Insurance. Rod Morris will be missed by us all. If you are aware of any good candidates who are interested in the

candidate in order for the captive industry in Arizona to continue its impressive growth. The Director has assured me
that for the time being she will be the face of captives for Arizona and that the captive movement will continue to

      ADOI Seeking New Captive Administrator to Head Arizona’s Captive Insurance Program

PHOENIX - Arizona Department of Insurance (ADOI) Director Christina Urias today announced the
departure of Rod Morris, the ADOI Captive Administrator for the past several years. Rod Morris joined
ADOI as the Captive Administrator in July 2004. Under his tenure, the number of Arizona licensed
captives more than tripled from 27 to our current 106 licensed captive insurers.

"Rod has been a fervent and dedicated administrator of Arizona’s captive insurance program and helped
propel Arizona to its current status as a leading domicile for the captive insurance market," said Director
Urias. "Rod’s experience, knowledge and expertise will be greatly missed.”

Rod has over 35 years of successful insurance industry experience, including more than 20 years in
senior management of field operations, underwriting, sales and marketing, risk mitigation, and product
development. He is returning to his former executive position with the Overseas Private Investment
Corporation (OPIC), the agency that provides highly specialized political risk insurance and financing
support to U.S. investors in foreign countries.

ADOI remains strongly committed to the growth of Arizona’s successful captive insurance program and
will immediately begin a search for a new Captive Administrator. Rod’s last day with ADOI is February 8,
2008.
