Buyer-Seller Dispute Resolution Program The NCCBOR Buyer-Seller Dispute Resolution Program administered through the Better Business Bureau of Delaware, allows buyers and sellers to mediate or arbitrate disputes up to $10,000 arising out of the agreement of sale (including escrow disputes), for a minimal fee and quick resolution. This service is available to REALTOR® firms who are members of both the New Castle County Board of REALTORS® and the Better Business Bureau of Delaware. Since 2004, this program has offered buyers and sellers in New Castle County an alternative resolution process that is efficient, timely and fair.
