					Criterion 5E: Technical Rescue
There is an adequate, effective, and efficient program established to rescue trapped or
endangered persons from any cause, i.e. structural collapse, vehicle accidents, fast water or dive
rescue, cave-ins, trench rescue, fires, hazardous material plumes, etc.

Description
Wilson Fire/Rescue Services performs technical rescue as part of its normal response functions as
appropriate to the department’s resources, equipment and training. The Wilson Fire/Rescue
Services is trained and equipped to perform rescues that we presently encounter in normal fire
and EMS incidents. WF/RS has resources available to assist with technical rescue incidents. The
City of Wilson Public Works division has a trailer equipped with materials which can be utilized
to aid with these responses. This trailer is available to respond upon request 24 hours per day.
The Wilson County Office of the Sheriff employs a dive team capable of responding to under
water rescue and search/recovery type incidents. The Wilson County Rescue Squad responds
with the equipment and ability to assist with rescue efforts in vehicle extrication, high and low
angle rescue and water rescue. The Wilson County Emergency Medical Services responds with a
Paramedic level emergency medical team equipped to perform rescue efforts in vehicle
extrication and provide patient stabilization and transport. The State of North Carolina has
funded a regional hazardous materials response team (RRT), able to respond when requested, to
provide aid to WF/RS’s Hazardous Materials Team. Land Search and Rescue is available
through the Wilson County Emergency Management office. The Wilson County Emergency
Manager is an active member of the North Carolina Search and Rescue Dog Association
(NCSARDA), and offers quick access to initiate a well-trained and equipped land search team
capable of performing land search rescue with the aid of K-9’s.


Appraisal
WF/RS’s current Technical Rescue Program is meeting the community’s needs. Suppression
personnel of the Wilson Fire/Rescue Services are trained as North Carolina Firefighter II,
Medical Responder, OSHA Hazardous Materials Technician and/or NC State Hazardous
Materials Technician. As of January 2000, all new employees are required to obtain Emergency
Medical Technician (EMT) certifications. Presently 64 of 78 line personnel are certified as an
EMT. Many of our suppression personnel have additional training in different areas of technical
rescue which include land search rescue, swift water rescue, high and low angle rescue, confined
space rescue, trench rescue, structural collapse and rescue incidents involving farm equipment.
The deployment of off-duty trained personnel is delayed from the lack of a fast and efficient
technology advanced medium for calling-back personnel.

Plan
The department will continue to provide upgrade training for its technical rescue programs as
outlined in recognized training standards and according to Federal and State mandates i.e.,
Confined Space Entry-OSHA 29 CFR 1910.146, Trench/Cave-in – OSHA 29 CFR 1926 Subpart
P, Haz Mat Response OSHA 29 CFR 1910.120, NFPA 1670 Standard on Operations and
Training Technical Rescue Incidents and NFPA Standard on Urban Search and Rescue 1470.


Once programs are developed, the department will incorporate this training into our master
training plan and evaluate the possibility of developing a team for each area of technical rescue.
The City of Wilson has recently purchased a technology advanced program that will allow for the
fast and efficient announcements of emergencies to the community as well as calling back
specialized trained employees for incident mitigation. This program should be installed and
implemented by March 1, 2007.

Performance Indicators
5E.1 Given the agency’s standard of response coverage and emergency deployment
objectives as described in Criterion 3A.2, the agency meets their staffing, response time,
apparatus, and equipment objectives for each type and magnitude of technical rescue
emergency deployment objective.

Description
WF/RS strives to provide a minimum response force of 10 personnel for surface water rescue
incidents, a minimum of 14 personnel for confine space rescue incidents, 18 personnel for high
angle rescue incidents and 18 personnel for structural collapse. Personnel will travel to these
incidents through a combination of units ranging from 3 Engines, 1 Truck, 2 Squads, 1 Battalion
Commander and Battalion 4 (Special Operations). Mitigation efforts are to establish a proper
incident command structure and to deploy adequate tactics to accomplish overall performance
objectives in a timely manner while maintaining personnel accountability. The overall incident
objective is to quickly perform a scene size-up, access any victim and safely move the victim to a
safe location. Other objectives that need to be met are patient assessment and stabilize any
injuries.


