ASSOCIATE PROGRAMMER ANALYST (SPECIALIST) ADMINISTRATION DIVISION INFORMATION TECHNOLOGY SERVICES PERMANENT/FULL-TIME $4,619.00 – $5,897.00 FINAL FILING DATE: December 10, 2008 or Until Filled
DEPARTMENT SUMMARY: The Victim Compensation and Government Claims Board (VCGCB) is comprised of approximately 300 employees who help administer various programs. The Victim Compensation Program helps people who have been victimized by violent crime to pay medical bills, mental health treatment, funeral expenses, and other crime-related expenses. The Government Claims Program helps resolve civil claims filed against the State of California. The Restitution Recovery Section ensures that restitution fines and orders are levied and collected pursuant to applicable statutes. Our mission is to serve our claimants and stakeholders through effective assistance and timely resolution of claims. The VCGCB is a special fund department under the direction of the State and Consumer Services Agency. POSITION SUMMARY: Under the general supervision of the Data Processing Manager II, the incumbent will serve as a member of the Application Services Support Unit. The Associate Programmer Analyst (Specialist) may serve as a team member or work independently to conduct programming and analysis work to support the business needs of the Victim Compensation and Government Claims Board (Board). The incumbent will work closely with Board staff to develop new web-based applications and support existing applications. Web Application Programming The incumbent serves as a member of a technical project team to develop and/or maintain critical business web systems using Visual Studio.NET web tools. Duties include: • • • • • • Analyzing, designing, implementing and programming SQL Server databases. Programming web applications using Visual Studio.NET. Integrating different system components. Assisting in the design and implementation of application development architectures. Troubleshooting network problems related to application services. Participating with other ITS programmers, network support staff, end users in system reviews and code walk-throughs. • Coordinating and overseeing system testing to insure that user/Board requirements are satisfied by the programming changes. • Coordinating with the Department of Technology Services and/or ITS Network Support staff for application upgrade or installation schedules. • Updating or developing system development/maintenance documentation in MS Word and/or Visio.

Page 2 System Analysis The incumbent conducts systems analysis, system requirements, and creates technical design documents for web and database applications. Duties include: • • • • Analyzing existing systems and recommending enhancements/improvements. Providing cost estimates and work schedules in response to user’s Request for Service. Participating with staff from the Department of Technology Services, ITS and Board operation units in the analysis of new data processing requirements. Performing analysis of business problems to identify business and technical requirements, scope of solutions, and estimate project cost (and benefits) for feasibility study reports.
Client Support Services The incumbent will provide application development and maintenance consultant services to clients. Duties include: • • • Training and assisting clients in the administration and use of implemented business applications. Assisting in the preparation of user guides and training materials; organizing and conducting training sessions; and working with clients to develop their own staff expertise with the application to serve as a resource for other client employees. Assisting clients with developing the skills to independently access application databases for ad hoc querying and reporting purposes.
Emerging Technology Research and Development The incumbent will consistently research emerging technology and participate in external technology events to: • • Maintain competency in web database technologies, components, interfaces, protocols and architectures. Maintain an understanding of emerging application development technologies and trends to assist with formulating departmental strategic and tactical plans.
DESIRED QUALIFICATIONS: • • • • Demonstrated knowledge of all Board-standard enterprise technical components and the application of technologies to meet business needs. Technical skills in application development components such as Visual Studio 2005 VB.NET business objects, application blocks, ASP.NET user interface, ADO.NET, and SQL Server 2005. Technical skills in CaRES interfaces such as document imaging, automated Faxing, secure FTP, XML web services and third party components. An understanding of the Board’s mission and the business processes to meet the needs of individual divisions.
