					             Report on the National Economy and Social Development of
             Tianjin Economic-Technological Development Area in 2003

   In the year 2003, under the leadership of the Tianjin Municipal Committee and the
Municipal Government, Tianjin Economic-Technological Development Area
(hereinafter abbreviated to TEDA, with “Taida” as its Chinese transliteration) put into
practice the Deng Xiaoping Theory and the important thought of the “Three
Represents.” Abiding by the requirement of the “Three-step Strategy” of Tianjin and
commanding the overall situation by the concept of sustainable development, TEDA
stuck to the central task of economic development. With high morale, strenuous
mentality, pioneering and dauntless spirit, TEDA energetically promoted structural
readjustment and incubated new sources of economic growth. Despite many
unfavorable factors, our economy registered sustained, rapid and sound development
with the quality of economic operation further improved.
   All-directional progress has been marked in various social undertakings such as
science and technology, education, culture, public health and sports. TEDA’s role as a
carrier of urban infrastructures has been further reinforced. Under harmonious,
orderly and stable social environment, both the living and cultural standard of TEDA
witnessed constant improvement. TEDA’s comprehensive strength kept its leading
position among all the state-level development zones and it continued to play an
important role in the development of the New Coastal District and Tianjin
Municipality.

I. General View
   TEDA’s economy has maintained a rapid and sound development trend with its
comprehensive economic strength carried to a higher level. In 2003, the Gross
Domestic Product (GDP) of TEDA mounted to 44.523 billion yuan, up by 25.1% over
the previous year, based on comparable prices. The value-added of the secondary
industry was up to 35.490 billion yuan, a comparable growth of 28.3% while that of
the tertiary industry, 9.033 billion yuan, a comparable growth of 11.5%. The ratio of
the secondary to the tertiary industry was 79.7:20.3. TEDA’s per capita GDP reached
192,300 yuan, a comparable growth of 13.4%. Therefore, the major economic
indicators of TEDA continued to lead all the state-level development zones.

   TEDA’s financial revenues have maintained steady growth. In 2003, TEDA’s
financial revenues grew by 18.4% over the previous year to 9.306 billion yuan, of
which taxation revenue accounted for 8.682 billion yuan with an increase of 13.6%.
TEDA’s local financial revenues grew by12.9% to 3.657 billion yuan, covering 1.243
billion yuan of value-added tax with an increase of 9.5% as well as 682 million yuan
of business tax with an increase of 27.2%. TEDA’s financial expenditures grew by
11.6% to 4.808 billion yuan, covering 120 million yuan of education and public health
expenditures with an increase of 37.0%.

  New measures have been adopted to better serve the enterprises of TEDA and
optimize the investment environment. In 2003, to provide all-directional services to
the enterprises, TEDA perfected its institutionalized service measures, established a
standardized enterprise liaison system, and gave fuller play to those organs and
associations like the Coordination Team of Projects under Construction, the Business
Operation Services Team, the International Chamber of Commerce and the Federation
of Industry and Commerce. In this year, TEDA cut its power price by a big margin,
which effectively lowered the operational cost for the enterprises. TEDA also set up
the Center-Satellite System Supervisory Commission so as to foster a system that
gathers related suppliers around big manufacturers, reduce cost for the leading
enterprises, assist the development of those small and medium-sized enterprises and
promote industrial clustering.

   Substantial progress has been made in land expansion. In 2003, the development
proposal of the West Zone of TEDA was submitted for approval and The Overall Plan
for the Development of the West Zone of TEDA was also worked out. The West Zone
is going to provide abundant land resource for TEDA’s next round of dynamic
development.

   Reform of state-owned enterprises was intensified while the diversification of
investment sources and the reformation of shareholding system geared up. Much
headway was made in the reorganization of state assets and enterprises consequently
became stronger. In 2003, TEDA Investment Holding Co., Ltd., which is affiliated to
TEDA, was awarded the AAA credit rating by a number of banks and obtained a
credit line of 55 billion yuan.

   Positive efforts have been made to build up a communication platform with the rest
of the world. In this year, TEDA has successfully convened several big events such as
the 2003 International Manufacturing (Cell Phone) Accessory Fair, TEDA Watson
International Forum on Biotech and Biomedicine & Business Opportunities Week for
Overseas Returnees, the First Session of the Production and Supply Fair of China’s
Automobile, Mechanical and Electronic Enterprises and the 2003 China (Tianjin)
Computer Information Security Development Trend and Countermeasure Forum.
These events have boosted TEDA’s reputation home and abroad and positively
perfected the supply chain of its pillar industries.


II. Industry

  TEDA’s industrial economy has maintained rapid growth with its structure
constantly optimized. In 2003, based on comparable prices, TEDA’s industrial
value-added rose by 28.4% over the previous year to a total of 35.117 billion yuan,
which accounts for 78.9% of the GDP of TEDA. Gross industrial output value (based
on the current price) grew by 30.2% to 125.14 billion yuan, covering 121.586 billion
yuan from those enterprises funded by foreign, Hong Kong, Macao and Taiwan
investors with a comparable increase of 30.3% over the previous year.

