1. PREFACE
Sarva Shiksha Abhiyan is a comprehensive programme launched by
Government of India to achieve the Universal Elementary Education within a specific
time frame. During the last few years various kinds of activities have been implemented
under this programme through out the country to improve the enrolment of children and
quality of elementary education. For the smooth implementation of these programmes an
annual work plan and budget are made at district and state levels. But even after such a
massive effort the assigned goal of Universalization of Elementary Education is still
eluding. Reasons must be many.
Therefore, the MHRD has assigned the task of continuous monitoring and
supervision of SSA programmes throught out the country to some identified Institutions
in every State. For the state of Bihar, A. N. Sinha Institute of Social Studies (ANSISS),
Patna and Jamia Milia Islamia (JMI), New Delhi was identified for this purpose. A. N.
Sinha Institute was entrusted to monitor 17 districts. In the first phase of 2006-07, four
districts (namely Khagaria, Katihar, Sitamarhi and Sheohar) and in the 2nd phase of
2006-07, next four districts (namely Jamui, Lakhisarai, Munger and Sheikhpura) were
taken up for monitoring & supervision and the report was submitted to Government of
India. Next year in 2007-08, next four districts (namely Begusarai, Darbhanga, Saharsa
and Samastipur) were taken up in its first phase for the monitoring and supervision. And
a report was submitted to Government of India. In the 2nd phase of 2007-08, remaining
five districts namely Muzaffarpur, Patna, Saran, Siwan and Vaishali were taken up
for the monitoring and supervision. However, in case of the district of Patna final report
could not be incorporated in this volume because of some unavoidable reasons. Its final
report shall follow.
The report for this phase was prepared after collecting the data obtained through
the monitoring visits of our team in sampled schools of sampled districts on the basis of
the data as provided at the SPO and DPO levels.
The report has also been prepared with the combined efforts and cooperation of
the team members working on this project. I acknowledge the efforts of our Research
Officers namely Dr. S. P. Jaiswal, Mr. Manoj Kumar Sinha, Mr. Dinesh Kumar Singh
and other two Research Officers namely Ms. Mukta Sinha and Mrs. Mani Kumari.

5. INTRODUCTION
1.1 Overview
Sarva Shiksha Abhiyan is a time-bound sponsored programme launched by
the Ministry of Human Resource Development (Govt. of India) through out the
country to achieve specific major goals relating to elementary education. The
salient feature of SSA is to insure free and compulsory education for all children
up to the age of 14 years. It includes:
(a) Universal enrolment of 6 – 14 years children by 2003,
(b) All children to complete class V education by 2007 and class VII
education by 2010,
(c) Bridge all gender and Social gaps in elementary education and
(d) Improvement in the quality of elementary education.
To achieve these goals successfully, every year an annual work plan and
budget are prepared both at the district and the state levels and it is finally
approved by the Ministry of Human Resource Development (Govt. of India).
Accordingly, for successful implementation of SSA related interventions, specific
physical and financial targets are allotted every year to the districts and the states.
Sarva Shiksha Abhiyan is a comprehensive programme of Government of
India, involving expenditure of several crores of rupees in which several thousands
of implementing personnel are also engaged. During the last few years various
kinds of activities have been initiated to improve the enrolment of children and
quality of elementary education throughout the country. But even after so much
effort the assigned goal of universalization of education has not been achieved as
yet.
Therefore, for successful implementation of the SSA programme and to
know the problems and barriers in its implementation, the MHRD has entrusted
the task of continuous monitoring and supervision to some identified institution in
every state. A. N. Sinha Institute of Social Studies (ANSISS), Patna and Jamia
Milia Islamia (JMI), New Delhi has been identified for this purpose in Bihar. JMI

is the lead institute and monitoring 21 districts of Bihar while ANSISS is
monitoring 17 districts.
As per the revised term of reference MI is expected to cover 5% of
elementary schools/EGS/AIE centres in all districts allotted to them during a
period of 2 years. The first two years will be 2006-07 and 2007-08. During every
six months within these two years, both ANSISS and JMI have been asked by the
MHRD to collect the feedback data by visiting 1/4th of the districts (i.e. 25%
districts) allotted to them. In this way ANSISS has visited 12 distrcts in the last
three phases and in this phase ANSISS has visited remaining 5 districts while JMI
has visited 5 districts in all the phases.
1.2 Objectives:
The report has been prepared on the basis of following objectives as
specified by the Ministry:
(a) To assess the progress of implementation of approved plans of
2007 – 08 in the sample districts and the state,
(b) To check the progress in achievement of some key outcome
indicators of SSA programme, and
(c) To verify process and procedure undertaken for implementation
of SSA during 2007 – 08.
1.3 Scope of Work:
The present report has covered the activities of 4 programmes, namely
(a) Sarva Shiksha Abhiyan (SSA) Programme,
(b) Mid-Day Meal (MDM) Scheme,
(c) Kasturba Gandhi Balika Vidyalaya (KGBV) Scheme, and
(d) National Programme for Education of Girls at Elementary Level
(NPEGEL)

6. METHODOLOGY
2.1 Sample:
(i) Out of 17 districts, remaining five districts of Bihar, namely
Muzaffarpur, Patna, Saran, Siwan and Vaishali were selected for the
study of 2nd phase 2007-08.
(ii) Of the total schools 5 percent were sampled from each elected
district, covering all the blocks of the districts. The sampling details
are presented in the following table:

2.2 Research Design:
A survey method was used for collecting the data from all the four districts.
3.3 Tools:
The data has been collected through Interview Schedule from sampled
schools, BRC and CRC from all the four districts, which was developed by the
Ministry. The following tools were adopted in this study:

(i) Schedule for collecting State level data,
(ii) Schedule for collecting district level data,
(iii) Interview Schedule for collection data from schools, BRC and CRC
level,
(iv) Field dairy for recording observation,
(v) Group discussions from villagers, VSS members, MTA members,
BRC/CRC Coordinators etc.
In each district, the Monitoring Institution (MI) of ANSISS has cross
checked the official data received from the SPO as well as the DPO at school level
to note the progress of interventions relating to SAA, MDM, KGBV and NPEGEL
programme. In some districts, DPO data could not be obtained from the district
level because DSE/DPC showed his inability to give all the details required by the
MI. At school level, the data have been obtained from school records and by the
physical verification at the time of visit. The Headmaster, teachers, VSS members,
MTA members and community people were also interviewed on many issues.
After collecting the data the MI has analysed the data for monitoring purpose.

7. PROFILE OF SAMPLED DISTRICTS
For the purpose of Monitoring of SSA programme in Bihar, the Monitoring
Institution of ANSISS has visited four districts namely Muzaffarpur, Saran, Siwan
and Vaishali in the 2nd phase 2007-08. Muzaffarpur and Vaishali districts are the
part of Tirhut Division while Saran and Siwan districts are the part of Saran
Division. All these districts are situated in the North and the West in Bihar.
However, these districts do not contain same administrative set up, population
composition, literacy status and educational facilities. The differences in the nature
of the variables in different districts may have caused differences in the over all
results and performance of SSA programmes in different districts. It is, therefore,
felt that a brief profile of sampled districts should be presented in this chapter to
highlight their specific background status.
3.1 Administrative Division:
The details of administrative divisions such as geographical area, number
of blocks, number of panchayats, number of inhabited villages and number of
municipalities of each sampled district has been presented in the following table:

The table 3.1 reveals that the sample districts are widely at variance in the
above mentioned characteristics. Muzaffarpur district has the largest area and
highest number of panchayats and villages. On the other hand, Saran district has
largest number of blocks and municipalities while Muzaffarpur, Siwan and
Vaishali have equal number of municipalities.
3.2 Population Composition:
The Characteristics of population composition of the sampled districts have
been presented below in table 3.2.

