To win support from hospitals, which were struggling to cope with impoverished elderly patients but remained wary of too much government interference, Medicare promoters allowed Blue Cross to administer the actual payments, further inflating costs. It would create some sort of electronic medical record system, to cut down on errors and improve coordination of care-both of which ought to help reduce costs (not to mention make people healthier).