   Large and medium-sized enterprises have given remarkable impetus to TEDA’s
economic development. In 2003, the respective industrial output value of 108
enterprises (with an increase of 20 over last year) exceeded 100 million yuan,
accounting for 91.8% of the total of TEDA. The respective industrial output value of
17 enterprises (with an increase of five over last year) exceeded 1 billion yuan,
accounting for 69.0% of the total of TEDA. A group of enterprises such as Tianjin
Samsung Telecom Technology Co., Ltd., Tianjin Samsung Electronics Display Co.,
Ltd., Tianjin Toyota Automobile Co., Ltd., Tianjin Tong Guang Samsung Electronics
Co., Ltd., Tianjin LG Dagu Chemical Co., Ltd. and Tianjin Sanyo
Telecommunications Equipment Co, Ltd. continued to grow rapidly towards larger
scale. At the same time, new comers like Inventec Information (Tianjin) Co., Ltd.,
Rohm Electronics Waco (Tianjin) Co., Ltd., Butler (Tianjin) Inc. and Servier (Tianjin)
Pharmaceutical Co., Ltd. also promise impressive growth momentum and are bound
to become new powerhouses for TEDA’s sustained economic development.

   TEDA’s pillar industries have played a greater supportive role. In 2003, the total
industrial output value of TEDA’s four pillar industries, namely, the electronics and
telecommunications industry, the mechanical manufacturing industry, the
pharmaceutical and chemical industry, and the food and beverage industry realized a
comparable increase of 34.8% over the previous year to 114.503 billion yuan,
accounting for 91.4% of the gross industrial output value of TEDA and 91.8% of the
overall contribution to TEDA’s economy. The mechanical industry has seen especially
vigorous growth. The total mechanical output value realized a comparable increase of
89.9% over the previous year to 21.274 billion yuan, accounting for 17.0%(5.8
percentage points higher than that of the previous year) of the total of TEDA and
44.0% of the overall contribution to TEDA’s economy. The industrial output value of
the electronics and information industry comparably increased by 29.7% over the
previous year to 77.837 billion yuan, which is 62.2% of the total of TEDA.

  TEDA’s hi-tech industry has attained a greater scale. In 2003, the output value of
TEDA’s hi-tech products totaled 71.987 billion yuan, accounting for 57.5% of the
gross industrial output value of TEDA and registering a comparable increase of 25.3%
over the previous year. The electronics and information industry remained the
mainstay of TEDA’s hi-tech industry while a number of fast-growing industries such
as biomedicine, new energy and new materials were also playing an increasingly
important role in the sector.

    The leading products saw sustained output growth and further diversification in
structure. The annual output of mobile phones grew by 8.6% to 30.8675 million,
displays by 25.8% to 6.8009 million, IC by 13.5% to 370.31 million, and automobiles
by 22.2 times to 49,700. The constant advent and sharp output growth of new digital
and electronics products represented by liquid crystal displays, digital cameras, digital
movie cameras and plasma TV sets have positively updated TEDA’s product structure.

  Production and marketing have been well linked up. In 2003, the sales rate of
TEDA’s industrial products was 99.8%, equaling that of the previous year. The sales
income of industrial enterprises grew by 21.4% to 124.947 billion yuan, covering 121.
439 billion yuan from enterprises funded by foreign, Hong Kong, Macao and Taiwan
investors with an increase of 21.5%. Tax and profit reached 7.994 billion yuan, of
which net profit was up to 5.411 billion yuan. The composite indicator of the
economic results of industrial enterprises was 196.4 and the ratio of total assets to
industrial output value 11.1%. The overall labor productivity comparably grew by
17.2% over the previous year to 227, 600 yuan.

  The industries of the three industrial parks outside TEDA have also delivered
handsome results. In 2003, the total industrial output value of the Microelectronics
Industrial Park, the Yat-sen Scientific and Industrial Park, and the Chemical Industrial
Park reached 25.483 billion yuan, 72.3% higher than that of the previous year. The
Microelectronics Industrial Park saw an output value of 20.493 billion yuan, up
comparably by 94.1%; Yat-sen Scientific and Industrial Park, 4.938 billion yuan, up
comparably by 17.7% and the Chemical Industrial Park, 51 million yuan, up
comparably by 35.0%.


III. Investment Promotion

   Despite the increasingly fierce competition, more remarkable achievements have
been registered in TEDA’s investment absorption. Adhering to the guideline that
“investors are kings” and that “let investors make profit,” TEDA has been positively
exploring new ideas and modes for investment absorption. The Investment Promotion
Center was set up to integrate various resources and improve the professional level in
this regard. Much attention was focused on the four pillar industries, other leading
industries and the introduction of relevant supporting projects to create a better
environment for industrial development.

   The scale of overseas investment utilization was expanding rapidly. In 2003, totally
161 projects funded by foreign, Hong Kong, Macao and Taiwan investors were newly
approved and 82 projects increased their investment. The total investment in these
projects (those with increased investment included) mounted to US$ 2.291 billion.
The contracted overseas investment (according to the new statistic standard) grew by
48.7% over the previous year to US$ 1.274 billion. The actually utilized overseas
investment (according to the new statistic standard) grew by 54.3% over the previous
years to US$ 632 million. Absorption of domestic investment was also further
intensified. During this year, 1,162 domestic-funded enterprises of all categories were
registered in TEDA with their total registered capital grew by 59.4% to 3.163 billion
yuan. Of these enterprises, 969 are private ones with their total registered capital
growing by 37.5% to 1.691 billion yuan.