The total population and the percentage of urban population are highest in
Muzaffarpur district and lowest in Siwan district. As regard the SC/ST population
of the sampled districts, the percentage of SC/ST population is highest in Vaishali
district and lowest in Siwan district. The percentage of female population is
highest in Siwan district and lowest in Muzaffarpur District.
3.3 Educational Characteristics:
The educational characteristics of all the sampled districts have been
presented below in table 3.3.

In terms of indicators like total literacy rate and female literacy rate
Vaishali district is ahead at all the sampled districts while Muzaffarpur district is
at the lowest position from all the sampled districts. But in the male literacy rate
Saran district is ahead and Muzaffarpur district is at the lowest position. The total
number of schools (i.e. Primary and Upper Primary Schools) is highest in numbers
in Muzaffarpur district and lowest in Saran district in all the sampled districts.

8. INTERVENTIONWISE FINDINGS ON PROGRESS OF SSA
PROGRAMME IN 2007–08
In order to achieve the basic goals of Universalization of Elementary
Education under SSA programme, a number of interventions are implemented
every year in each district. For this purpose, every year an annual work plan and
budget is prepared at the district level, which is finally approved by MHRD, Govt.
of India. After the approval of annual work plan and budget, some physical and
financial targets for the DPO have to be fixed by the Government of India to
achieve the specific goals under different interventions. Accordingly, the DPO
implements various activities and submits feedback reports on theprogress of such
activities to the Government of India. In the year 2007–08, all the districts of Bihar
including the 4 sampled districts have done the assigned task but there is always a
need to cross check the data to know the actual progress at the grassroots level.
Keeping this view in mind and to fulfill the need of assigned tasked by the
Government of India, Monitoring Team of ANSISS visited some sampled schools,
BRCs, CRCs and KGBVs of sampled districts to gather the data as per the format
provided by MHRD. The intervention-wise findings have been presented in this
chapter as follows:
4.1 Opening of New Schools:
As per the DPO data, in Saran district 80 NPS & 80 NUPS, in Siwan
district 110 NUPS and in Vaishali district 31 NPS & 141 NUPS have been
sanctioned in 2007-08. But the DPO of Muzaffarpur district has not given the data
in this regard.
Out of the above mentioned sanctioned NPS, none of them has been
opened in the concerned district. On the other hand 96.4% NUPS has been opened
in Siwan district and 66.9% NUPS has been opened in Vaishali district. But none
of the NUPS has been opened in Saran district. Land identification is not
necessary for these NPUS because all are the upgraded NUPS and it was opened at
the same place at old Primary Schools.

4.2 Civil Works:
The physical target of civil works for the year 2007–08 as per the
information provided by the DPO of the sampled districts and their progress is
presented in table 4.2.
(i) Construction of Additional Classroom:
As per the DPO data, the physical target of ACR (including spill over) for
the 2007–08 in Saran district was 5397, in Vaishali district it was 2516, and in
Siwan district it was 0. The DPO data was not given by the Muzaffarpur district in
this regard. But in respect of these targets the physical progress of ACR is
unsatisfactory in all the sampled districts except Saran district. The completion
rate in construction of ACR is 54.6% in Saran district and 40.1% in Vaishali
district. The MI observers found that the physical progress of ACR construction of
Siwan district was very poor because the schools of this district have not
completed their ACR construction which was given by the DPO in previous
financial year i.e. 2006-07.
(ii) Construction of School Building (DLS & BLS):
The physical progress in construction of school building for dilapidated
schools and building-less schools is very slow in Siwan and Vaishali district,
while Saran district is far better than the Siwan and Vaishali district where
according to the DPO data the physical target was 92 and out of this target, in 88
schools the work was completed, in 2 schools the work was in progress and in 2
schools the work was not started. The DPO of Muzaffarpur district has not been
provided the data on this issue.
During the course of visit of sampled schools of the sampled districts, the
MI has observed the same situation on the physical progress of DLS and BLS
(table 4.2 b).

(iii) Drinking Water Facility:
According to the DPO of Siwan district, there was not any physical target
on the Drinking Water Facility while in Saran and Vaishali district the physical
target was 492 and 260 respectively and out of these target in Saran district 476
schools has completed this work and in 16 schools the work was started while in
Vaishali district 206 schools have completed this work and in 11 schools the work
was in progress. Thus the completion rate of Drinking Water Facilities is 96.7%
and 96.7% in Vaishali and Saran districts respectively. The DPO of Muzaffarpur
district has not been provided date on physical target and progress of drinking
water facilities to MI.

progress in provision of drinking water source to school has been encouraging in
all the sample districts.
(iv) Toilet Facility:
As per the information provided by the DPO, the physical target of
construction of toilets in Saran and Vaishali district was 1550 and 410 respectively
for different schools. Out of them, in Saran district the construction of 1501 toilets
has been completed and in 49 schools the work was not started. On the other hand,
in Vaishali district the construction toilets have been completed by all schools.
Thus the completion rate of toilets is 96.8% and 100% in Saran and Vaishali
district respectively.
In Siwan district; there was not any physical target in respect of toilets
construction while the DPO of Muzaffarpur district has not given data in this
issue. But during the time of visit of sampled schools of these districts, the MI
team members has found that construction of new toilets were completed in 60
schools of Muzaffarpur district on the other hand in Siwan district the construction

of new toilets has been completed by 14 schools, the work was progress in 11
schools and in 6 schools the work was not started.
(vi) Construction work of Compound walls:
As per the DPO data of Vaishali district, the physical target of construction
of compound walls (including spillover) for the period 2007-08 was 1296. But in
respect of this target, the physical progress of construction of school compound
walls is very slow in this district. For cross checking the data, MI has visited in the
sampled schools and found the information correct.
In Saran and Siwan district; there was not any physical target in respect of
compound walls construction while the DPO of Muzaffarpur district has not given
data on this matter. On the other hand during the field visit of the sampled schools,
MI observers have found that the construction of compound walls were completed
in 28 schools, 22 schools and 1 school respectively in Muzaffarpur, Saran &
Siwan district, the work in progress in 10 schools, 5 schools and 4 schools and the
work was not started in 7 schools, 9 schools and 16 schools respectively in same
order.
(vii) Construction work of Child Friendly Structure:
As per the DPO data of Vaishali district, the physical target was to
construct 610 Child Friendly Structures respectively (i.e. Slides, swings, see-saw
etc.) in schools. Out of these targets majority of schools has not completed this
work.
There was not any physical target in respect of Child Friendly Structure
construction in Saran and Siwan district while the DPO data has not been provided
by Muzaffarpur district in this matter.
During the visit of sampled schools, the MI has observed that the physical
progress of construction of child friendly structure is very slow in the sampled
schools of all sampled district.

(viii) Construction work of Ramp:
The DPO of Muzaffarpur district was not given data on the construction
work of Ramp. On the other hand the DPO of other sampled district reported that
there was not any physical target in respect of Ramp construction during 2007-08.
Therefore, only the observation of MI is reported.
During the visit of sampled schools of sampled district, the MI has found
that civil work for the construction of Ramp was completed in 46 schools of
Muzaffarpur district, 42 schools in Saran district, 3 schools in Siwan district and 8
schools in Vaishali district. On the other hand, the construction work of Ramp was
not started in 1 school of Muzaffarpur, 5 schools of Saran, 5 schools of Siwan and
3 schools of Vaishali district.
(ix) Electrification:
As per the DPO data, the physical target of Electrification for the year
2007-08 in Saran distrct was 50, in Vaishali district it was 43 and in Siwan district
it was 0. In respect of these targets, Saran and Vaishali district has been completed
100% work but this work was not completed by all schools of Siwan distrct which
was given by the DPO in the previous financial year i.e. 2006-07.
The DPO of Muzaffarpur district has not given the data on the physical
target and progress of Electrification.
(x) Construction work of BRC Building:
In Saran district the physical target for construction of BRC building was
20 and out of them 1 BRC building construction has been completed. On the other
hand, in Vaishali district the physical target for construction of BRC building was
1 and the BRC building construction has been completed. MI has also visited in
sampled BRC and found the information correct.

