Sub-program Expected Accomplishment

Expected accomplishment 2008-2009:
• Improved capacity for designing and
  implementing policies that take into account the
  interrelationships between agriculture and the
  environment, to be used in national development
  plans and strategies to achieve food security and
  sustainable development

Indicator of achievement:
• Increased number of member States with national
  development plans and strategies that incorporate
  interrelationships between agriculture and the
  environment

• The Subprogramme is on track to complete the following
  outstanding outputs by the end of the biennium:

    Substantive servicing of CFSSD-6/ Regional
    Implementation Meeting scheduled for 27-30 October
    2009 (underway)
    Recurrent publications: SDRA 2009 (focus on SCP)
    Technical material- Database on African Agricultural
    Markets
    Field projects:
       Sustainable Modernization of Agriculture and Rural
       Transformation
       Development, transfer and application of biotechnology for
       sustainable development in Africa

    Highlights of Output Implementation (4)
•    Due to various constraints, esp. timely availability of
     extra-budgetary resources, implementation of the
     following outputs will extend over the next biennium:

        Special events: high-level meeting on public-private
        partnerships in agro-industry and agribusiness
        (postponed to March 2010 - with UNIDO and FAO)

        Training workshops on:
       (i)   Environmental Accounting, and

       (ii) Institutional and Strategic Frameworks for Sustainable
            Development

        Field project on promoting biofuel development for
        sustainable development

AGRICULTURE: Adoption of a regional approach to
developing strategic food and agricultural commodity
value chains

Analytical work in support of NEPAD/CAADP implementation
(Agribusiness PPP doc, SMART project, Green Revolution
best practices, Parliamentary docs on CAADP and Food
Security, CMA position paper, ERA 2009)
Advocacy work through regional policy meetings
Adoption of the strategy by Conference of African Ministers
of Agriculture (April 2009) and the AU Summit (July 2009)
Follow-up collaborative work with FAO to help translate the
strategy at sub-regional and regional levels

 MANAGING LAND RESOURCES: Adoption of the
 AUC-ECA-AfDB Land Policy Framework and
 Guidelines
 Development, resource mobilization, and implementation
 of the AUC-ECA-AfDB Land Policy Initiative (LPI )
 Implementation of 5 sub-regional reviews and 5
 consultative workshops + 1 workshop on benchmarks and
 indicators
 Formulation of the Africa Land Policy Framework and
 Guidelines (ALPFG)
 Official adoption of the ALPFG by the Conference of
 African Ministers in charge of land (April 2009) and AU
 Summit (July 2009)
 Sub-program is set out to follow up through a second
 phase of the AUC-ECA-AfDB LPI – Focus on capacity
 building, VALPAF, technical assistance

CLIMATE CHANGE: Adoption of a common African
negotiating position towards the post-2012 global
agreement on climate change
Development of the joint AUC-ECA-AfDB ClimDev-Africa
Program and implementation of the ECA-based ACPC
Provision of technical inputs and mobilization of financial
resources to facilitate consultations and meetings of the
Africa Group of Negotiators and HL Panel of CC Experts
Common African negotiating position adopted by AMCEN
(May 2009), and endorsed by AU Summit (July 2009)
APF Special Session to advocate for African position
All activities implemented in close partnership with
UNEP/AMCEN Secretariat and AUC

FOLLOWUP ON WSSD/JPOI: Adoption by the 17th
Session of the CSD (CSD-17) of policy options and other
practical measures to expedite food security and
sustainable development in Africa

Preparation and consensus building on regional inputs
(Regional Review Reports, SDRA, Africa Statement)
Provision of inputs to SG Report and CSD Secretariat
Participation and advocacy at CSD-16, IPM for CSD-17, and
CSD-17.
Adoption by CSD-17 policy session outcomes reflecting
Africa’s perspective on policy options and other practical
measures for accelerating sustainable development

Capacity building in sustainable human settlements:
Increased awareness on need for better spatial development
planning and implementation; increased investment in urban
infrastructure, human skills development, financing and urban
governance

Capacity development on trade and environment
linkages: Increased awareness and capacity through
training for SADC and EAC member States on:
Legislation and strategies at national, sub-regional and regional
levels
Mechanisms for knowledge exchange and coordination between
trade and environment ministries
Implementation and monitoring of Multilateral Environment
Agreements (MEAs) with trade related obligations.

 Lessons Learned and Way Forward (1)
Mainstreaming and sustaining ECA work on climate
change and development
  Centrality, crosscutting and long-term nature of the
  climate change challenge for sustainable development
  Anticipated demand for analytical inputs, capacity-
  building and policy advice/assistance to member States
  in mainstreaming climate change concerns into core
  (macro and sectoral) development priorities, frameworks,
  policies and strategies
  Need to go beyond the “ClimDev-Africa/ACPC project
  arrangement”, which depends entirely on extra-budgetary
  resources
  Recommendation to sustain the work of the Secretariat in
  this crucial area through a mandated, dedicated “Climate
  change and development sub-programme”

 Lessons Learned and Way Forward (2)

Need to develop and implement an effective programme
to advocate, support and monitor the implementation of
the outcomes of the series of CSD policy sessions
Need to continue addressing the challenge of building
consensus on policies and strategies at regional level
Need for strong political commitment at the highest
level to achieving food security and sustainable
development