   In 2003, the major characteristics of TEDA’s investment absorption were as
follows:

1. The quality of projects was further improved and investment from multinational
   corporations rose dramatically. During this year, 50 overseas-funded projects with
   a respective investment of over US$ 10 million were newly approved, an increase
   of 16 over the previous year. 35 MNC-funded projects were newly approved, an
   increase of 11. Nine projects funded by companies among Fortune Top 500 were
   newly approved, an increase of six over the previous year. With the successive
   settle-down of a batch of MNC-funded projects including Akzo-Nobel Coatings
   from Netherlands, Matsushita Automobile Electronics, Idemitsu Lubricating Oil
   and Kyocera Solar Cell from Japan as well as Jinling (Tianjin) Logistics Co., Ltd.,
   the scale of TEDA’s pillar industries was further enlarged.

2. Remarkable successes were achieved in the promotion of supporting projects and
   the industrial supply chain became more complete. In 2003, with the
   establishment of a number of projects including Van Shung Chong Holdings Ltd.
   form Hong Kong, Minshin Auto Parts from Taiwan, Tianjin Intex Auto Parts Co.,
   Ltd., Aisin Gearbox, Rainbow Hills Cast Iron from Japan, Tianjin Pyung Hwa
   Auto Parts Co., Ltd. and Handok Bleistahl Sinter Tech (Tianjin) from South Korea,
   the supply chain of TEDA’s automobile industry gradually took shape.
   Simultaneously, the coming of Daeduck Electronics from South Korea, Cresyn,
   HI-P Precision Mold & Die Co., Ltd. from Singapore, and Taiwan Jia-Xing
   Materials effectively consolidated the supporting capability of TEDA’s electronics
   industry.

3. The overseas-funded enterprises remained quite active in increasing investment.
   During this year, 82 enterprises increased their project investment. The overseas
   investment increment of these projects totaled US$ 1.169 billion, accounting for
   51.0% of the total of TEDA. The contracted overseas investment increment of
   these projects was US$ 569 million, 44.7% of the total of TEDA. In 2003, 27
   projects increased their investment by over US$ 10 million respectively. A group
   of enterprises such as Toyota Automobile, Rohm Electronics Waco, Greencool,
   General Semiconductor, Tianjin Winfield Kansai Paint & Chemicals Co., Ltd.,
   Stanley Electric and Advanced Information Products increased investment, fully
   demonstrating their strong confidence in TEDA’s future development.

4. The promotion of domestic-funded projects was constantly reinforced. In 2003,
   the respective registered capital of 900 domestic-funded enterprises exceeded 10
   million yuan, 58 more than the previous year. The quality of industrial projects
   was notably improved. The arrival of the Anhui Xingma automobile project made
   TEDA’ automobile industry even more powerful while the establishment of
   Tianjin Zhongwei Pharmaceutical Co., Ltd and Biochip Technology Co, Ltd. will
   certainly add new impetus to the development of TEDA’s biomedicine industry.

   By the end of 2003, accumulatively 3,679 enterprises funded by foreign, Hong
Kong, Macao and Taiwan investors form 73 countries and regions were newly
approved in TEDA. Their total project investment reached US$ 21.379 billion;
contracted overseas investment, US$ 18.367 billion; actually utilized overseas
investment, US$ 11.167 billion; and the average project investment, US$ 5.7408
million. The respective investment of 351 projects exceeded US$ 10 million and that
of 13 projects exceeded US$ 100 million. Among the FORTUNE Top 500, 39
multinationals from nine countries have made investment in TEDA and set up 81
enterprises. The major investors of TEDA are made up of such a constellation of
world-renowned multinationals as Motorola, IBM, Coca Cola, Pepsi Cola, Kodak
Polychrome, Halliburton, AVX, Honeywell, Philip Morris and Deere from the United
States, Toyota Automobile, Yamaha, Sanyo Electric, Matsushita, Denso, Kyocera,
Idemitsu, Itochu Co., Marubeni Co., Sumitomo Co., Canon, Mitsubishi Co.,
Mitsubishi Electric, Mitsui Co., Nisshoiwai Co., Daiei and Namura Securities from
Japan, Samsung, Huandai, Lucky Golden Star International and Puhang Iron from
Korea, Volks Wagen form Germany, Nestle form Switzerland, Alcatel, Accor and
Lafage from France, GlaxoSmithkline and BOC from the United Kingdom, Akzo
Nobel from Netherlands, ENSTO from Finland as well as Dingxin and Inventec from
Taiwan. By the end of 2003, 8,540 domestic-funded enterprises of all categories had
registered a total capital of 33.202 billion yuan in TEDA, including 6,204
privately-owned ones with their registered capital reaching in total 16.488 billion
yuan. The respective registered capital of 900 domestic-funded enterprises exceeded
10 million yuan .

  To date, TEDA has set up representative offices in the US, Japan, Europe, Beijing,
Shanghai and Hong Kong.


IV. Trade Promotion

   More efforts were made to carry forward the trade promotion strategy and create a
favorable macro environment for customs clearance so as to facilitate the national and
international market exploration of TEDA’s enterprises, promote the dynamic
development of foreign and domestic trade and vigorously propel the fast economic
growth of TEDA.