According to the DPO of Siwan district, there was not any physical target
on the BRC building construction while the DPO of Muzaffarpur district has not
been provided data in this regard.
(xi) Construction work of CRC Building:
In respect of CRC building construction, the DPO data reveals that in Saran
district the physical target for the construction of CRC building was 135 and out of
them 123 CRC building construction have been completed. For crosschecking the
DPO data, the MI has also visited in the sampled CRCs and found the information
correct.
According to the DPO of Siwan and Vaishali district, there was not any
physical target on the CRC building construction while the DPO of Muzaffarpur
district has not been given data in this issue.
COMMUNITY PARTICIPATION IN CIVIL WORKS:
(i) Training of VSS for execution of civil works:
Several VSS of the sampled schools who were given civil works have not
received any training for execution of civil works by the Technical person of the
DPOs of sampled districts. The percentages of sampled VSS of the sampled
districts who have been trained on civil works ranged from 27.1% in Saran district
to 47.7% in Muzaffarpur district.
(ii) Availability of Community Manual for Civil works to the VSS:
Majority of VSS reported to MI Observers that they have not received any
type of community manual for civil works. It was found in very few sampled
schools of sampled districts (ranging from 4.2% in Saran district to 9.2% in Siwan
district).

(ii) Maintenance of Separate Account of funds by the VSS:
None of the sampled schools of the sampled districts has maintained
separate account of funds and construction materials for civil works (Table 4.2k).
(iii) Technical supervision and frequency of visits for the supervision of
civil works:
As per the information provided by the SPO the technical supervision of
civil work at district level has done by one Executive Engineer, two Assistant
Engineers and one Junior Engineer.
At the block level the Technical Supervisors who are diploma holders in
civil engineering have been engaged on the contingency basis @2.5 % of the
estimated cost to support Bhawan Nirman Samiti (a sub committee of Vidyalaya
Shiksha Samiti) in construction work.
At the time of field visit several VSS reported to MI observers that
Technical Supervisors have visited and guided during construction of civil works
ranging from 33.3% in Saran district to 50.4% in Muzaffarpur district (Table
4.2k).
(iv) MI Impression on Quality of Construction:
In respect of the civil works especially the buildings, compound wall and
child friendly elements, the quality of construction appears good in majority of
schools of the sampled districts. However, the community members in some
blocks reported that the contractors were using poor quality of materials (bricks,
sand, concrete etc.) and the right proportion of cement was not being used in the
building construction.
4.3 Textbooks:
To achieve the goal of universal enrolment and retention a provision is
made in SSA programme to supply free text books to all girls and all SC & ST

children enrolled in the school. The purpose to give this incentive was to
encourage the poor parents to send their children to school without any extra
burden on them. Therefore it is expected under SSA programme that the free text
books must be provided to all girls and all SC & ST students of all classes within
one month of opening of schools. The SPO has to take proper measures for this.
The MI has collected data in this issue from the sampled districts and the findings
have been presented below:
(i) Number of children given free text books:
• As per the DPO Data, in Saran district 326900 students and in
Vaishali district 316000 students has been received FTB from SSA
funds. But the DPO data could not be provided by Muzaffarpur and
Siwan district in this issue.
(ii) Date of Receiving and distribution of Text books in the districts:
• The FTB has been received by Saran district in February
2007, Siwan district between February to June 2007 and Vaishali
district between January to April 2007. The DPO data has not been
given by the Muzaffarpur district in this regard.
• According to the DPO data, The FTB has been distributed among
the schools of Saran district in March 2007 while it has been
distributed among the schools of Siwan district May 2007 to
February 2008. On the other hand in Vaishali district, it was
distributed among schools between May to November 2007.
• The books were distributed in sampled schools as and when the
books were received by the concern school. Thus except 2 schools of
Siwan district none of the sampled schools of the sampled districts
have been distributed the FTB within one month of opening of the
schools.

(iii) Distribution of free textbooks in all subjects for all classes (cross
checking of schools):
During the visit of sampled schools of the sampled districts, the MI found
that very few of sampled schools of the sampled district (ranging from 5.3% in
Siwan district to 34.8% in Muzaffarpur district) have been given the FTB for all
subjects, in all classes to all eligible students (Table 4.3).
4.4 School Grants:
Under the Sarva Shiksha Abhiyan Programme each Primary School gets
Rs.2000/- and each Upper Primary Schools gets Rs.4000/- as school grants for
beautification (i.e. repair and development) of schools. The grants are released to
the VSS of the school for its utilization as per the guidelines given to them by the
DPOs. The specific observations on this issue as per the monitoring format given
by the MHRD are illustrated in Table 4.4 in and the findings are as follows:
(i) No. of school (PS and UPS) approved for school grants:
According to the DPO data of Muzaffarpur, Saran and Vaishali district the
number of schools approved for grant in 2007-08 was 3810, 3027 and 2560
respectively. But the DPO data could not be provided by Siwan district in this
issue.
(ii) Month of Release of Fund from DPO to VSS and utilization of grant:
The DPO of Muzaffarpur district reported that the grant has been released
by them in November-December 2007& March 2008 while the DPO of Saran
district reported that the school grant has been released by them on 29.8.07,
21.1.08, 25.1.08 & 7.2.08. On the other hand the DPO of Vaishai district reported
that it has been released by them on 26.7.07, 30.10.07, 30.11.07, 28.12.07,
30.1.08, 15.3.08 & 29.3.08. But the DPO of Siwan district has not mentioned the
date of release of school grant. Thus in all the sampled districts, the school grant
was not released within two months of opening of schools.

The DPOs of all the sampled districts have claimed that a school grants
utilization guidelines has been given to each school. But cross checked data of MI
revealed that the school grants guidelines has not received by any of the sampled
schools of the sampled district.
The utilization of the Schools grants has also been crosschecked by MI in
the sampled schools of the sampled districts. It was found by the MI that except
some schools (38.1%) of Siwan district it was not fully utilized in rest of sampled
schools of sampled district as the VSS received the grant late. (Table 4.4).
(iii) Centralized Purchase by DPO for Schools from School grant:
The DPO has not made the centralized purchase of any item utilizing the
school grant in any of the sampled districts. The VSS of each school has been
given full power to utilize these grants. The VSS take the resolution in its
meetings as how to utilize the grant.
(iv) No. of schools who mentioned correctly the receipt and expenditure of
school grant in Cash book:
Only 36.3% schools of Siwan district has mentioned correctly the receipt
and expenditure of School Grant in Cash Book while the School Grant was not
used by any sampled schools of the rest sampled district (Table 4.4).
4.5 Teachers and Teachers Training:
The lack of adequate number of teachers in schools has hindered the
progress of Elementary Education in various states. Therefore, a policy has been
made under SSA programme to sanction a target number of teachers every year in
schools for each state and districts. MI has collected data on this issue and the
findings have been presented below:
(i) Number of Additional Teachers Sanctioned for 2007-08 and No. of
them recruited in 2007-08:
• The DPO data for this issue was not provided by any sampled districts.

