from 28 to 29 July 2008. Seminar was also attended by 96
                         participants from public universities.
                     •	 National Seminar on “Instructional Design and Multimedia Development in
                         Teaching and Learning” was held at Putrajaya International Convention Centre
                         from 14 to 15 August 2008.


                  Research / Study
                     •	 A research project funded by The Higher Education Leadership Academy
                         (AKEPT) titled The Future Context and Shape of Leadership, Governance
                         and Management in Malaysian Higher Education Institutions Focusing on
                         Polytechnics and Community Colleges. The proposal for this research is one
                         of the 9 chosen out of 60 proposals.
                     •	 A research project funded by the Fundamental Research Grant Scheme
                         (FRGS) led by UKM titled: The Status of Teaching and Learning Practices
                         in Problem-Based Learning at Polytechnics.
                     •	 A Longitudinal Study on the implementation of Work-Based Learning programmes
                         at Community Colleges.
                     •	 A Comparative Study on Air Conditioning and Automotive programmes at
                         Polytechnics and Community Colleges.
                     •	 A Comparative Study on diploma and certificate programmes offered by Higher
                         Education Providers in Malaysia.

INTRODUCTION
Polytechnic education was first introduced in Malaysia through the establishment
of the first polytechnic, Ungku Omar Polytechnic in Ipoh under the United Nation
Development Plan in 1969. It was further strengthened in the resolutions approved
by the Cabinet Committee on Education in 1979 and the First National Industrial Plan
1985 – 1995. These together with the Cabinet Committee on Training (1991) paved
the way for the establishment of more polytechnics together with an increase in the
number of its programmes as well as demand for semi-professionals in the fields of
engineering, commerce and hospitality.

                   The polytechnics adopted the continuing education approach in lifelong learning
                   programmes. Polytechnics offered customised courses for the community and industry.
                   Part time courses are offered to polytechnic certificate holders who intend to further
                   their studies at a higher level. These programmes are aimed at providing knowledge

                         INTRODUCTION
                         On 5 July 2000, the then Minister of Education, presented Memorandum No. 398/2225/00
                         to the Cabinet on the conceptual establishment and implementation of a college in
                         every parliamentary constituency. These community colleges will provide the local
                         community with training and skills as well as provide secondary school leavers the
                         opportunity to pursue their education in the fields of technology, business and industrial
                         services before entering the job market.

LIFELONG LEARNING (LLL) PROGRAMMES

Currently, Lifelong Learning (LLL) Programmes in Community Colleges are in the
form of short courses to fulfil the needs of the local community. These courses
are aimed at improving the community’s quality of life and also to encourage, instil
and nurture LLL culture among community members. Apart from school leavers,
community colleges located mainly in rural and suburban areas also provide lifelong
learning opportunities by running short courses which are flexible and tailor-made to
the needs of members of the local community. The Malaysian Cabinet has bestowed
upon Community Colleges as “A Hub for Lifelong Learning” and hence adopting the
following Implementation Plan:
     1. Offer various programmes which are relevant to the needs of the community
     2. Maintain a database of local community demography.
     3. Enhance communication and computer application skills of the community.
     4. Conduct tracer studies on the effectiveness of lifelong learning and incorporate
        its outcome for future action plans.
     5. Involve the community in the development of the Community College through
        the Community College Advisory Committee

A total number of 28,206 of polytechnic graduates who have graduated in June and
December 2006 have participated in Polytechnic Tracer Studies 2007 and 3,701 of
Community College graduates who have graduated in June and December 2007
participated in Community College Tracer Studies 2008.
The main objective of this study is to identify the destination and the employment
rate of these graduates, evaluation on system and education quality in polytechnic;
and its implication upon professional development and self personality.

                    The Function :

                    The Industry Advisory Committee (IAC) was established and held its inaugural
                    meeting on the 8th April 2008. The function of the IAC is to advise on the directions
                    for outreaching, development and formulation of strategic plans for academic and

                    in technical education and training.
