PERFORMANCE AND POTENTIAL • A “1” rating represents the cream of the crop and is a recommendation for immediate promotion. • A “2” rating represents a very good, solid performance and is a strong recommendation for promotion. • A “3” rating also represents a good performance and, should sufficient allocations be available, is a recommendation for promotion. You control your destiny. Take a blank NCOER Counseling and Support Form at the beginning of each rating period and fill out your goals to achieve a Success and Excellence in each rated area. Then sit down with your Rater and discuss them. And in turn your Rater should complete the counseling based off their expectations and your goals.
