Water is a strange commodity. The US may be discovering the issue of water shortage, but the crisis has been developing throughout the world. There are three issues in terms of water that will require immediate attention. The first is distribution. There is plenty of water in the world for everyone's needs, some areas have an abundance, others face a dearth. The second issue is pollution. In many parts of the world there is plenty of water but it is unfit for human and animal consumption. The third aspect of the water issue is the expansion of drought and floods. The solution will need to be a combination of market-based allocation with some protections built in for the poorer segments of a given society.
