Dear President,

The FIG is pleased to herein provide you with the Directives for the 30th Rhythmic
Gymnastics World Championships to be held in Moscow (RUS) from 20-26 September
2010.

These World Championships will be organised following the 2009 FIG Statutes, the 2010
Technical Regulations, the 2009 RG Code of Points as well as all other Rules and
Guidelines valid starting 01 January 2010, onwards, any possible amendments by the
date of these World Championships, and any complements decided in the meantime.

All participating Federations commit to abide by the Statues and all FIG Rules and
Regulations. Federations not respecting them will not be allowed to compete.

5. PARTICIPATION AND SIZE OF THE DELEGATION

Gymnasts from FIG affiliated federations in good standing may take part in these World
Championships. The maximum size of each delegation as per FIG Technical Regulations and
FIG Rules for Accreditation is as follows:

   -      all the Federations are entitled to participate either with a team of 3 to 4
          gymnasts or with 1 or 2 Individual gymnasts as well as with one group.

Your Federation must cover all bank fees in connection with the bank transfers. Please
state the name of your federation, the contact person and the payment purpose on the
transfer. The payment must be made in Euro only.

FIG Honorary Members who listed in the FIG Directory and former World Champions are
entitled to receive a free accreditation for these World Championship competitions,
provided that a request is sent in writing to the Organizing Committee by August 18,
2010 in order for the Organizing Committee to book the relevant seats accordingly. They
are entitled to have one “Accompanying person”.

Please send your photos for accreditation to the Organizing Committee and the FIG
before 18 August 2010.

6. LICENSES

Starting from January 1st, 2009 all senior and junior gymnasts willing to take part in
international competitions must have valid personal licenses. All licenses are to only
issued by the FIG Secretariat on the basis of data received from National Federations.

          The on-line Nominative entry will not be possible for gymnasts who have no
          license. All national Federations which still did not apply for licenses are kindly
          requested to do it as soon as possible.

The above licenses are considered as ‘gymnasts’ passports’ and are valid for all FIG
Events, Continental Unions’ Events, international competitions/tournaments.

During competitions FIG Licenses are to be basic proof for issuing accreditations.

Licenses are valid for two years (costs to be defined by the FIG Council)

7. GYMNAST’S BIOGRAPHIES

The gymnasts’ personal data will be controlled and completed by the FIG Media Staff
upon accreditation in order to update the gymnasts’ biographies.

8. JUDGES

The FIG brevetted judges are designated by their Federation and selected for the panels
by draw, taking into consideration the degree of the brevet, according to the Judges’
Rules.
Each Federation participating with a team and a group may present two qualified judges.
The federations participating with individual gymnasts and/or a group may present one
qualified judge. A maximum of one judge per federation will be called up to judge per
competition. For eligibility, see Specific Judges rules, article 5.

The composition of the Jury (12 judges per panel) is the following:

4 D judges (min. Cat II), as well as 4 A judges and 4 E Judges (min. Category III).

9. AGE LIMIT OF GYMNASTS

All participants must be minimum 16 years old in the year of the event (born in 1994 or
earlier).

10. REGISTRATION AND ENTRY FEES

Entries can only be made by FIG affiliated federations in good standing. Late or missing
registrations will be fined as per the Technical Regulations, Section 1, Reg. 4.1.

Entries received in the FIG Offices after the drawing of lots will not be taken into
consideration (i.e. the gymnasts will not be allowed to compete).

The Entry fee is of:

Swiss Francs 50.-- per gymnast (and reserves)
Swiss Francs 200.-- per group

The total amount of the entry fees are to be paid simultaneously with the submission of
the definitive entry, by June 16, 2010 at the latest. (In principle, these fees are not
refundable in cases of non-participation or incomplete participation).

Registrations without the appropriate payment of the entry fees within the given deadline
will be considered as invalid (i.e. the gymnasts will not be allowed to compete).

Entries received in the FIG Offices after the drawing of lots will not be taken into
consideration (i.e. the gymnasts will not be allowed to compete).

Federations which have not fulfilled their financial obligations towards the FIG (e.g.
annual membership fees, unpaid invoices etc.) and the Organising Committee will not be
allowed to participate in these World Championships either.