• The recruitment of teachers was done by the State Government through
the help of Panchayati Raj Institutions (PRIs) selection committee in all
districts.
• All teachers were recruited on regular basis with consolidated salary
(Rs.5000/- per month).
As regards the vacancy in Sanctioned Teaching Posts, during the field
visit in the Sampled Schools it was observed by MI that in very few of
sampled schools of all the sampled districts the sanctioned posts of teachers
was vacant (ranging from 6.6% in Saran district to 21.2% in Siwan district).
(ii) Number of Schools where all teachers were present on the Day of Visit:
• During the field visit of the sampled districts, the MI observers found in
a few of the sampled schools where all teachers were present (ranging
from 36.1% in Muzaffarpur district to 56.6% in Saran district) on the
day of visit.
• Many of them as reported by the present teacher were looking after the
civil works of respective school or verified BPL list of the concern
block or on deputation elsewhere.
• None of the teachers were found habitual absentee.
• The rapport between teachers and students in all the sampled schools
were found satisfactory.
(iii) Teachers Training:
According to the DPO, the Target No. of teachers to be given in-service
training was 1500 in Muzaffarpur district, 7383 in Siwan district and 8000 in
Vaishali district. The DPO data was not given by Saran district in this regard to
MI.
The crosschecked data of MI has revealed that 0.8% sampled teachers of
Muzaffarpur, 3.6% sampled teachers of Saran, 19.1% sampled teachers of Siwan
and 23.2% sampled teachers of Vaishal district have got the in service training
during 2007-08 (Table 4.5b).

As far as the induction training to the newly appointed teachers (PSM/NS)
is concerned, none of the teachers of the sampled schools have received induction
in the sampled districts.
The Refresher Training has been organized by Siwan and Vaishali district
while other sampled district has not been given data in this matter (Table 3.5 b).
(iv) Calendar of Teacher’s Training, Content and Module of Training:
As per the information received from the SPO, the Districts have prepared
their own calendar and provide training accordingly. The DPO of the sampled
districts have been selected the BRCs and CRCs as training venue and the training
modules have been prepared by the SPO. The training has been imparted by
Resource Teachers (Trainer).
4.5 Teaching Learning Materials (TLM) Grant:
Under the SSA programme, to improve the quality of education there has
been made provision of giving TLM grant @ Rs.500/- per teacher every year so
that the teachers can purchase or innovatively prepare the TLMs. For better use of
TLM grant, there is also a provision for supplying TLM guidelines to each school
and organizing training programme for all teachers on TLM preparation and use.
MI has gathered data on these issues from DPOs and the sampled schools and the
findings have been presented bellow:
(i) No. of Teachers Sanction for TLM Grant:
According to the DPO data of Muzaffarpur, Saran and Vaishali district the
total number of teachers was sanctioned for TLM grant in 2007-08 were 11059,
8152 and 9632 respectively. Out of them only 100% sanctioned teachers of
Muzaffarpur & Saran district and 99.9% sanctioned teachers of Vaishali district
has been received the TLM grant. But the DPO of Siwan district has not been
given data in this issue.
(ii) Date/Month of Release of TLM Grant:
For the year 2007-08, the TLM grant has been released by Muzaffarpur
district in November-December 2007 & March 2008 while in Saran district it was

released on 19.11.07, 24.1.08, 16.2.08 & 10.3.08. On the other hand it has been
released by Vaishali district on 24.9.07, 5.10.07, 30.10.07 30.1.08 & 29.3.08. But
the DPO data for date and month of release of TLM grant could not be available in
Siwan district. Thus the school grant was not released by the DPO in time.
(iii) Whether TLM guideline has been given by DPO to all teachers:
During the field visit of sampled schools MI observers asked about the
TLM guidelines to the HM and teachers whether they have received TLM
guidelines or not. In response of this question, the HM and teachers replied that
they have not received any guidelines in this regard.
(iv) Display of TLM and Utilization of TLM by Children:
Physical verification of the Classroom teaching in the sampled schools of
the sampled districts disclosed that none of the sampled schools has displayed
TLM in the classroom.
(v) Training of Teachers on use of TLM:
As regard the training of teachers on use of TLM is concerned, it was
observed that in all the sampled districts none of the teachers in any sampled
schools have received TLM training. Teachers reported that they have not received
any formal training for preparation and use of TLM.
4.7 EGS and AIE Centres:
The major objectives of SSA programme are to provide schools with all
structural facilities that can provide accessibility to all habitations. But it is a time
taking process; therefore a policy has been adopted under the SSA programme to
set up Education Guarantee Scheme (EGS) Centres in all habitations that are
eligible to have a Primary School as per SSA norms but lack it. Furthermore, in
many villages several children, especially the girls, have been found that they have
discontinued their studies in the midway for various reasons. Keeping this view in
mind, another policy has been adopted under the SSA programme to bring back
them again to school education. For this purpose, a flexible strategy has been

adopted for setting up Alternative and Innovative Education (AIE) Centres at
suitable places keeping in view the community demand and the needs of drop-out
children. It has been decided that education in EGS Centres shall be provided
through textbooks and in AIE Centres through bridge course materials. There
different type of grant allocations to EGS and AIE Centres including the payment
of salary to the Educational Volunteer (EV), TLM purchase, Procurement of TLEs
and contingency expenses. For building the capabilities of the EVs, training
programmes are to be organized and academic support is also to be provided to
them by BRCCs and CRCCs and finally, the pass out students of EGS and AIE
Centres are too mainstreamed in the nearby formal schools. As the time will go
ahead, the EGS Centres will be upgraded to NPS in a phasewise manner. At
district level, one District Coordinator has been appointed to look after the
implementation of the EGS and AIE activities and send it’s the feedback report to
the SPO regarding progress and status of these centres. On how far this system is
operated in 2006-07 and 2007-08, the MI of ANSISS has collected data and major
finding have been presented below:
• The EGS/AIE centre has not been open by any sampled schools.
• The EGS and AIE centres which was running previously in four
sampled districts, as per the State Government policy, majority of
these centres are merged into New Primary Schools which are to be
opened in the same place where these centres were running.
• A designated district Coordinator for EGS/AIE is posted in all the
sampled districts to look after their activities.
• Monitoring format has been used by all sampled district to send the
data on EGS to the SPO.
• The DPO of all sampled district has been submitted the feedback to
the SPO on monitoring basis.

4.8 Children With Special Needs (CWSN):
A policy has been made under SSA programme to provide education to all
children with special needs irrespective of kind, category and degree of their
disability. Under this policy several activities have been prescribed for
performance, such as (a) identification and enrollment of the CWSN, (b) disability
assessment and supply of aids and appliances to the needy CWSN, (c) provision of
support services by engaging Resource Teachers and NGOs, (d) parents
counseling, (e) capacity building of the district IED Coordinator etc. The MI has
made some observations of the progress on these items during 2007-08 in the
sampled districts and the findings have been presented below:
(i) Number of children Identified and enrolled as CWSN:
According to the DPO data the number of CWSN identified in Muzaffarpur
district is 7635, in Saran district 6423, in Siwan district 4458 and in Vaishali
district 11190 during 2007-08 and out of them 70.4% in Muzaffarpur, 54.6% in
Saran, 80% in Siwan district and 85.9% in Vaishali district have been enrolled in
different schools (Table 4.8a).
(ii) Aids Given to CWSN children:
As per the DPO data of Saran, Siwan and Vaishali district only 10.3%,
5.3% and 1.7% CWSN children ahs given aids and appliances during 2007-08.
But the DPO of Muzaffarpur district has not given data in this regard. However
the DPOs of sampled districts reported to the MIs that they have not faced any
difficulty in providing these aids and appliances. During the visit in the sampled
schools of sampled districts the MI observers found that out of them (total enrolled
CWSN in sampled schools) only 2.9% CWSN in Muzaffarpur, 5.9% CWSN in
Saran, 6.8%% CWSN in Siwan and 2.4% CWSN in Vaishali district have actually
received aids and appliances. Among the aids provided to CWSN are tricycles,
wheel chairs, Hearing Aids, Steel rods and Shoes.

