Advocacy and building relationships over time are key to raising awareness of the need for new information resources and the need for some type of financial support, if the resources are to be available to those potential users who will benefit most. Depending on your type of library, there may be multiple funding sources for you to employ in an effort to build a collection of electronic resources. The annual budget cycle is certainly the most reliable. If you are seeking a grant, the granting agency will have very specific application content requirements. If your fundraising attempts are internal, there will be a different set of arguments to be developed. One perennial concern is that the more money you raise, the less money will be allocated to the public library from tax revenue. In most settings, external people or groups that award grants or provide special-purpose funds will lot fund ongoing operational expenses.