The response goal is for the first arriving company to arrive within 6 minutes total reflex time,
90% of the time and for the remaining units to arrive within 10 minutes total reflex time, 90% of
the time. The baseline response is for the first arriving unit to arrive on-scene within 7 minutes
20 seconds total reflex time 90% of the time and the remaining units 12 minutes 40 seconds total
flex time 90% of the time. This goal is for events occurring during the hours of 0700-2200.


The response goal for the first arriving company responding to events between the hours of 2201-
0659 is for the company to arrive within 6 minutes 30 seconds total reflex time, 90% of the time.
The baseline response is for the first arriving unit to arrive on-scene within 7 minutes 20 seconds
total reflex time 90% of the time and the remaining units 12 minutes 40 seconds total flex time
90% of the time. The goal for the remaining units is 10 minutes 30 seconds total reflex time, 90%
of the time.

This is achieved by the strategic location of 5 fire stations throughout the City of Wilson that
utilize a three-shift schedule with a minimum staffing of 22 personnel per shift. These personnel
are available for response 24 hrs. per day, 365 days per year. Three of the 5 stations provide
Quint type fire apparatus equipped with technical rescue equipment. A total of 2 quick response
squad units provide additional rescue equipment for vehicle extrication and supplied air.

Appraisal
Initial deployment policies have proven adequate and effective for the Technical Rescue
Responses experienced by the WF/RS. Additional resources can be deployed through the
dispatch of additional alarms and/or request for county and state agencies. A careful study of all
data documented shows some inadequacies in our desired total reflex times.

Plan
The WFRS will continue to monitor incident activity and service delivery in relationship to the
department’s Standard of Cover. The department will continue to make every effort to achieve
the established 90% goal by making adjustments in its response districts and seeking to purchase
software that will allow more accurate data collection. The department will continue to evaluate
the cost verses benefit of developing fully specialized teams to answer the call of specific
technical rescue incidents versus total dependency on Regional Response Teams. Due to the low
response history specialized teams have not proven to be justifiable however, if a current
evaluation shows an increased need, plans will include developing response strategies to meet the
need.


The WF/RS will pursue efforts to acquire a software system that allows the firefighter to
electronically time stamp the response times from the apparatus. This system should allow us to
get closer if not achieve our standard of cover for first arriving units. The incident data will
continue to be downloaded into the FireView software and mapped per fire district/FDZ. This
data will allow the department to more thoroughly understand our standard of coverage and
implement necessary changes. In addition, we will work with the communications center to
determine if the call dispatch process can be shorted. This is crucial to the department’s success
in achieving desired results surrounding our Standard of Cover and response goals. The
department will continually seek ways to reduce its total response time.

5E.2    There is equipment (in compliance with appropriate state and federal standards) available
to accomplish stated level of response.

Description
All of our front line apparatus carry basic hand tools necessary to perform basic technical rescue
operations. Three of our front line units (Engine 2, Engine 4 and Truck 1) are “Quint type”
apparatus and carry additional rescue equipment which can be utilized for high angle, low angle,
and confined space. These Quint type units carry rescue ropes, rope rescue equipment, cutting
tools and forcible entry tools to help facilitate fire and EMS rescue operations. The Wilson
Fire/Rescue Services has the ability to provide light to medium weight vehicle extrication. We
currently staff two quick response squad units and one engine company equipped with vehicle
extrication equipment that are strategically located to render quick assistance to all five fire
districts. Our inventory of equipment includes both combination and separate hydraulic cutter
and spreader tools to provide the light to medium weight vehicle extrication. The Wilson County
Rescue Squad staffs, via a volunteer on call system, additional vehicle extrication equipment
capable of mitigating heavy vehicle extrication incidents. Heavy vehicle extrication equipment is
also available through mutual aid agreements with East Nash Volunteer Fire Department.
For Trench Rescue the Wilson Fire and Rescue Services has relied on the trench trailer supplied
by the City of Wilson Public Works (Water Department) for trench shoring materials. This trailer
is minimally equipped with shoring panels and speedy shore type struts and is used in day to day
operations by public works.