   In 2003, the Beijing Airport-TEDA direct airfreight declaration supervision mode
and the new customs clearance mode of the “advance declaration and on-the-spot
clearance” of ocean exports were initiated in TEDA. The E-customs system became
operational and currently 15 enterprises were capable of going through customs
procedures of processing trade via online services provided by TEDA Customs. In
this year, TEDA Trade Promotion Center was officially formed and the Tianjin Port
Import & Export Service Center was set up in the Tianjin Customs Building in TEDA,
which has facilitated a more satisfactory overall environment for customs clearance,
business and trade.

  Imports and exports carried on rapid growth. In 2003, TEDA’s total value of
imports and exports grew by 16.6% to US$ 13.791 billion over the same period of the
previous year, covering US$ 13.379 billion achieved by enterprises funded by foreign,
Hong Kong, Macao and Taiwan investors with an increase of 15.8%. Total import
value grew by 12.7% to US$ 6.905 billion, covering US$ 6.658 billion achieved by
enterprises funded by foreign, Hong Kong, Macao and Taiwan investors with an
increase of 11.9%. Total export value grew by 20.7% to US$ 6.886 billion, covering
US$ 6.721 billion from enterprises funded by foreign, Hong Kong, Macao and Taiwan
investors with an increase of 20.0%. Processing trade, which remains to be TEDA’s
major export form, grew by 15.2% to US$ 6.083 billion. General trade registered a
rapid increase by 90.9% to US$ 801 million. The export rate of TEDA’s industrial
products reached 44.4%.

   Large enterprises played a marked role in propelling export. In 2003, 466
enterprises exported their products. Of these exporters, 43 achieved an export value of
over US$ 10 million and their total export value reached US$ 6.425 billion, 93.9% of
the total of TEDA. Nine enterprises exported over US$ 100 million worth of products
respectively, with their export value summing up to US$ 5.167 billion, 75.0% of the
total of TEDA.

   Trade ties were strengthened between TEDA and the international market. By 2003,
TEDA had set up trade relations with 165 countries and regions and exported products
to 163 of them. Exports to the US, which remained the number one export destination
of TEDA’s products, grew by 14.5% to US$ 2.557 billion and that to the European
Union (EU) grew sharply to US$ 1.226 billion, an increase of 58.2%. In terms of
countries and regions, the US accounted for 37.1% of TEDA’s total export value; EU,
17.8%; ASEAN (The Association of South-east Asian Nations) , 10.5%; Japan, 8.7%;
Korea, 7.8% and Hong Kong 6.5%.

   Bulk export represented by mobile phones, IC, laser CD players and laser VCD
players, high frequency (HF) tuners, color TV sets, storage batteries and electronic
parts and components played an increasingly important role. The top 10 export
products accounted for 73.5% of the total export value of TEDA, with the mechanical,
electronic and hi- tech products as its mainstay. The export value of mechanical and
electronic products reached US$ 3.920 billion, which account for 56.9% of the total of
TEDA, and that of hi-tech products US$ 3.405 billion, 49.5% of the total.

   TEDA took an active part in trade promotion activities. In this year, TEDA
introduced its enterprises to a series of events including the PECC International Trade
and Investment Expo & 2003 China (Tianjin) Computer Software, Network and
Telecommunication Products Exhibition, Shenzhen Hi-tech Fair, the Tianjin National
Commodity Fair, and so on. As a result, TEDA intensified economic exchanges and
cooperation with other regions, displayed its image to the rest of the world and
widened its influence on a larger scope.


 V. Investment in Fixed Assets

    Fixed assets investment registered vigorous growth and major construction
 projects saw smooth progress. In 2003, TEDA continued to deepen the reform of
 investment and financing system and its fixed assets investment rose to the highest
 level in history. The total fixed assets investment grew by 26.8% over the same
 period of the previous year to 13.053 billion yuan, covering 3.952 billion yuan in
 infrastructure investment, an increase of 29.7%. Investment in industrial projects
 reached 5.243 billion yuan and that in projects funded by foreign, Hong Kong,
 Macao and Taiwan investors 4.703 billion yuan. By the end of 2003, TEDA’s
 accumulative investment in fixed assets mounted to 85.988 billion yuan, covering
 17.864 billion yuan in infrastructure facilities. Total area of houses under
 construction grew by 66.3% over the previous year to 2.1726 million m2 and that of
 completed houses grew by 44.5% to 679,000 m2. The accumulative area of houses
 under construction reached 10.5667 million m2 and that of completed houses 6.6038
 million m2.

      Efforts have been made to build up a macro transportation system and the
 transportation environment of TEDA attained much improvement. In 2003, the
 construction of the 45.79-km Jin-Bin Light Rail has been completed and put into
 trial operation, which further facilitated the transportation between downtown
 Tianjin and TEDA. A number of projects were wrapped up including the first-phase
 construction of Beihai Road Interchange on the TEDA Avenue, the renovation of
 Hanbei Road and that of the main bridge of the Xingang Bridge as well as the
 pedestrian overpass on the Nanhai Road. The construction of Haibin Avenue was
 speeded up. These constructions will strongly push forward the early completion of
 an efficient transportation system between downtown Tianjin and TEDA, further
 uplift the competitiveness of TEDA and propel its economic development.

