Having tied the federal government's climate change agenda to Washington's, Environment Minister Jim Prentice has indicated that it could be at least 2013 before either jurisdiction is able to effectively address emissions of greenhouse gases (GHG). At this point, it's unlikely that the US Senate will introduce or pass cap-and-trade legislation in this year, possibly, even unlikely, next year. Ottawa and Washington recently confirmed they are co-operating on more stringent automotive emission standards, which the two governments say will yield 40% fuel-efficiency improvements by 2016 while also boosting vehicle prices.