In September of 1999, the City of Wilson was severely impacted by hurricane Floyd. This
natural disaster was devastating to our community and quickly exceeded the ability of our
community’s resources. Following this disaster Wilson Fire/Rescue Services purchased and
began equipping a boat suitable for surface water rescue type incidents. A supply of personal
flotation devices has been purchased and equipped on each front line apparatus. Guidelines for
water rescue are outlined in SOP D-9 Appendix 13.1 entitled “Operations Manual Fire and Non-
Fire Risks” page 30.


Additional, specialized equipment is made available through inner city departmental
coordination. This equipment includes, but is not limited to, items such as heavy equipment
(bulldozers, backhoes, excavators, etc…), shoring materials (public works trench operations
trailer), as well as the ability to respond miscellaneous equipment (field mechanic, compressed air
support, refueling equipment and lighting equipment, etc…) to facilitate extended on scene times.
Appraisal
The majority of our technical rescue incidents involve vehicle accidents within the city limits.
These accidents are predominantly involving passenger vehicles and light weight commercial
vehicles. Our current inventory of equipment has proven to be adequate, to answer the request
for these services to date.


WF/RS realizes that as it diversifies in the technical rescue field, additional types of rescue
equipment will be necessary to provide adequately equipped units to perform a wider range of
technical rescue functions. The WF/RS currently does not have a adequate compliment of
equipment to effectively address structural collapse, dive rescue (this is handled by the Sheriff’s
Office). The assessment also reveals a deficiency in PPE for cold water rescue.


The Department has no way of benchmarking a timed response to mobilize the trench rescue
equipment trailer if needed. The lack of this benchmark presents the possibility for its delayed
response. Factors that may contribute to this delay would be its daily use by public works and if
needed after normal operating hours. This potential for delay does not meet the expectations of
the Wilson Fire and Rescue Services. The assessment process revealed the lack of an equipment
inventory sheet for the Public Works Trench Rescue Trailer.


Plan
Budget request for the 2007-2008 budget period will include a dedicated trench rescue trailer
outfitted with appropriate equipment to facilitate a rescue/recovery from a trench or excavation
site and appropriate levels of PPE for cold water rescue. The trench equipment will also be rated
to support minimal structural collapse applications. Until the department purchases its own
dedicated equipment trailer for trench, rescue an equipment inventory sheet will be developed to
monitor available resources in the current trailer by the end of March 2007. The department will
continue to utilize the Sheriffs Office Dive Team for any underwater rescue/recovery efforts.

5E.3    There are adequate supplies and materials to meet operational needs.

Description
The Wilson Fire/Rescue Services maintains a supply of materials dedicated to the sole purpose of
technical rescue. Rescue ropes, rope equipment, vehicle extrication equipment and basic water
rescue equipment are the limit of our supplies stored for these functions. The rope rescue
equipment compliment is adequate for high angle, low angle and below grade or confined space
rescue environments.


Appraisal
Our department is adequately stocked for incidents requiring rope rescue and passenger vehicle
accidents with entrapment/pin-in. If the need arises, the department has access to additional
supplies and equipment through mutual aid response. However, a time delay may be expected
based on time of dispatch and/or regional response. The rope rescue equipment compliment is
adequate for high angle, low angle and below grade or confined space rescue environments.
However, additional rope equipment is needed for the department’s desired efficiency level of
tower rescue.

Plan
The department plans to budget for additional tower rescue supplies and materials i.e., grillon
straps, wye shaped lanyards, and additional belay devises in its 2007-2008 budget.