    The supporting capability of infrastructures was reinforced. A batch of supporting
 projects such as the first-phase construction of the No.5 Heat Plant, the
 second-phase of the drainage system of the Export Processing Zone (EPZ), the
 drainage system of the Sports and Exhibition & Convention Area, the 35KV
 transformer substation on Taihua Road and the heat supply pipe network of
 downtown TEDA were completed in succession, laying a solid basis for the future
 economic development of TEDA.
    Investment in urban public service projects was accelerated and they played a
 remarkably supporting role. The year 2003 witnessed the urban construction
 progressing with the largest scale and highest speed in TEDA’s history. TEDA
 Library, TEDA International Cardiovascular Hospital and TEDA Convention and
 Exhibition Center were put into use. Key projects such as the Binhai Financial
 Estate, TEDA Soccer Stadium, International Conference Center and Citizen Square
 also saw smooth progress. Educational facilities such as the Wanbo Boarding
 School, Harbor View School, the TEDA College of the Tianjin University of
 Science and Technology and TEDA Vocational and Technical College as well as a
 group of modern dorms built for single people such as Tianjiang Apartment and
 Blue Collar Apartment were either built up in succession or under active
 construction. The general appearance of TEDA was notably improved, with its
 service functions comprehensively upgraded and its role as the carrier of urban
 functions further reinforced.

   Fixed assets investment of industrial projects maintained considerable scale. In
 2003, 79 industrial projects made a respective fixed assets investment of over 10
 million yuan and 13 over 100 million yuan. Major industrial projects such as the
 No.2 Plant of Toyota Automobile, Samsung Group, the second-phase project of
 General Semiconductor, Rohm Waco, Inventec, the Modern Traditional Chinese
 Medicine Industrial Park of Zhongxin Pharmaceutical Group, Hualida, Novo
 Nordisk and SEW Eurodrive have added to the strength of TEDA’s leading
 industries and injected impetus to the future economic development of TEDA.

    The infrastructure facilities newly increased in 2003 were as the following: road
 area of 624,000 m2, water supply pipe network of 29.0 km, drainage pipe network
 of 36.8 km and heat supply of 225 ton/hour. By the end of 2003, the accumulative
 area of developed land mounted to 37 km2, including 28 km2 in the Industrial Estate
 of TEDA and 9 km2 in the Living Estate. The accumulative infrastructure facilities
 were as the following: road area of 5.141 million m2, water supply pipe network
 of 287.2 km, drainage pipe network of 617.9 km, sewage disposal capacity of
 100,000 ton/day, heat supply of 700 ton/hour, power supply of 5×50MVA, gas
 supply of 87,000 m3 /day and water supply of 180,000 ton/day.


VI. Science, Technology and Informationization

   In 2003, sticking to the concept that “science and technology are also lifelines” and
further intensifying its strategy of “rejuvenating TEDA through science and
technology,” TEDA has bettered the structure of its science and technology industry
and strengthened its efforts on informationization so as to create favorable atmosphere
for scientific and technological innovation.

  TEDA gave full play to its role as a carrier of scientific and technological
innovation and improved the corresponding system. In 2003, the TEDA International
Incubation Center was elected as a “state-level incubation center.” The construction of
the TEDA Watson Biopark and the National Nanometer Industrialization Base
progressed smoothly. The supporting service system of the Scientific and
Technological Park of Tianjin University became more complete with every passing
day. The first-phase project of Tianjin Kaitai Enterprise Incubator, the first
privately-run enterprise incubator in TEDA, was finished successfully. In this year,
over 40 related enterprises entered the Incubator and started operation. The Software
Mansion and Tianjin Tangren Enterprise Incubator were also under construction.

   Science and technology entities of all categories saw rapid growth. In 2002, the
Motorola Qiangxin IC Design Co., Ltd was officially recognized by the Chinese
Semiconductor Industry Association as an “IC design enterprise”, becoming the first
recognized one of its kind in Tianjin. A group of multinationals like Honeywell,
Stanley, Fujitsu Ten, and Matsushita Automobile Electronics successively set up their
R&D offices. In this year, TEDA welcomed the establishment of three engineering
centers, namely, Tianjin Motor Vehicle Exhaust Catalyzation and Purification
Engineering Center, Tianjin Rapid Prototyping Engineering Center, and the Tianjin
Branch of National Hybrid Rice Engineering Research Center. In regard to electronic
information, automobile technology, biomedicine and new material, scientific and
technological innovation entities such as engineering centers, research centers, R&D
centers of MNCs and hi-tech enterprises have provided vigorous technological backup
for the development of related industries in TEDA.

   New breakthroughs were registered in scientific and technological research. The
project of developing electric powered automobiles obtained 14 patents and assumed
a leading rank among its domestic counterparts. The flexible astronaut chair that
adopted digitalized design and rapid prototyping technology was successfully applied
to the Shenzhou Five Manned Space Mission. It signified one more step forward in
TEDA’ s scientific and technological innovation capability. In this year, TEDA was
recognized as the Model Area of Tianjin Municipality for IPR Protection in honor of
its constantly intensified protection of intellectual property rights (IPR)

  In 2003, the total value of TEDA’s technological deals mounted to 35 million yuan.
A total of 32 technological contracts were registered, 12 scientific and technological
achievements went through attestation and registration, and 55 achievements were
submitted for patent approval. In this year, 11 more post-doctoral research stations
were set up; 16 enterprises were recognized as hi-tech enterprises and four as software
enterprises. Two enterprises were recognized by the China Semiconductor Industry
Association as IC design enterprises. In this year, altogether 40 projects of TEDA
were listed in various categories of science and technology development plans of
China and of Tianjin Municipality and three projects acquired the Award of Scientific
and Technological Progress of Tianjin Municipality. The Science and Technology
Development Fund and the Science and Technology Venture Fund invested in 2003
totaled 250 million yuan. By the end of 2003, TEDA had set up altogether six hi-tech
incubation bases with a total constructed area of 153,000 m2, four venture investment
companies and 14 engineering research centers, six enterprise technological research
centers and 26 post-doctoral working stations staffed altogether by 33 post-doctoral
fellows. The accumulative Science and Technology Development Fund and Science
and Technology Venture Fund totaled 882 million yuan.

