     Introduction

     This traffic report was prepared to support a City of Orlando growth management plan
     amendment, policy S.13.5., designating the Future Land Use for the Health Village
     Development of Regional Impact (DRI) planning boundary to Urban Village. The primary
     analysis supporting this amendment is included in the Health Village DRI Application for
     Development Approval (ADA) and subsequent responses to comments. This document is
     intended to summarize the findings of this and other studies conducted in support of the
     proposed changes in the area’s development plan and document the plan for improvements.

     The Health Village DRI is located completely within the City of Orlando’s Transportation
     Concurrency Management Area (TCEA) and is therefore, by comprehensive plan policy,
     exempt from the standard traffic analysis requirement. The applicable Goal, Objective and
     Policies are included in the Appendix of this document. City staff has communicated a
     desire to ensure that all impacts and mitigation measures are summarized and documented.
     Additional information, such as the “walkable communities checklist” and a delineation of
     the planned buildout of the local roadway system to support the project, will be included
     with the Planned Development (PD) submittal in the coming months.

     Related Studies

     Copies of the Health Village ADA, responses to requests for additional information, the
     McRae Garage Traffic Study, and the Neighborhood Traffic Study conducted in April 2005
     are located at the following website: www.210planning.com/studies.html.

     The DRI ADA process resulted in a group of roadway segments and intersections which will
     be mitigated. The McRae Garage study resulted in recommended access improvements that
     are being implemented with that project. The neighborhood traffic study, which matched
     license plates on either side of the project to assess the level of impact on neighborhood
     roadways, did not result in recommended improvements since impacts to neighborhood
     roadways was shown to be minimal. Other improvements may be recommended by the
     applicant at site plan approval for each individual parcel as it redevelops.

     Project Location

     The project is located entirely within the City of Orlando and within the City’s TCEA.
     Figure 1 on the following page shows the general project location.

     Study Area

     The study area for the Development of Regional Impact (DRI) was determined by the
     significance of project trips related to the capacity of the roadway. Roadway link significance
     is shown in the table in Appendix C of this study document.

     Committed Improvements

     For purposes of capacity analyses, the improvements shown in Table 1 were assumed and
     coded as revisions to the adopted Orlando Urban Area Transportation Study. The revised
     model was used in the DRI study.

           Existing Conditions

           Existing conditions for both roadway segments and intersections have been documented in
           the DRI Application for Development Approval. The intersection level of service table
           from the ADA is included in Appendix B for reference. Additional information regarding
           existing conditions, including a complete analysis of intersections in the project area, can be
           found in the ADA and subsequent responses.

           Project Traffic

           Table 2 shows the proposed new development units being requested in the Health Village
           DRI process. These development levels are also being requested by the Growth
           Management Plan amendment and the Planned Development amendment. The DRI
           development order will limit this project to the units shown in this table, so a maximum
           development scenario for each parcel is not being included with this submittal.

     For purposes of the DRI analysis, two phases have initially been identified. Phase 1 was
     analyzed with a buildout year of 2013. Phase 2 of Health Village DRI was analyzed with a
     buildout year of 2023. Total project traffic shown below consists of total potential buildout
     through 2023.

     Project traffic for purposes of a DRI submittal includes cumulative trips for the entire
     project since its inception. Table 3, taken from the ADA, outlines this cumulative trip
     generation for the project. Please note that these figures do not assume any credit for
     existing development, previously mitigated development, or development that was in place
     prior to initial DRI legislation; therefore, this trip generation estimate should be used within
     the context of the DRI analysis only.

     Future Conditions

     Future conditions have been fully analyzed during the DRI process, and comments from the
     Florida Department of Transportation (FDOT), Orange County and the City have been
     addressed. The following roadway segments and intersections have been identified as
     significant and adverse for the proposed Phase 1 of Health Village, based upon standard
     DRI traffic analysis procedures. Phase 2 improvement requirements will be negotiated
     through the Monitoring and Modeling (M&M) study that will be conducted prior to
     initiation of that phase.

     Mitigation measures for these facilities are being negotiated and will result in a proportionate
     share agreement. The applicant will likely propose pipelining of mitigation dollars to mass
     transit projects and focused intersection improvements. The improvements listed in Table 5
     are not feasible because of various policy constraints and were developed to determine
     proportionate share costs only.

     Conclusions

     This abbreviated traffic study has been developed to summarize and document the impacts
     and required mitigation segments and intersections for the Health Village DRI, in support of
     its associated growth management plan amendment. Other related analyses and reports have
     been uploaded to www.210planning.com/studies.html for the reviewers’ convenience.

     The applicant anticipates that DRI mitigation will be pipelined to a group of primarily
     multimodal improvements to support the Health Village concept. Additional mitigation may
     be applied to area intersections or drainage improvements in partnerships with FDOT, the
     County and the City. At this time, no specific mitigation is recommended for the plan
     amendment.

     City of Orlando Goal, Objective and Policies Relating to Transportation Studies
     Supporting Growth Management Plan Amendments

     Goal 1
     To develop a balanced transportation system that supports building a livable community and
     improves access and travel choices through enhancement of roads, public transit, bicycle and
     pedestrian systems, intermodal facilities, demand management programs, and traffic
     management techniques.


     Objective 1.8 The Traffic Circulation Level of Service Standards as defined in Policies 1.8.1
     and 1.8.2 shall be maintained through 2015.

     Policy 1.8.8 Applicants for Growth Management Plan amendments to an activity center
     designation outside the Transportation Concurrency Exception Area shall demonstrate that
     transportation facilities have sufficient current and future capacity to handle the related
     travel demand changes according to the Level of Service Standards shown in Figure TE-1.
     Policy 1.8.9    Applicants requesting a Growth Management Plan Future Land Use Map
     amendment to create a new activity center or expand an existing activity center designation
     inside or outside the Transportation Concurrency Exception Area shall conduct a
     neighborhood impact analysis if projected traffic under the proposed future land use
     designation exceeds projected traffic under the existing designation by more than 1,000 daily
     trips. The Municipal Planning Board may waive this requirement, upon recommendation by
     the Transportation Planning Bureau, if there are no mitigation measures appropriate or
     applicable to the impacted roadway. If existing traffic on collector or local streets within the
     City is projected to increase by more than ten (10%) percent due to the project, the
     developer shall mitigate through appropriate traffic calming and/or transportation demand
     management measures.

     Policy 1.8.10 Applicants for Developments of Regional Impact, inside the Transportation
     Concurrency Exception Area, shall mitigate their impacts. Mitigation shall occur through a
     combination of roadway, transit, bicycle, and pedestrian improvements, as well as traffic
     calming and transportation demand management measures.

     Policy 1.8.11 Applicants for development proposals inside and outside the Transportation
     Concurrency Exception Area shall conduct a neighborhood impact analysis if the proposed
     development is projected to generate more than 1,000 daily trips. The Municipal Planning
     Board may waive this requirement, upon recommendation by the Transportation Planning
     Bureau, if there are no mitigation measures appropriate or applicable to the impacted
     roadway. If existing traffic on collector or local streets within the City is projected to increase
     by more than ten (10%) percent due to the project, the developer shall mitigate through
     appropriate traffic calming and/or transportation demand management measures.
