State Strategic Information Technology Plan Briefing
Prepared by Mike Ricchio, DIS/MOSTD, (360) 902-0310, mikeri@dis.wa.gov Background The Information Services Board (ISB) approved the State Strategic Information Technology Plan (Plan) at the February 14, 2008 Board meeting with the understanding that the Plan would be updated by December of 2008 to include strategies related to the Plan’s IT goals, initiatives identified in 2008 agency portfolios and any action by the legislative IT Work Group. The Plan’s IT goals are: Invest in common services; Promote data sharing; Promote common IT practices; Improve project management practices; and Leverage the State’s buying power. A work group has been created to assist in the development of potential strategies for inclusion in the Plan. Representatives from the following agencies have been invited to participate: Department of Social and Health Services; Office of Financial Management; Department of Revenue; Department of Fish and Wildlife; Department of Early Learning; Department of Information Services; Department of Corrections; Office of the Insurance Commissioner; Employment Security Department; and the Department of Labor and Industries. Current Status The work group has identified a number of areas to focus on as potential strategies are developed. They include: Project Management training and experience standards; System interoperability; Business models for common systems and common services, including financing, governance, implementation, and accountability; Estimating the early and accurate cost, scope, and schedule of projects; Data standards, especially for new systems, including GIS; and Useability and Accessibility standards.
The work group has also adopted milestones (on reverse) to ensure that the Plan is amended in a timely manner. Draft strategies developed by the work group will be circulated for comment throughout the summer months. Target audiences for comment include agency Directors, Deputy Directors, agency CIO’s, and financial personnel. Final recommended Plan strategies will be presented to the ISB for consideration at the November of 2008 ISB meeting.