   TEDA achieved rapid progresses in informationization and its e-government
system became more complete. In 2003, the Call Center received altogether 236,000
calls. The portal website of TEDA government, which was regarded as one of the
most popular government portals in China, was further optimized with an annual
visitor of 1.15 million. Websites such as Invest TEDA and TEDA Online started
operation successively. An e-government service network oriented to investors,
enterprises and residents has taken shape. Based on the I@T Internet Data Base, IBM
established a joint venture engaged in information system integration and outsourcing
services in order to provide all-directional IT services to enterprises and positively
promote the development of the information service industry of TEDA. By the end of
2003, the total length of fiber optic cable of TEDA reached 16,632 core·kilometer
and that of communication cable reached 2,001 hole·kilometer. The broadband
service was further popularized and adopted by 35.5% enterprises and 28.5%
households in TEDA. The broadband multimedia public terminal, which integrates
the function of telephone, Internet and e-mail services was also officially opened.


VII. Commerce, Transportation, Post and Telecommunications

   Commerce progressed steadily. In 2003, the value added yielded by the commerce
of TEDA (wholesale and retail trade and catering services) totaled 3.393 billion yuan,
up by 8.7% over the previous year when calculated at comparable prices. Total retail
sales of the consumer goods of TEDA’s enterprises increased by 5.6% over the
previous year to 2.713 billion yuan. The commercial facilities of TEDA became more
complete following the successive completion and operation of a batch of new
commercial facilities. Thus a commercial pattern with diversified styles, various
grades and rational layout has initially come into being.

   Transportation, post and telecommunications saw rapid development. In 2003, the
value added of TEDA’s transportation, storage, post and telecommunications industry
totaled 782 million yuan, up by 28.9% over the previous year when calculated at
comparable prices.

  The comprehensive capacity of transportation gained constant improvement. By the
end of 2003, TEDA had totally 364 passenger and freight transportation units, 338 of
which were freight transportation ones. Vehicles in service totaled 3,780, and of that
number, 3,213 were freight vehicles. The freight traffic in all modes totaled 7.3965
million tons, and the turnover volume of freight 1.835 billion tons. The passenger
traffic totaled 7.63 million person-time and the turnover volume of passengers 352
million passenger-kilometer.

   The development of the post and telecommunications industry was gearing up. In
2003, the revenue of the post and telecommunications business grew by 23.6% to 136
million yuan, covering 12 million yuan from the post industy, which equals the figure
of the previous year, and 124 million yuan from the telecommunications industry with
an increase of 27.8%. 12 million letters were delivered, which equals the figure of the
previous year and includes 12,100 international express mails. 25 million distant calls
were made via fixed telephones. By the end of the year, the installed capacity of
program-controlled telephone reached 100,000. Fixed telephone subscribers reached
35,200, including 16,000 household subscribers.


VIII. Finance

   The financial industry maintained a sound development with its service functions
constantly reinforced and the financial environment further improved. In 2003, the
value-added of the financial industry of TEDA reached 1.369 billion yuan, up by
13.3% over the previous year when calculated on the comparable basis. By the end of
this year, there were altogether 41 financial institutions of various categories in TEDA,
including 18 banking institutions and 23 non-banking ones. The total number of
banking outlets in TEDA reached 35.

   The scale of financial business kept on growing. By the end of 2003, the balance of
RMB deposits in the banking institutions of TEDA grew by 7.926 billion yuan to
32.887 billion yuan, covering 25.538 billion yuan from deposits of enterprises, with
an increase of 6.007 billion yuan and 6.242 billion yuan from deposits of urban and
rural residents, an increase of 954 million. The balance of foreign currency deposits of
the year reached US$ 556 million, a decrease of US$ 92 million. The balance of RMB
loans of all financial institutions of TEDA in this year grew by 13.064 billion yuan to
40.101 billion yuan, including 18.805 billion yuan of short-term loans with an
increase of 1.76 billion yuan and medium and long-term loans of 18.128 billion yuan
with an increase of 10.197 billion yuan. The foreign currency loans grew by US$ 82
million over the previous year to US$ 243 million. The cash revenue of all financial
institutions in TEDA was 33.304 billion yuan and cash expenditure 35.467 billion
yuan, a net cash inflow of 2.164 billion yuan.

   The insurance market resumed rapid growth. In 2003, intermediaries such as
insurance brokers and insurance surveyors sprouted in TEDA. Tianjin North
International Trust and Investment Insurance Broker Co., Ltd. became the first of its
kind in Tianjin Municipality. By the end of 2003, altogether 10 insurance institutions
have been set up in TEDA. The income of insurance premium grew by 37.5% over
the previous year to 357 million yuan, including 314 million yuan from the premium
of property insurance, an increase of 46.0%, 43 million yuan from the premium of life
and accident insurance, a decrease of 3.8%. The indemnities paid totaled 123 million
yuan, an increase of 50.9% over the previous year.