(iii) No. of Enrolled CWSN Actually Present on the Day of Visit:
In all the sampled districts majority of CWSN were present (ranging from
42.4% in Vaishali district to 59.5% in Saran district) on the days of visits of the
MI to the sampled schools.
(iv) Academic, Structural and other Support to CWSN:
According to the DPO data, 48 Resource Teachers in Muzaffarpur district,
12 Resource Teachers in Saran district, 2 Resource Teachers in Siwan district and
8 Resource Teachers in Vaishali district have been identified for CWSN during
2007-08. In this regard, all the sampled DPOs have reported that RTs have been
engaged during 2007-08.
The MI has crosschecked several schools where CWSN children have been
enrolled and found that in only few of them (ranging from 13.3% in Siwan district
to 51.1% in Muzaffarpur district) RTs has been recruited for the CWSN (4.8b).
The DPO of all sampled district have issued guidelines to the RTs for
maintaining their responsibilities.
As per the DPO data, in all the sampled schools where RTs have been
engaged, they perform their duties properly according to guidelines but the field
data saying some thing else which was collected by MI during the visit of sampled
districts. The HM, other teachers and community people reported to MI that the
RTs do not perform their duties properly because they do not visit the concern
schools regularly and not talk with the CWSN parents about the problems of their
children.
This again proves that these DPOs have not been sincere in implementing
the CWSN activities.
The home based support has not been provided by all sampled district to
the CWSN except Muzaffarpur and Vaishali district (Table 4.8b).
As per DPO data, in Muzaffarpur district 2058 schools, in Siwan district
400 schools and in Vaishali district 524 schools has provided with ramps during
2007-08. On the other hand the DPO of Saran district has failed to provide the data
in this matter. For crosschecking the data MI members has visited in the sampled

schools of sampled district and found that in very few of schools ranging from
2.7% in Siwan district to 34.4% in Saran district have constructed the ramps in
2007-08 to facilitate the CWSN to go to classrooms on wheel chairs (Table 4.8b).
(v) Progress in Capacity Building of District IED Coordinator Monitoring
of CWSN activity and Counseling of Parents:
In all the sampled districts there is a designated District IED Coordinator in
the DPO. The IED Coordinator of all sampled districts has been given orientation
on CWSN activity by the SPO.
All the DPOs of sampled district reported that they have sent the feedback
data to the SPO on monthly basis by using the monitoring format during 2007-08.
As per the DPO data, 1800 CWSN parents in Muzaffarpur district, 1680
CWSN parents in Siwan district and 3500 CWSN parents in Vaishali district have
been counseled. But the DPO of Saran district has not been provided data in this
regard. However the MI members has crosschecked the data in all sampled district
and found the information correct. But in this regard very few CWSN parents have
been counseled by all sampled district.
4.9 National Programme for Education of Girls at Elementary Level
(NPEGEL) in 2006-07:
The girls’ education has always been given less preference in the Indian
society and various reasons the parents do not send their daughters to schools. But
under SSA programme, girls’ education has been given a special importance. To
support this aspect, the Govt. of India has been implemented another programme,
named as National Programme for Education of Girls at Elementary Level
(NPEGEL). Under this programme, a policy has been adopted to set up some
Model Cluster Schools (MCS) in areas of low female literacy rate with provision
of a special package of structural, academic and financial facilities to organize
several activities. The MI has collected data on various items of this programme
and the findings have been mentioned below.

(i) Civil Works of Model Cluster Schools:
As per the DPO data number of MCS targeted for functioning in
Muzaffarpur district was 104, in Saran district 121, in Siwan District 127 and in
Vaishali district 104. Out of these targets none of them became functional in all
sampled district in the above said period.
(ii) Construction of Additional Classrooms for MCS:
The construction work for additional classrooms sanctioned with drinking
water, toilet and electrification facilities under NPEGEl, was in progress in all
sampled districts except Saran district as per data given by the DPO.
(iii) Actual Progress of MCS:
For crosschecking the data given by the DPO, MI observers have visited
some of MCS of sampled district and found that actual progress was unsatisfactory
in construction of MCS in all sampled district.
(iv) Gender Sensitive TLM, Vocational Training, Bridge Course, Gender
Sensitizing Training and mobilization of Community & Women
Group:
• According to the DPO of Saran district all the sanctioned MCS has
been given gender sensitive TLM in 2007-08. After crosschecking
the data MI has found that none of the MCS of Saran district was
facilitated with Gender sensitive TLM. The DPO data has not been
given by Muzaffarpur district in this matter while the rest of sampled
district reported that they have not been released fund on gender
sensitive TLM to any MCS.
• As per the DPO data, 100% MCS of Saran district and 30.8% MCS
of Vaishali district has been given vocational training facility 2007-
08. After crosschecking the data MI has found that none of the MCS
of Saran and Vaishali district was facilitated with vocational training
facility. The DPO data has not been given by Muzaffarpur district in

this matter while Siwan district reported that they have not been
released fund on vocational training facility to any MCS.
• According to the DPO, 41% MCS of Vaishali district has been given
bridge course teaching facility in 2007-08. After crosschecking the
data MI has found that none of the MCS of Vaishali district was
facilitated with bridge course teaching facility. The DPO data has
not been given by Muzaffarpur district in this matter while the rest
of sampled district reported that they have not been released fund on
bridge course teaching facility.
• As per the DPO data, 55.4% MCS teachers of Saran district, 100%
MCS teachers of Siwan district and 89.4% MCS teachers of Vaishali
district has been received gender sensitizing training in 2007-08.
After crosschecking the data MI has found the information correct.
The DPO data has not been given by Muzaffarpur district in this
matter.
• As per the DPO data, 100% MCS of Saran district and 56.7% MCS
of Vaishali district has been taken additional efforts to mobilize
community and women groups in 2007-08. After crosschecking the
data MI has found that none of the MCS of Saran and Vaishali
district was taken additional efforts to mobilize community and
women groups. The DPO data has not been given by Muzaffarpur
district in this matter while Siwan district reported that none of the
sanctioned MCS of the district has taken additional effort to
mobilize community and women groups.
(iv) Progress in funding and Monitoring of NPEGEL, in 2007-08:
• A District Gender Coordinator is in position in all sampled district.
• According to DPO of Saran and Vaishali district Rs.60 lac has been
released by DPO for the NPEGEL Centre in the month of July,
2007. But the DPO of rest sampled districts has not given data in this
matter.

• Under the NPEGEL programme, Early Childhood Care and
Education (ECCE) Centers have not been set up in any sampled
district (Table 4.9c).
• According to the DPO of Saran Siwan and Vaishali district, the SPO
has not prescribed a format to monitor the progress of ECCE activity
to them. The DPO Saran, Siwan and Vaishali district reported that
they have sent feedback data on ECCE centres 12 times to the SPO
during 2007-08.
4.10 Kasturba Gandhi Balika Vidyalaya (KGBV):
Kasturba Gandhi Balika Vidyalaya is another girl’s oriented programme
focusing on promotion of girls’ education by providing residential elementary
education. This is a package programme in which separate teachers & other staff
are sanctioned and funds are separately released for provision of food, bedding
and consumables to the enrolled girls and for furniture purchase. In the process of
monitoring the progress in the interventions of Sarva Shiksha Abhiyan, the MI has
collected data on some Kasturba Gandhi Balika Vidyalaya in the sampled district
and the observations of MI have been illustrated below:
(i) No. of KGBV sanctioned and No. of them made functional:
In Muzaffarpur district all sanctioned KGBV has been made functional, in
Saran district 11 KGBV have been sanctioned and out of them 3 KGBV has been
made functional, in Siwan district 9 KGBV have been sanctioned and out of them
6 KGBV have been made functional and in Vaishali district 11 KGBV has been
sanctioned and out of them 6 KGBV has been made functional.
(ii) Land Identified for Building construction of KGBV:
• The land identification has been completed for building construction
for all operational KGBV of Saran and Siwan district.

