                         ANNUAL PLAN – 2009 - 2010

      1. INTRODUCTION

        The Land Reform measures initiated by the State Government have taken
        progressive outlook. Yet the Govt. feels the need for adoption of some
        important schemes for the implementation of land reform measures.



2.      STATE PLAN SCHEMES

        Continuing Schemes

2.1     Revision of Land Survey and Settlement records

        The job of preparation of tenants "Records of Rights" is going on in six
        survey and settlement offices in the state. It is proposed to printing the
        village maps, forms, other records and related work in the plan scheme.


2.2     Development of Hat, Bazar, Fair, Tank, River basin etc. under “Sairat”

        This scheme aims at developing Hat, Bazar & Mela under Sairats which
        are important for day to day life of the rural people.


2.3     Construction / Renovation of Revenue Tehsiles, Kutcheries and Damin
        Bungalows etc.

        There are 2014 Halka Kutcheries are situated in the State, out of which 136
        need full renovation. In addition to that a 44 Damin bungalows needs full
        renovation. 382 Tehsil Kutcheries, 6 Damin bungalows constructed and
        320 Tehsil Kutcheries, 18 Damin bungalows and Halka Karamcharies
        Quarters construction is going on.

2.4   Legal Aid for the Restoration of Illegally transferred/alienated Tribal
      Lands

      In order to prevent alienation of raiyati interest of tribals of the state,
      specific restrictions have been incorporated in the Chhotanagpur Tenancy
      Act, 1908 and Santhal Pargana Tenancy Act. In case of illegal transfer of
      raiyati rights provision for restoration of their land have been provided.
      The amount of legal assistance has been fixed at Rs. 5000/- per case.

      Economic Aid

      The economic aid for the restoration of illegally transferred/alienated
      tribal land. A financial assistance of Rs. 5000/- per acre is given to start
      tribal land cultivation.




2.5   Economic aid to the Allottees of Surplus Ceiling Land

      The surplus lands are allotted to STs / SCs / Backwards / Retired
      Soldiers/other landless persons for agriculture purposes and They are
      assisted with financial assistance of Rs. 1000.00 per acre for development
      of land.



2.6   Strengthening of Revenue Administration

      Six new districts were created after the creation of the State. In these
      districts, office of the district land acquisition offices had been also
      established. It is proposed for the purchase of new vehicles for these
      offices.

      2.7     Training Programme

      Training Programme for the revenue personnel's (like Cos/CI/
      Kanoongo/Halka Karamcharies/Amines) is also proposed in the current
      financial year 2009-10. They will be trained in Tenancy Act, L.R. Acts and
      other relevant matters of the land Reforms.



3.    TRIBAL SUB PLAN

      A sum of Rs. 860.00 lakhs has been earmarked for Tribal Sub Plan out of
      total proposed outlay of Rs. 1500.00 lakhs during Annual Plan 2009-10.