  The securities business maintained standardized development. The total transaction
value of all kinds of securities grew by 82.7% to 174.374 billion yuan, including
80.404 billion yuan of stock turnover, an increase of 36.9% over the previous year. By
the end of 2003, there were altogether five listed companies in TEDA, including one
overseas listed company. 1.763 billion yuan and 98 million HK dollars were financed
on the securities market.


IX. Social Undertakings

   Education saw dynamic development with the educational system improved step by
step and teaching standard in schools of various levels further uplifted. In 2003,
TEDA Vocational and Technical College moved to its new campus. The construction
of the TEDA College of Tianjin University of Science and Technology went on
smoothly. The Jade Bird Vocational and Technical College of Beijing University
settled down at the University Town of TEDA. Harbor View School, the Bilingual
Senior High School of TEDA International School and the second-phase project of
Wanbo Boarding School were completed and put into use. The construction project of
the Model Senior High School of TEDA No.1 High School was also finished. The
TEDA Training Center, as an important base for TEDA’s continuing education cause,
has further expanded its training scope. In 2003, TEDA’s pass rate of the national
college entrance exam hit 96.5%. 28 students won national or municipal prize in
various academic contests, including two national first prize winners. By the end of
2003, altogether 10 schools of various categories and levels, including three private
ones, have been founded in TEDA. The total enrollment of students reached 10,600,
including 457 foreign students. The number of teachers was up to 625, including 90
foreign teachers. The enrollment rate of the nine-year compulsory education was
100% and that of the senior high school class 97%.

  Considerable progress was seen in terms of public health. In 2003, TEDA
withstood the challenge of the SARS epidemic, kept a zero record of confirmed and
suspect SARS case and thus created a favorable environment for economic
development and social life. In this year, with the completion and operation of the
TEDA International Cardiovascular Hospital, the finished extension and renovation
project of the TEDA Hospital, and the open of the 120 emergency medical service
hotline, TEDA’s medical and pubic health system has gradually taken shape. By the
end of this year, there were altogether one comprehensive hospital, one specialized
hospital, five social-funded medical institutions, 41 enterprise health stations and 347
medical professionals, including 42 with senior professional titles. There were
altogether 170 beds in TEDA’s medical and public health institutions. In this year,
TEDA also intensified supervision over public health, food and drugs and thus further
standardized its food and drugs market.

   The cultural and sports undertakings proceeded to a new stage. In 2003, the TEDA
Library and the TEDA Archive were officially opened to the public. TEDA Cable TV
Station relayed 43 domestic and overseas channels, produced 280 editions of news
programs and other specialized programs and broadcast 8.75 hours of self-edited
programs per week. A number of mass cultural and sports activities were successfully
held such as the Second Community Cultural Festival and the First Students Field and
Track Game. 17 more community exercise sites were opened in response to the
nationwide body-building plan and over 120 fitness facilities were installed in various
residential areas.

   Innovation was seen in community administration and the community building was
pushed forward. In 2003, four community CPC branches and neighborhood
committees were successfully set up. The Warner Neighborhood Committee became
the first of its kind to have elected foreign residents as its representatives and
Taiwanese residents as its committee members. By the end of 2003, TEDA had set up
seven communities and their corresponding neighborhood committees. Six of these
communities had CPC branches. In this way, a brand-new triple community
administrative model consisting of the community CPC branch, the neighborhood
committee and community affairs assistants was in place. Simultaneously, an
interactive working pattern made up of four key parties, namely, the community CPC
branch, community neighborhood committee, the property management company and
the owners’ committee has also taken shape within various residential quarters.
Various services and activities in terms of police, fire prevention, culture, law and
sports became available in communities and an e-community service system was also
under positive construction. The team of community volunteers continued to expand.
By the end of 2003, seven community volunteer stations and 10 community volunteer
groups were formed in TEDA, with their participants totaling 291 and accumulative
service hours around 10,000.


X. Population and Labor

   By the end of 2003, the permanent residents of TEDA totaled 83,200, an increment
of 29,300 and an increase of 54.4%. The birth rate was 2.1‰, down by 1.9‰ over
the previous year; the mortality rate, 0.2‰, down by 0.1‰ over the previous year;
the natural growth rate, 1.9‰, down by 1.8‰ over the previous year. According to
the statistics of the public security department, the registered resident population
totaled 18,300, an increment of 2,300 and an increase of 14.0% over the previous
year.
   By the end of 2003, the employed population of TEDA grew by 26,100 to 232,000,
including 159,700 from the enterprises funded by foreign, Hong Kong, Macao and
Taiwan investors. In 2003, the net remuneration of the employed population in TEDA
totaled 4.056 billion yuan, including 3.327 billion yuan from enterprises funded by
foreign, Hong Kong, Macao and Taiwan investors. The average per capita monthly
net remuneration of the Chinese employees was 1,585 yuan.