• For smoothly running the KGBV in the State, a guideline has been
developed by the SPO and it has been given in all districts.
• In all sampled districts where the land has been identified, the
formalities of construction have also been completed by the DPO
(Table 4.10a).
(iii) Number of teachers sanctioned for all KGBV and No. of them posted:
• In all sampled districts, only Muzaffarpur district has been filled all
sanctioned post of KGBV teachers and other staff. The
crosschecked data of the MI also authenticate it.
• The DPO data has not been given on sanction post of KGBV
teachers and other staff by Siwan district. However MI has visited in
4 KGBV of Siwan district and found that all visited KGBV teaching
and non-teaching post has been filled by the district. Same situation
was found by the MI member in the Saran and Vaishali district.
(iv) Number of Students admitted In KGBV:
Muzaffarpur district has been not given data on the total students admitted
in all KGBV. On the other hand 150 student in Saran district, 500 students in
Siwan district and 560 students in Vaishali district has been admitted in all
operational KGBV of concern district(4.10a).
(v) Progress in Provision of facilities in KGBV:
In all the KGBV of Muzaffarpur, Saran, Siwan and Vaishali district, the
facilities like meals, bedding and consumables have been provided to the enrolled
children (Table 4.10b). The crosschecked data of MI also certify the DPOs claim.
The furniture has also been supplied by the DPO to all KGBV in all sampled
districts.
4.11 District Information System for Education (DISE):
Under the SSA programme a data keeping system, called District
Information System of Education (DISE) has been activated especially gather

necessary data from school levels and compile them to prepare a district profile
and report on Elementary Education. In order to it makes to effective, some
infrastructure, manpower and training provisions have been prescribed for each
district. The MI has examined the DISE of the sampled districts categorically and
findings have been presented below:
(i) Setting of EMIS in the District with requisite facilities:
An Educational Management Information System (EMIS) has been existed
in all the sampled districts in 2007-08. Except Vaishali district, all the DPOs of
sampled districts, the requisite number of computers and computer operators has
also been in position in 2007-08.
(ii) Deviation of Time Schedule:
Generally, there was no deviation of time Schedule in filling up the DISE
data at the school level. It takes at least one month to fill up the format. The CRC
Coordinators pressurize the HMs to fill up the format in time.
For the DISE activity, the SPO has given a time schedule to the all the
DPOs of sampled schools but the time schedule has been deviated in all the
sampled districts due to operation of Child Census, preparation of BPL list and
recruitment of teachers in 2007-08.
During the MI visit in the sampled schools it was also observed that none of
the sampled school had received the data capturing formats in the month of
September 2007. Some HMs of sampled schools reported that it has been received
by them in the month of October 2007 while others reported that they have
received it in the month of November & December 2007.
(iii) Training on filling up the DISE data:
According to the DPO data submitted by the sampled district all teachers
had received training for filling up the DISE data. The date and time schedule of
training was not given by the DPO.

During the course visit of sampled schools when the HMs & other teachers
were asked by the MI observers about the training received, all of them refused
that they have received any formal training. The teachers reported that it was just
explained in the “Guru Goshthi” at the CRC how to fill the DISE data informally.
Their quarries were also not explained (Table 4.11a).
(iv) Verification and Completion of DISE data:
A time schedule has been given by the SPO on DISE activities. The SPO
supplies the Data Capturing Formats (DCF) to the districts in the month of August
every year. It is sending in the school in the month of September with the help of
BRCs & CRCs and supposed to be filled by 30th September. It is generally
collected from schools by CRCs and BRCs.
In all sampled district, the BRCCs and CRCCs have been given the task of
verifying DISE formats of 5% schools randomly. But it is rarely checked by them.
All filled formats are collected at district level during November 2007 to
December 2007. Thus none of the sampled districts have been sent this data in
requisite time schedule to the SPO (Table 4.11b).
4.12 Research and Evaluation:
Under the SSA programme research and evaluation have been accepted as
integral components and therefore a specific amount of grant has been sanctioned
to each state/UT and district for conducting SSA related research and evaluation
activities every year. The MI has obtained data in this issue and the findings are
presented below:
(i) In all the sampled districts, there is no research studies have been targeted
to be undertaken in 2006-07 and 2007-08. Therefore, no research grant has
been sanctioned for the above said period.
(ii) At the SPO level 06 studies have been conducted among which 02 have
been completed and other four are in the process of completion. The studies
are:
1. Cohart study – conducted in all districts

2. Student and Teacher absenteeism- conducted in 04 districts
3. Utilization of grants – 03 districts
4. Sample checking of DISE data – 06 districts.
5. Grade I enrolment – 02 districts
6. Grade I repetition – 2 districts
(iii) There is a Research Incharge at the SPO who takes all responsibilities of
research and evaluation.
(iv) The SIEMAT coordinates in conducting the research work. There is no
coordination with SCERT regarding the research work done at the SPO
levels.
(v) There exists a state level committee for the sanctioning of research project.
4.13 Functioning of Vidyalaya Shiksha Samiti (VSS):
One of the important policies has been adopted under SSA programme to
decentralize the process of planning and implementation of programme through
institutionalized community involvement. Under this policy, in every school, a
Vidyalaya Shiksha Samiti (VSS) has been formed with representatives of students’
parents and other community people. The VSS has been recognized as the
executive body of the school having the power as well as responsibility to receive
and utilize various SSA grants for the school management and development under
prescribed guidelines. The member of VSS are also trained their roles and
responsibilities and limitations every years. The MI has collected data from the
sampled schools and DPOs on the capacity building and functioning of VSS
during 2007-08 and the finding have been mentioned below:
(i) Formation and Composition of VSS:
As per the DPO data, in Muzaffarpur, Saran, Siwan and Vaishali district the
VSS has been formed in 95.8%, 100%, 85.8% and 100% schools respectively. The
VSS guideline has been given to all VSS of Muzaffarpur and Vaishali district. On

the other hand the VSS guideline has not been given to any schools by Saran and
Siwan.
But the crosschecked data of MI shows that none of the sampled schools of
sampled district have a VSS guideline which is provided for them by the SPO.
As per the VSS guidelines there should be 5 women members in each
VSS. After crosschecking the MI has found that in all sampled schools of
Muzaffarpur, Saran and Vaishali district have prescribed number of women
members in the VSS. On the other hand, it was found in 94.7% VSS of sampled
schools of Siwan district (4.13a).
(ii) Functioning of VSS:
In Bihar, the VSS guidelines indicate that each VSS convene at least one
meeting every month to discuss about school management and development. But
the crosschecked data revealed that only in 21.5% sampled VSS of Muzaffarpur
district, 11.5% sampled VSS of Saran district, 18.6% sampled VSS of Siwan
district and 117.3% sampled VSS of Vaishali district have convened a VSS
meeting every month. In the rest VSS the meetings have not been held on monthly
basis (Table 4.13b). This indicates many VSS has operated very irregularly in
convening their meeting. In all the sampled districts, one reason pointed out by
some members of VSS was that they were not informed timely.
As per the guidelines of VSS there should be 15 members in a VSS. MI has
found that this norm has been followed by all VSS of sampled district.
The average number of members has attended VSS meetings during this
period is <10 in different sampled districts. This shows the poor participation of
VSS members in the concern VSS meeting. Besides, in these districts, <20.4% of
the sampled VSS women and SC/ST members have attended all the VSS meeting
regularly (Table 4.13b).
(iii) Capacity building and Contributions of VSS members:
As per the DPO data submitted by Muzaffarpur, Siwan and Muzaffarpur
district the total number of VSS members are 43680 in Muzaffarpur, 27185 in
Siwan and 30555 in Vaishali district. For Saran district the DPO data could not be
available. 14046 VSS members out of 43680 VSS members in Muzaffarpur
district, 11680 VSS members out of 27185 VSS members in Siwan district and
45
23335 VSS members out of 30555 VSS members in Vaishali district has been
obtained training in 2007-08 by VSS Trainers and CRC Coordinator. The DPO
data has not been given on the training of VSS members by Saran. The VSS
training was conducted by DLO in all the sampled districts.
Further, 3.8%, 5.7%, 10.6% and 7.7% of VSS of sampled schools of
Muzaffarpur, Saran, Siwan and Vaishali district respectively reported to MI that
the orientation training received by them was useful and very few of them
(<14.2%) VSS in all districts reported that the training helped them in
improving the environment of school.
The VSS who helped in improving the enrolment of children in schools
ranged from 4.8% in Vaishali district to 8.8% in Siwan district while the VSS who
helped in raising students’ attendance ranged from 3.8% in Vaishali district to
7.1% in Siwan district. None of them were able to raise the teachers’ attendance
(Table 4.13c).
4.14 Staffing at the State and District Level:
For meaningful planning and implementation of the SSA programme some
staffs have been sanctioned for the SPO and DPOs level whose primary
responsibility is to coordinate with the district and sub-district level officials
relating to various SSA interventions. Under the SSA programme, the SPO has an
Executive Committee and a General Body to take policy decisions in their
meetings relating to the SSA programme. Similarly, as per the SSA guidelines,
some BRCCs and CRCCs posts have been sanctioned for each district to supervise
and monitor the SSA activities. The MI has collected data on these issues and the
findings have been presented below:
All sanctioned posts have been filled up at the SPO level. But in all
sampled districts, many sanctioned post of the staffs are vacant and the DPOs of
these districts have not been taken any step to fill up the vacant posts (Table 4.14
a).

