g) Referees: all costs are borne by each related country.
Each country entering more than 5 competitors must at least enter one International Referee. Maximum 3
International referees (it is mandatory to have one female referee among them) coming with a team. Moreover each
National Member Federation affiliated with the IJF has the right to enter a referee. All Referees must be IJF
“International" Referees.
In any case the national federations have to submit for approval the name(s) of the referees they want to designate to
the Refereeing Director of the IJF before the 11th of September 2006 (+ copy to IJF General Secretary).
The national federations will cover the travel and sojourn expenses of their referees.

3) EXPENSES CONCERNING THE IJF OFFICIALS
The travel expenses and accommodation of the officials mentioned under 2 a), b), c), d) e) and f) will be borne by the IJF.
These persons will receive their flight tickets from the IJF. The IJF will pay them travel allowances and daily allowances only
for the mentioned period.
Special questions or requests concerning travel must be addressed to the IJF General Treasurer. The IJF will not reimburse
travel expenses unless previously agreed upon by the IJF General Treasurer.

4. INSURANCE
Each National Federation is responsible for its competitors. The control of non-pregnancy as well as the gender control is
placed under the responsibility of the National Federations, which must assume all responsibility for accident and health
insurance as well as the civil liabilities for their competitors, officials, and nominated referees, during the 12 th World Juniors
Judo Championships (see SOR article 13.3.4).
The organizer of the 13th World Juniors Judo Championships and the IJF will not be responsible for any insurance related to
the above mentioned matters. Nevertheless the National Judo Federation staging the 13th World Juniors Judo Championships
shall take all necessary actions to provide insurance coverage against civil liability for the duration of the 13th World Juniors
Judo Championships (see SOR article 12.1.) The IJF has no liability for any claims of injury, illness or death.

5. INSCRIPTION FEES
An inscription fee of 50 $ per weight category has to be paid during the IJF Control of Nationality at the
desk of the IJF General Treasury.

Payments can be done by cash in Euros and American dollars (USD) to the IJF.

After the Control of Nations, under no condition shall refunds be given.

6. LODGING:

        These special rates are only applicable for Official Delegates and accredited Team Members (Official Delegation is
    considered as a maximum of 25 persons. See Organization Rules: Point 38).

   Full payment must be received by 11 September 2006 to confirm accommodation.
   In case of cancellation the following rules will apply:
        - 4 weeks before arrival date        : - no charge
        - 2 weeks before arrival date         : - 50% charge
        - 1 week before arrival date          : - 100% charge (i.e. cancellation no longer possible)
   Delegations without previous reservation will be subject to availability of rooms, in this case the
   applicable rate will be increased in 20 % of the established rate.
7. SOJOURN AND PRESS ACCREDITATION

8. VISA
In order to ensure the smooth issuance of visas, each National Federation is asked to contact the nearest Dominican Republic
Embassy, Legation or Consulate for necessary paperwork and start proceedings 2 months prior to departure. The
Organization Committee upon request will send necessary documentation, such as a letter of guarantee. Necessary
information for the documentation must be provided without delay. We ask for your co-operation in this matter.

9. LAND TRANSPORT
The Organizing Committee will take care of the transport from the Santo Domingo Airport to the hotels upon arrival and from
Official Hotels to the Santo Domingo Airport on departure, for Delegations staying in Officials Hotels.

10. ACCREDITATION ROOM
The Accreditation Room will be located at the Hotel Hotetur Dominican Bay from Sunday 8 October 2006. An
Accreditation Card with a photograph will be issued to IJF Officials, accredited Nation Officials and the Media. This
Accreditation Card should be carried at all times.

11. CONTROL OF ENTRIES OF THE ATHLETES
The control of athletes will take place at the Hotel Hamaca Coral by Hilton on Wednesday October 11th 2006 from 14h00 to
16h00. During the control of participants, each Head of Delegation has to present the athletes’ nationality and their age:
                  - their passport, or photocopy of the passport
                  - their control card duly filled with a photograph (of each competitor) fixed on it.
N.B.: The pass for competitors will be done during this control and will be given to Delegation Head.

12. DRAW
The draw will take place on Wednesday, October 11th 2006 at 20H00 at Hotel Hamaca Coral By Hilton, under the control
and auspices of the I.J.F Sports Commission. The National Federation has to send a delegate to attend the draw; a maximum
of 2 delegates per National Federation will be authorized.

13. WEIGH-IN
The weigh-in will be organized at Hotel Hotetur Dominican Bay (Un-official weigh-in from 6h to 7h, official weigh-in
from 7h to 8h)

14. TRAINING FACILITIES
Training facilites are offered every day.
The training areas are located at: Hotel Hotetur Dominican Bay, Centro de Convenciones VistaMar
During the competition: Hotel Hotetur Dominican Bay, Centro de Convenciones VistaMar and Competition Venue,
Pabellón de Gimnasia Parque del Este, Santo Domingo Este, Republica Dominicana

15. TICKETS
The IJF officials will receive special identification cards. National officials can enter the competition hall with their
accreditation cards; a certain number of seats will be allotted to them as explained in the table below:

     The National Federations will receive tickets for entrance to the competitions
     (2 tickets maximum by National Federation)

      The IJF Officials will receive special Accreditation Cards.

16. FUNDAMENTAL PRINCIPLE

All national federations participating in the 13th World Juniors Judo Championships have to respect and
accept the authority, the IJF Statutes, the Sports and Organization Rules and the Refereeing Rules of the
International Judo Federation, and the Organizing Committee, related to the 13th World Juniors Judo
Championships. Those individuals deemed to have acted against the IJF, its principles or purposes shall
be subject to suspension or expulsion from the 13th World Juniors Judo Championships and/or
cancellation of their accreditation cards.

17. ATTENTION VERY IMPORTANT
Award Ceremony: According to SOR article 13.3.5, each National Federation has to bring for the
award ceremony a standard tape on which its official national anthem is recorded (short version) as well
as a official national flag for hanging (1.20m x 1.80m).
It is strongly recommended to the Athletes to go to the Awards Ceremony dressed in Judogi in order to
offer a better Judo image. The competitors will take place behind the podium according to the following
order 2,1,3,3. Every competitor having gained a medal has to attend the ceremony and receive his medal
personally, as possible. If a competitor is absent during the awarding ceremony without valid reasons he
will lose the right for the medal. It is strictly forbidden for competitors when they are on the podium to
bring national flags or the similar identifications others than those representing in the regular manner on
their equipment. Any demonstration of religious, political, personal or commercial sign is prohibited as
well as to bear a cap or any covers on the head.