11. PROVISIONAL REGISTRATION

The provisional entries must be completed by entering the composition of the delegation
on-line (by using the National Gymnastics Federations’ intranet login and password) by
Wednesday 07 May 2010 by 12:00 (GMT time) at the very latest as follows:
http://www.fig-gymnastics.com This provisional on-line registration is open from 17
March 2010 onwards. Missing or late Provisional entries will be fined with CHF1’000.-.

12. DEFINITIVE REGISTRATION

The definitive entries must be completed by entering the composition of the delegation
on-line (by using the National Gymnastics Federations’ intranet login and password) by
Wednesday 16 June 2010 by 12:00 (GMT time) at the very latest as follows:
http://www.fig-gymnastics.com. This definitive on-line registration will be open starting
08 May 2010 onwards. Missing or late definitive entries will be fined with CHF 1’500.-
Definitive registrations received after the drawing of lots will be refused (i.e. the
gymnasts will not be allowed to compete).

13. NOMINATIVE REGISTRATIONS

The nominative entries must be completed by entering the composition of the delegation
on-line (by using the National Gymnastics Federations’ intranet login and password) by
Wednesday 18 August 2010 by 12:00 (GMT time) at the very latest as follows:
http://www.fig-gymnastics.com. This nominative on-line registration will be open starting
17 June 2010 onwards. Missing or late nominative entries will be fined with CHF 1’000.-

14. DRAWING OF LOTS

A draw will decide the starting order of the qualification rounds and the finals. Lots will be
drawn by a 'neutral' person 6 weeks before the start of the competition. The exact
location, date, and time will be announced in due course by the FIG to the parties
concerned.

15. COMPETITIONS FORMAT AND PROGRAMME

The competitions will be conducted according to the 2010 FIG Technical Regulations,
including Section 3 for Rhythmic Gymnastic, Reg. 5.

16. PUBLICITY

Please be aware that the new FIG Publicity rules on attire and equipment have come into
effect as of 01 January 2009. As the Code of Points foresee deductions should these rules
not be respected, you may therefore fill in the Publicity form on-line if deemed necessary
by 18 August 2010, at the very latest in order to have it approved. This on-line
publicity application will be open starting 17 June 2010 onwards. The Publicity Rule
Chart is available on the FIG website under “Rules” should you require additional
information on this issue.

17. MUSIC

The Federation of the RG gymnasts taking part in these World Championships will have
to confirm by filling in the “RG music Form” that the music used does not violate any
copyrights and that it can be broadcasted within sports. This on-line application will be
part of the Nominative on-line registration and will be open starting 17 June 2010
onwards and will have to be completed by 18 August, 2010. Detailed instructions will
be provided to you if need to be.

20. VISA

Please verify immediately with your travel agent or the Russian Embassy or Consulate in
your country if a visa is required for your travel to Russia. The Organizing Committee will
be happy to assist each Delegation member with an official invitation letter, provided that
the request is made before 20 June 2010. The request must include the function, full
name, gender, date of birth, citizenship and passport number, passport expiry date, and
the arrival and departure dates of the Delegation Member. You should also send to the
Organizing Committee passport copy of each member of your delegation. For Visa
request, please use the Forms attached.

Most nations of the world require visas to visit Russia. In our case the Russian Foreign
Ministry in Moscow will send special directives to the Russian Consulates throughout the
world in order to facilitate visa procedure for participants and guests of the 30th World
Rhythmic Gymnastics Championships. According to it you are to complete the attached
visa template with your personal passport information and e-mail it to the Russian
Rhythmic Gymnastics Federation. In compliance with your personal data a scanned
formal invitation letter will be issued and e-mailed back to you. It is to be taken to the
nearest Russian Consulate along with your corresponding personal documents such as
passport (valid for at least six months after the date of your departure from Russia), the
necessary number of pictures, completed application form, etc. We strongly recommend
calling the Consulate in question or study its website before taking the documents to the
Consulate.

Please be advised that you are to deal with the Consulate directly without applying to any
intermediate visa companies. The documents can be submitted by your representative,
no personal presence is required.

As the above visa procedure is exceptional, please make sure you mention that you are
applying for the Russian visa for the 30th World Rhythmic Gymnastics Championships.