Number of BRC/CRC Sanctioned and Staffing Position
As per the DPO data obtained from the Muzaffarpur, Saran, Siwan and
Vaishali districts, there are 16 BRCs, 20 BRCs, 15 BRCs and 16 BRCs in position
respectively. For each BRC, a separate Coordinator post has been sanctioned in all
sampled districts. Except Siwan district all these sanction post has been filled by
the concern district.
On the other hand there are 169 CRCs in Muzaffarpur, 174 CRCs in Saran,
132 CRCs in Siwan and 182 CRCs in Vaishali district in position. For each CRC,
a separate coordinator post has been sanctioned in all sampled districts. All these
sanction post has been filled by the concern district.
The separate Coordinators for BRC and CRC have not been recruited yet.
The BEEO of concern block is looking after the BRC while the senior teachers are
looking after the CRCs. Steps are not being taken to fill up the vacant post of
BRCCs and CRCCs.
4.15 Mid Day Meal (MDM) Scheme:
The Mid Day Meal is a separate scheme from SSA Programme but it exerts
a positive influence on enrolment and attendance of children in school. In India,
where due to extreme poverty, many children do not get two times meal; the Mid
Day Meal Programme has come as a relief to these children and their parents
because a hungry child is less likely to attend the school regularly.
Apart from enhancing enrolment MDM also helps in increasing good social
relationship among students because they sit together and take their meal
irrespective of caste and gender barriers.
Therefore, a special emphasis is given by the MHRD to evaluate the
effectiveness of this programme and the MI was asked to check the status of
MDM in Schools. The MI has obtained data on different aspects of this scheme
and the findings have been presented below:
(i) No. of Schools daily serving hot meals:
In the sampled schools crosschecked by the MI in the sampled districts,
only 47 out of 158 visited schools in Muzaffarpur, 59 out of 122 schools in Saran,

61 out of 113 in Siwan and 57 out of 104 schools in Vaishali district are daily
serving hot cooked meals to their students.
(ii) Number of Schools Serving Same Food:
17% sampled schools of Muzaffarpur district and 39% sampled schools of
Saran district are serving same food (as Khichari-Chokha & Rice-Dal) to students.
The food items i.e. rice-pulse & vegetables, khichari-chokha, mitha-rice, rice-
rajma, Rice-nutrela, rice-egg karhi etc. was served in rest sampled schools of the
sampled district.
(iii) Green Vegetables, Eggs and Fruits Served in School
Green vegetables were served in a few of sampled schools of sampled
district ranging from 13.6% in Saran district to 42.6% in Muzaffarpur district.
Fruits were served in a few sampled schools of Siwan (6.6%) and Vaishali (3.5%)
district but it was not served in any sampled schools of Muzaffarpur and Saran
district. Eggs were served in 52.5% sampled schools of Siwan district but it was
not served in any sampled schools of rest sampled districts. According to the
Headmasters and VSS members of some sampled schools, they have started giving
eggs in MDM to their children but at the time of visit the MI observers did not
observe in any sampled schools where eggs were served in MDM.
(iv) Children’s Reaction towards the Quality and Quantity of Food:
When the MI observers asked the children, parents and community
members about the quality and quantity of mid-day meal which was served in the
schools , it was discovered that they were not happy with quality and quantity of
food due to bad quality of materials served in unhygienic condition. Food was
cooked and kept in open and dirty ground.
Children used to come in the field with plates in hands to take their food. It
was observed that the small children dropped their food as they could not carry the
plate efficiently.

MI Observers found that only 45.9% sampled school’s children of Siwan
district and 10.5% sampled school’s children of Vaishali district were happy with
quality and quantity of meal which was served in their school.
In very few sampled schools in Siwan (12 schools) and Vaishali (8
Schools) it was observed that children were asked to sit in a row and then the food
was served to them. But it was not seen in Muzaffarpur and Saran district by MI
members.
(v) Micronutrients and Deworming Medicines to Children:
Micronutrients and deworming medicines which are necessary for
improving the health and proper growth of the children are not provided in any of
the sampled schools of the sample districts.
(vi) Average No. of Children Taking MDM:
The average number of children taking MDM in the sampled schools of the
sampled districts is very low (ranging from 33.4% in Muzaffarpur district to
63.4% in Siwan district).
(vii) Who Cooked the Food?
In all sampled schools of the sampled districts, MDM preparation and
distribution are managed by the VSS. Hence the cook has been appointed by this
agency for preparing Mid Day Meal. But HM and VSS members of some sampled
schools of Muzaffarpur and Vaishali district has been reported that MDM has been
served by NGO in their schools.
In all the sampled schools a women cook has been appointed. Thus
majority of the cooks are women who belong to deprived sections of the society.
The Cooks and their helpers are paid remuneration on monthly basis in all
the sampled schools who are serving MDM.

(viii) Type of Kitchen Sheds:
In all sampled district, a very few of sampled schools (<14.9%) have
a kitchen with pucca floor. On the other hand, in majority of sampled schools
(ranging from 85.1% in Muzaffarpur district to 89.5% in Vaishali district) have
thatched Kitchen shed or open Kitchen?
(ix) Storage of Food:
Majority of sampled schools of sampled district, MDM food grains and
other food items have been kept in safe places inside the school. But some
sampled schools of sampled district reported that for security point of view it is
kept at the HM houses, VSS secretary/member houses and local teacher’s houses.
(x) Availability of Potable water for cooking:
In all the sampled schools of sampled districts, water is available for
cooking and drinking. In some schools the hand pumps are not in proper condition
and it needs to repair.
(xi) Adequate Number of Utensils for Cooking MDM:
Majority of sampled schools of sampled district have not adequate number
of Utensils for cooking the MDM. The utensils are purchased from the School
Development Grant.
The firewood has been used as fuel for cooking MDM in all sampled
schools of the sample districts where MDM was prepared in the school.
(xii) No. of Schools Having Good Safety, Hygiene, Cleanliness and
Discipline:
The data depicted in Table 4.15c revealed that the sampled schools having
good safety, hygiene, cleanliness and student discipline only account for 29.5% in
Siwan and 8.8% in Vaishali district. But it was not observed in Muzaffarpur and
Saran district by MI members.
(xiii) Nature of Eating Habits of Children:
It was observed in sampled schools that teachers do not teach personal
hygiene to children like washing hands before and after taking meals therefore