   Vigorous efforts were made to promote employment and reemployment. In this
year, a series of related policies were formulated and a full-fledged reemployment
promotion system was in place. A website for assisting the employment and
reemployment was set up in TEDA. The construction of community labor and social
security platform was accelerated. Service networks were set up to help the laid-off
workers with their job-hunting and special posts were arranged within neighborhood
committees to be responsible for the reemployment promotion. In the whole year, a
total of 7,834 posts were created for the laid-off workers and 454 laid-off workers
over 40 or 50 get reemployed. As part of the reemployment project, 21 large-scale and
professional talent fairs were held. Seven New Coastal District Labor Fairs and five
special job fairs for laid-off workers were held within TEDA. By the end of 2003,
TEDA had altogether five job employment intermediaries.

   The social security system of TEDA became more complete. In 2003, the TEDA
Sub-center for the Management of Social Insurance Funds further improved its
management on the collection and payment of insurance funds and the related
supervision and strengthened its service functions. By the end of 2003, the number of
insured units in TEDA reached 2,134. Pension payers increased by 11,700 to 122,800.
The premium of social insurance funds, composed of five insurances namely basic
pension insurance, basic medical insurance, unemployment insurance, industrial
injury insurance, and medical insurance on childbirth and children, mounted to 836
million yuan, including 515 million yuan from the premium of pension insurance. In
this year, 1,469 retirees received their pension.


XI. Environmental Protection and Resource Utilization

   In 2003, various environmental protection projects of TEDA progressed smoothly
and the environmental quality remained fine and stable. The air quality in 297 days of
the year 2003 met or exceeded the national grade-II standard, with the up-to-standard
rate of 83.9%. The discharge volume of major pollutants went down and the average
of urban inhalable particulate matter was 5.4% lower than that of the previous year.
The average of environmental noise was 52.9 decibels and that of the traffic noise
67.4 decibels, both measuring up to the requirements of the national Standards of the
Noises of Regional Environment. Therefore, TEDA has passed the re-exam conducted
by Tianjin Municipal Administration of Environmental Protection for up-to-standard
noise control area. The quality of the water processed by the TEDA Sewage Disposal
Plant was 100% up to the national grade II requirement of the Composite Standards of
Sewage Treatment. On-line supervision was implemented against the key pollution
sources. The on-line supervision rate of key water sources reached 95.7% and that of
flue gas 51.5%.

   In 2003, TEDA formulated Construction Planning of the State Eco-industrial
Model Park of Tianjin Economic-Technological Development Area and gained the
approval of the experts organized by the State Administration of Environmental
Protection. TEDA’s ISO14001 Environmental Management System also maintained
regular operation. By the end of 2003, totally 31 enterprises have passed the
ISO14001 authentification. The two-year pilot subproject of the China-Europe
Environmental Management Cooperation Plan (EMCP) has been launched, which
signified further advancement in international environmental cooperation.

   The comprehensive resource utilization, which was focused on water resource, has
been unveiled. In 2003, the TEDA Ecological Water Source was initially founded, the
seawater desalination project positively pushed forward and the gray water recycling
project elected by the Ministry of Construction as the Comprehensive Model Project
of the Reutilization of Urban Sewage. In this year, the billed consumption of tap water
in TEDA comparatively grew by 1.4% to 24.8914 million tons and that of recycled
water 574,300 tons. The billed power consumption comparatively grew by 18.7%
over the previous year to 991.3598 million KWH.

  The urban greening of TEDA was promoted and its eco-environment constantly
improved. Following the completion of the TEDA Forest Park and the greenhouse in
the south wing of Taifeng Park and the progresses made on green belts such as the
shelterbelt of the Donghai Road and the Green Corridor in the downtown area, TEDA
became greener and prettier. In 2003, the total area of green patches in TEDA grew by
1.4636 million m2. By the end of 2003, the green patches totaled 5.861 million m2.
The green patch coverage rate of the developed area was 25.5% and the greening
coverage 26.8%. The per capita greening area reached 70.45m2.


XII. The Building of Legal System and Government Administration

   Adhering to the principle of “governing TEDA by law” and in pursuit of the tenet
of openness, justice and impartiality, TEDA has reinforced the building of its legal
system and improved its legal environment. In 2003, Rules of Tianjin
Economic-Technological Development Area (Revised) was reviewed and approved by
the Tianjin Municipal People’s Congress and came into effect. It has laid a solid
foundation for the long-term development of TEDA. TEDA revised and promulgated
eight administrative documents concerning such fields as tender and bid,
infrastructure construction, energy and resources, property management and
investment promotion. By the end of 2003, there were 84 administrative documents
currently effective in TEDA.

   In 2003, TEDA’s public security organs, procuratorial organs, the courts and its
judicial departments continued their efforts on the comprehensive improvement of
public security and maintained the social order and safety. The Legal Aid Center was
officially opened and in 2003 offered legal aid to nearly 2000 people and retrieved
total economic loss of 600,000 yuan. The pilot program of public defenders and
corporation lawyers progressed successfully. The government Legal Advisory
Counsel also started their work. Various legal consultation and legal service system
were also further perfected and reinforced.

   Efforts were doubled to transform the role of the government, improve government
image and make the government a service-oriented one. Through renovating the
approval procedures, the projects due for approval by various functional departments
of the TEDA Administrative Commission and other organs in TEDA have decreased
from 155 to 75. The implementation of one-stop enterprise registration and approval
system effectively improved working efficiency. The reform within institutions was
pushed forward and 12 institutions have finished their reform. A contingency control
system was set up and thus heightened TEDA’s reaction capability against crisis.