Please be advised that with the formal invitation letter for the 30th World Rhythmic
Gymnastics Championships you can submit your personal documents to any Russian
Consulate in the world regardless of your citizenship.


21. TRANSPORTATION

The travel to Moscow will be at each delegation’s own expenses. The FIG and the OC
strongly recommend that each Federation take a cancellation insurance for their
transportation.

Accredited team delegations who will stay at one of the official hotels, who will book their
accommodation through the Organising Committee and who will fill in their travel
schedule by, 12 June 2010 at the latest will be provided with local transport from the
following official international airports:

Sheremetyevo Airport in Moscow

This airport/Train and Bus station – hotel service will be organized by the Organizing
Committee.

A shuttle service will be available for the local transport of all accredited persons from the
official hotels to the OLYMPIYSKY Sports Complex (i.e. training, warm-up, competitions
venues) and to any other official activities and back as needed.

Federations who do not book their accommodation through the Organizing Committee
will not be entitled to use the transportation system and will be responsible to be in time.
For Accommodation request, please use the Form attached.

22. ACCOMMODATION RESERVATION

All respective expenses for accommodation of each participating Federation or its
representatives are to be covered by respective Federation.

The Organizing Committee is delighted to provide with the following hotels (please
reserve hotel rooms via the O.C. only, in order to be provided with local transfers):

FIG affiliated member federations should request their accommodation as a matter of
priority. To secure your preferred category we strongly recommend that you fill in the

Deadline for “Accommodation Form”: to be sent to the Organizing Committee by 16
June 2010 at the latest.

Payment for the accommodation must be made in Euros as per exchange rates on the
date of a resp. invoice by bank transfer (to be paid within 3 days). Respective invoices
for payments in Euros will be issued by the O.C. upon receipt of your “accommodation
form” on the basis of the current exchange rate of the Central Bank of Russia ( – 2% ).

Your federation is responsible for covering all bank fees in connection with the bank
transfers.

The prepayment to the OC of 50% of the total cost of your accommodation must be
made at the time you fill in the “accommodation form”, or by no later than June 16,
2010, upon receipt of a respective invoice from the O.C.

Prior to your final payment, you may release 10% of your rooms initially confirmed
without penalty (before 18 August 2010). The excess deposit amount(s) as a result of
this maximum 10 % release will be rolled over into your final payment. After this date all
cancellations and releases will be subject to 100% payment. Deposit payments for any
excess rooms will be forfeited.

The final 100% payment to the OC will be required by no later than 18 August 2010.
This final payment is non-refundable.

Failure to forward the payment by the required dates will result in the reservations being
cancelled and in the deposit payment being forfeited.

Do NOT book directly with the hotel as transfers can then not be offered.

23. MEALS

Breakfast is included in the price of the hotel.

The meal plan is not compulsory and the delegations are free to make their own
arrangements to eat at their own expenses.

All meals reservations must be made by filling in the official “Meal Form” for Delegates
and Judges. This Form will have to be completed and sent to the Organizing Committee
by 18 August 2010 at the very latest

During the competitions, the working Judges will receive a light meal from the OC. They
will not need to book their meals.

Payment for the meals must be made together with the payment of the hotel by bank
transfer.

24. INSURANCE

The Host Federation, the Organizing Committee and the FIG will not be held responsible
for any liabilities in case of accidents, illness, repatriation and the like. The FIG Technical
Regulations (Section 1, article 12.10) foresee that all participating Federations are
responsible for making their own arrangements to have the necessary valid insurance
coverage against illness, accidents and for repatriation for all the members of their
Delegation. The OC will verify the insurance upon arrival of the delegation members (e.g.
cover note or photocopy of the valid policy). Delegation members with insufficient
insurance cover must inform the OC in writing in advance. The OC will subsequently offer
insurance at the Federations own charge as follows: Euro 3,00 per person / day.

25. WORKPLAN

The Workplan will be sent to all the participating federations six weeks at the latest
before the start of the competitions.

Important note: all current payments in Russia are only accepted in cash in Russian
Rubles. Foreign delegations are kindly requested to exchange money in advance at
international airports).

26. DOPING CONTROLS

Doping controls will be made as per the Doping Control Regulations of the FIG and
WADA.

27. DEADLINES SUMMARY
