    – Provide leadership and direction
    – Seventeen member appointed by State
      Governor
   Local Board
    – Establish, maintain, operate and govern one
      or more community colleges
    – Elected locally
    How standards are set at state level?:
           Consultation Process
   Board of Governors
    - Consults with institutional reps to ensure
      participation in development and review of
      policies.
    - This allows opportunity to review & comments
      on policies before adoption.

     Through this process, develops
    standards in the following areas:
 Planning & Accountability
 Education Programs
 Academic Standards
 Fiscal
 Legal (provide assistance)
          Role of Local Boards
   Statutory Authority (Ed Code 70902)
    - Initiate and carry on programs and activities
      consistent with the law.
    - Establish rules and regulations consistent with
      state board
   As politicians, govern on behalf of the
    community
    – Voice of the public
    – Represent the owners.. Community and state
Develops standards in the following
              areas:
 Planning and Accountability
 Education programs
    – Academic calendar
 Academic Standards
 Employees
 Fiscal
 Delegation power
         Local Board Members
   Set policy as a UNIT
    – High level, broad encompassing values
 Legal entity
 Support the decision of the majority
 Employs the CEO
 Acts as community bridge and buffer
