1:30    CHAPMAN ROOT STREAM ALTERATION PERMIT:
        January 28, 2008 public hearing continuance upon an
        application by Chapman Root for a stream alteration permit. The
        project is in response to a violation which involved the removal of
        woody debris, vegetation, habitat, bank protection and the
        unauthorized placement of fill in approximately 20 feet of channel.
        The applicant proposes installing 6 large woody debris V-barbs;
        keying in rootwad/log structures between the V-barbs; placing
        riprap along the remaining areas of exposed toe; sloping the bank;
        and excavating river cobble and gravel to encourage less
        hazardous channel geometry. The project length consists of
        approximately 300 linear bank feet located in the Flying Heart
             Ranch #2 Subdivision, Lot 25 SE ¼ , SW ¼ , Section 32, T3N,
             R18E, BM, Blaine County, Idaho.



2:00         INCLUSIONARY HOUSING AMENDMENT (Cancelled 2/21/2008)
             Public hearing on and consideration of draft amendments to the Blaine
             County Code, Title 10, Zoning Regulations, Chapter 5, Section 4, relating
             to Inclusionary Housing.      Heard before the Planning & Zoning
             Commission on October 25, 2007 and recommended for approval with
             modification on December 13, 2007. The summary title of the draft
             ordinance amendments is as follows:
              AN ORDINANCE OF THE COUNTY OF BLAINE,                      AMENDING
             SECTION 10-5-4 (INCLUSIONARY HOUSING) TITLE 10, SUBDIVISION
             REGULATIONS OF THE BLAINE COUNTY CODE; BY AMENDING 10-
             5-4(B) TO EXEMPT SHORT PLAT SUBDIVISIONS IN THE CAREY
             AREA FROM THE REQUIREMENTS OF THIS SECTION; AMENDING
             10-5-4( C) TO ENCOURAGE NEW HOUSING, ALLOW FOR EXISTING
             HOUSING WHERE APPLICABLE AND REQUIRE ALL HOUSING TO BE
             REVIEWED AND ADMINISTERED BY THE BLAINE COUNTY HOUSING
             AUTHORITY; AMENDING 10-5-4(E) TO REQUIRE COMMUNITY
             HOUSING IN CATEGORIES II TO V; AMENDING 10-5-4(F)&(G) TO SET
             STANDARDS        FOR      EXISTING      HOUSING;       TO     CLARIFY
             ADMINISTRATIVE AND REGULATORY REQUIREMENT OF THE
             PROGRAM; TO PROVIDE FOR ADMINISTRATION BY THE BLAINE
             COUNTY HOUSING AUTHORITY; AMENDING 10-5-4(O) TO REQUIRE
             RECORDATION OF DEED RESTRICTIONS TO BLAINE COUNTY
             HOUSING AUTHORITY; AND PROVIDING A SEVERABILITY CLAUSE;
             AND EFFECTIVE DATE.