5E.4 There are standard operating procedures and methods in place to accomplish stated
level of response.


Description
The Wilson Fire/Rescue Services standard operating procedures provides an adequate response
on the initial alarm assignment of three Engine Companies, one Truck Company, two Squad
Companies, one on duty Battalion Commander, Special Operations Battalion Commander and
one emergency medical transport unit on all technical rescue incidents (excluding traffic
accidents and water incidents). The initial dispatch of these companies provides a minimum of
20 emergency response personnel to size-up and begin mitigation of technical rescue incidents.
The Truck Company is identified as the primary Rescue Company on most technical rescue
incidents. All responding units have adequate personnel trained to provide the assistance needed
to size-up and mitigate rescue incidents. Wilson County EMS and Wilson County Rescue are
also deployed on all rescue responses. In addition, other rescue agencies are available through
mutual aid agreements.

Appraisal
The existing SOPs are adequate for our current level of response. The ICS system identified in
SOP D-13 enhances the response to all emergency incidents including technical rescue incidents.
The Operations Manual in SOP D-9 outlines appropriate response guidelines for various technical
rescue incidents.    A review of the truck company operations policy D-2 indicates a need for
revision to incorporate its scope of Technical Rescue functions.

Plan
The SOP Committee will be charged to review and revise the truck company operations policy D-
2 in an effort to incorporate its scope regarding Technical Rescue functions.
The department will continue to monitor its response SOPs as related to Technical Rescue and
make any modifications as needed.

5E.5    There is an information system in place by which to record and analyze the results of the
technical rescue program.

Description
The WF/RS utilizes Fire Central’s records management system and Fire View GIS software to
analyze the frequency/location of responses to technical rescue incidents and the level of service
delivery as related to the department’s response. The department also utilizes a post incident
analysis system to evaluate the effectiveness of each incident response and discuss lessons
learned.
Appraisal
The information system currently in place has proven adequate for evaluating program
effectiveness. In August of 2006, a plan was developed for formalizing information gathered
from all events such as structure fires or other significant events where post incident analysis or
critiques were needed and/or conducted. The Department however was unsuccessful with the
implementation of this plan.

Plan
The Department will continue to monitor present systems for needed improvements. If and when
the need to change the system arises, consideration will be given at that time to research and
implement a new system. The Department will follow-up on the decision to formally record
information from post incident analysis and making the information available to all personnel for
the purpose of institutionalizing this practice into the department’s culture. The Department will
incorporate this practice into policy by October 2007.

5E.6 There is a periodic appraisal made of the technical rescue program.

Description
The Wilson Fire/Rescue Services currently utilizes a post-incident analysis system to evaluate
technical rescue response activities. In the addition, annual benchmarking activities for Truck
Company functions evaluate various tasks associated with technical rescue. This benchmarking
evaluates individual tasks involved in technical rescue such as various rope rescue applications.
These benchmark activities and post incident analysis sessions provide an opportunity to evaluate
current program and activities as associated with technical rescue. Areas of inadequacies are
identified and actions are taken to address these inadequacies during these activities.
The annual budget process provides a formal means for program evaluation as related to
equipment, supplies and/or personnel needs which may be needed to make the department’s
program more effective. Regular staff meetings also offer a medium for discussing the program’s
effectiveness.

Appraisal
The present appraisal methods work well to provide immediate feedback for situations already
encountered. The department however needs to improve the formal documentation process of the
post incident analysis and share lessons learned with all personnel and not just for those attending
the session.
Staff meetings are a helpful forum to discuss immediate and future needs of the department,
including technical rescue; however, a committee focused on the specifics of technical rescue
may be more appropriate.


Plan
The Wilson Fire/Rescue Services is, as a result of the self assessment process, evaluating the
technical rescue program and will establish a focused committee to constantly evaluate the
technical rescue program and needs. This committee will be coordinated by the Special
Operations Battalion Commander and include at a minimum the Truck Company Lieutenant from
each shift.
