Senator Kennedy's advocacy for the education of children with disabilities did not end with the foundation set for free and appropriate education, but in 1986 he sponsored the Handicapped Children's Protection Act that allowed courts to award attorney fees to parents of children with disabilities and amendments to the Education of the Handicapped Act which established funding for early education programs for infants and toddlers with disabilities.
