Summary of Goals and Objectives
Tier One Goals.
Goal 1: The gap between ELL and non-ELL students on select measures (CMT/CAPT Reading and Math, Suspensions days), will be
decreased by at least 30% points (an average of 10% point per year) while continuously improving the performance of non-ELL
students.
Goal 2: The gap between Hispanic students and non-Hispanic students on select measures (CMT/CAPT Reading and Math,
Suspensions days), will be decreased by at least 30% points (an average of 10% point per year) while continuously improving
the performance of non-Hispanic students.
Goal 3. The gap between students eligible for free or reduced lunch and students who are not eligible for free or reduced lunch on select
measures (CMT/CAPT Reading and Math, Suspensions days), will be decreased by at least 30% points (an average of 10%
point per year) while continuously improving the performance of non-eligible free or reduced lunch students.

ADDENDUM THREE: CENTRAL OFFICE VISIT PROTOCOL
The purposes of structured central office visits to schools are to:
1. Insure teachers and principals are following district guidelines relative to curriculum and assessment.
2. Insure we have effective and collaborative data teams.
3. Insure evaluations support district instructional goals.
4. Offer support to principals in accomplishing district goals.
Composition of Visiting Team: The superintendent, assistant superintendent, director of grants, director of special education, director
of supplemental programs, and literacy coordinator will comprise the visiting team.
Structure of Visits:
1. Meeting with the principal (15 minutes). The team will meet with the principal, review what the focus of the visit is and ask the
principal if there is anything in particular on which they would like feedback.
2. Classroom visits (1.5 hours).
a. The principal will prepare a visitation schedule, with two administrators visiting classes together, for approximately 20
minutes per class. (This will allow for visiting administrators to compare observations and develop some commonality
of language around what they are observing.)
b. Not all classes need to be visited each time, but all classes should be seen over the course of the year.
c. It is not expected that the principal accompany any of the visitors, but may do so if desired.
d. A specific classroom visitation/data collection form will be developed based on the goals identified in the district
improvement plan.
e. Over the course of the year, the team will also observe data team meetings.
f. With the exception of illegal, dangerous, or gross cases of negligence or incompetence, data or comments from central
office classroom visits will not be a part of the teacher evaluation process.
g. The teacher will be given a copy of any forms completed.
h. Teacher’s names shall not be recorded on visitation forms.
3. Debrief with the principal (30 minutes). The team will share observation with the principal.
4. Administrative Review (1.5 hours).
a. Using the attached guide, the superintendent and assistant superintendent will remain with the principal to review
progress in two key areas: data team meetings and evaluations.

b. A formal written action plan will not normally be developed as a result of this review, but there is an assumption that if
suggestions arise for changes or support, these will be addressed (by both central office and building administration).
c. As the nature of this part of the visit does look at processes and results within the building, some of the observations or
comments may be a part of the administrator evaluation process.
5. Faculty Feedback (10 minutes). A member of the team will be available at a planned Monday meeting to provide feedback to
the entire staff.
Frequency: Four visits will be scheduled for each school over the course of the year.
Planned Implementation:
1. Generate feedback from administrators.
2. Announce intent at convocation.
3. Meet with union leadership to review concept and details.
4. Revise wording and specific details as needed.
5. Email the plan to all staff.
6. Principals share the plan with staff at a faculty meeting.
7. Begin central office visits in October 2008.

ADDENDUM FOUR
Addendum to School and District Improvement Plans for Technical or Other Assistance Provided by the CSDE to meet the
Requirements of Sec. 1116 of NCLB
The Connecticut State Department of Education (CSDE), in partnership with the Stupski Foundation and Dr. Doug Reeves’ Center for
Performance Assessment, will support the school improvement process through the Comprehensive Accountability for Learning
Initiative. The initiative will serve as a professional development vehicle and will:
• Focus on the district as the primary change agent;
• Create a culture of professional learning communities in schools, district, and the state;
• Differentiate support based on individual district and school needs; and
• Increase student achievement for all students.
The CSDE will provide technical assistance to districts and schools who have been identified as “in need of improvement” through the
Comprehensive Accountability for Learning Initiative. This support will be provided by the CSDE, Regional Education Support
Centers (RESC) and SERC staff who are highly skilled educators with experience in school improvement. The following types of
support will be provided to district and school-level improvement teams, with priority given to districts receiving Title I funding:
• Telephone technical assistance;
• Periodic site visits;
• Guidance in the development and implementation of improvement plans;
• Professional development focused on accountability for student learning, data-driven decision making, implementation of data
teams, understanding standards, and aligning standards instruction and assessment; and
• On-site job-imbedded professional development follow-up and support.
The CSDE and the School Improvement and Literacy Unit shall coordinate communication between all stakeholders, the schools,
districts, RESCs and SERC while working to unify school improvement efforts in the state.
