Even shutting down the Yongbyon reactor would cost North Korea little, a point made last year by the private intelligence analysts at Strategic Forecasting (Stratfor), who wrote: The reactor was not producing electricity for North Korea anyway, and after the October  nuclear test, Pyongyang has little need for using Yongbyon to raise the specter of a nuclear-armed North Korea.