only in 0 schools in Muzaffarpur, in 0 schools in Saran, in 24 schools in Siwan and
in 8 schools in Vaishali district, the children were observed washing their hands
before and after taking MDM.
Similarly, there are only few schools where children take meals in an
orderly manner (0 schools in Muzaffarpur, 0 schools in Saran, 12 schools in Siwan
and 8 schools in Muzaffarpur district).
(xiv) Conservation of water while washing dishes:
As there is no such scarcity of water, children are not taught in school to
conserve water while washing dishes. Only in few schools children used the
practice of conserving water while washing dishes (See table 4.15 d).
(xv) Discrimination on the Basis of Caste/Gender/Disability etc.
There was no caste / gender/ disability based discrimination seen among
children while serving the Mid-Day Meal to the students in any sampled schools
in all sampled districts. All children were treated equally irrespective of caste,
gender and disability.
(xvi) Participation of Parents/VSS/Panchayat and Block Level officer in
regular inspections of MDM Programme:
As per the inputs received from the HM, VSS, MTA and other community
members at the time of observation of Schools by the MI, it was found that in a
few sampled schools of Siwan district (12.9%) where community participation has
been good or very good on daily supervision of MDM programme and in rest
sampled district the community participation was zero on daily supervision of
MDM programme.
The community participation was not seen on cash/ kind contribution to
MDM Propramme in all sampled district. Similarly, the community participation
on any other matter relating to MDM Programme has not been seen by MI in any
sampled districts (Table 4.15e).
In all the sampled districts MDM programme was regularly inspected by
teachers and parents. But it was not inspected by the block level MDM programme
authority in any sampled school of Muzaffarpur and Saran district. On the other

hand it was inspected by the block level MDM programme authority in a few
sampled schools Siwan district (29.5%) and Vaishali diastrict (21.1%)
4.16 Additional Items:
Along with the aforesaid intervention, some additional activities are also to
be conducted at school level, such as enrollment & examination and some
additional facilities are to be provided to schools, such as good buildings, clean
environment, playgrounds, blackboards, health camp, play materials etc. The MI
has gathered data on these items and the findings have presented below:
(i) Number of Days the School Functioned:
After checking the teacher’s attendance register, student’s attendance
register of different classes and other official records, it was found that the average
number of days, the sampled schools functioned ranging from 120 days in
Muzaffarpur district to 129 days in Saran district during 1st October 2007 to 31st
March 2008 (Table 4.16a).
(ii) Environment:
1. Majority of sampled schools (48.7%) of Siwan district and a few
sampled schools (ranging from 12.3% in Saran district to 26% in
Vaishali district have clean environment.
2. Majority of sampled schools (64.3%) of Saran district and a few of the
sampled schools other sampled districts (ranging from 30.8% in
Vaishali district to 42.4% in Muzaffarpur district) have good school
building.
3. In all the sampled schools, only a few of sampled schools (<31%) have
a playground.
4. During the visit of sampled schools of all the sampled districts, it was
observed that 43% schools in Muzaffarpur, 63.1% schools in Saran,
38.9% schools in Siwan and 33.7% schools in Vaishali have classrooms
with proper flooring, roof and window.

5. MI has observed that in 45.6%, 66.4%, 61.1% and 70.1% sampled
schools of Muzaffarpur, Saran, Siwan and Vaishali respectively have
class rooms with proper lightening i.e. natural light (Table 4.16a)
(iii) Proper Sitting Arrangements, Blackboard and TLM:
1. As far as sitting arrangements in schools are concerned, the sampled
schools lack proper sitting arrangements in all the sampled districts.
Only 10.1% schools in Muzaffarpur, 12.3% schools in Saran, 25.7%
schools in Siwan and 13.5% in Vaishali district have proper sitting
arrangements like benches desks etc. In Primary Sections children sit on
Tat-Patti which they have to bring from home.
2. The Blackboard facilities were available in 70.9%, 66.4%. 68.1% and
71.2% sampled schools of Muzaffarpur, Saran, Siwan and Vaishali
district respectively.
3. The TLM displayed in the classrooms was very rare. In few schools
where TLM were available, it was kept in the almirahs of HMs only and
occasionally teachers used them in classrooms.
(iv) Health Camp Facilities:
The health camp facilities were not organized in any sampled schools of the
sampled district during 2007-08.
(V) Adequacy of Play Materials:
In all the sampled districts, only in a few of sampled schools (<33.6%) have
adequate play material like carom board, footballs, skipping ropes, ludo,
badminton, bat-ball etc.
(vi) Attendance of Children in Schools:
The attendance rates of students in the sampled schools were found to be
low in all the sampled districts. The average attendance of boys and girls in

Muzaffarpur was 60.9% & 62% respectively. In Saran district it was 69.1% for
boys and 71.2% for girls. Similarly in Siwan district it was 69.4% boys and 58.6%
for girls and in Vaishali district the average percentage of boys and girls was
67.9% and 59.6% respectively.
(vii) Reason for Low Attendance in Schools:
The major reasons for low attendance in schools are extreme poverty due to
which children have to work in the fields or help in domestic work like fuel
collection, grazing cattle etc. The mid-day meal facility is also very irregular in
schools due to which the attendance is low. Among other reasons are poor quality
of teaching in Govt. Schools, lack of qualified teachers in Schools, lack of
infrastructural facilities and lack of interest of teachers & VSS/MTA members to
increase awareness among community to send their children to school. There is
also lack of interest in children towards their studies and due to social visits to
relatives, students drop classes.
No steps are taken by the VSS/MTA members and school teachers to
increase the enrolment in sampled schools of the sampled districts.
(viii) Extent of Learning Achievement of Children:
1. Generally the learning achievement of children is assessed through half
yearly and annual examination held in every school. The unit tests or
weekly class tests are not conducted in any school as reported by the
HMs of the sampled schools to the MI (Table 4.16c).
2. In none of the visited schools has adopted the practice of continuous
evaluation of learning achievement as reported by the HMs as well as
the students of the concern schools. The learning achievement is
assessed on the basis of grade obtained in the half yearly and annual
written examination by all sampled schools of the sampled districts.
3. During the time of visit of sampled schools the MI observers inspected
the classrooms where the classes were going on. To test the learning

achievements of children, the MI members asked the children different
types of questions regarding their lessons, which they were being
taught. The MI observations are as follows:
• Number of schools whose children is <30% of achievement level
as assessed by MI, constitute 11.4% in Muzaffarpur, 12.3% in
Saran, 10.6% in Siwan and 8.7% in Vaishali district.
• Number of schools having children >60% achievement level as
assessed by the MI, constitutes 17.7% in Muzaffarpur, 17.2% in
Saran, 22.1% in Siwan and 15.4% in Vaishali. A clear-cut
difference was found in the achievement level of Children in
different sampled districts (Table 4.16c).
• As per the inputs received from parents, VSS, MTA, teachers and
students during the field visit of sampled schools, it was found
that the rapport between teachers and students was satisfactory.
(ix) Percentage of Underage, Overage and Dropout Children:
1. The number of overage children enrolled in the sampled schools of
Muzaffarpur, Saran, Siwan and Vaishali district was 1.8%, 1.3%, 1.4%
and 0.1% respectively.
2. The Percentage of underage children enrolled in the sampled schools of
Muzaffarpur, Saran, Siwan and Vaishali district was 0.4%, 0.5%, 0.4%
and 0.1% respectively.
3. The Percentage of dropout children in the sampled schools of Saran,
Siwan and Vaishali district was 4.1%, 5.2% and 0.4% respectively. The
dropout children were not found in any sampled schools of Muzaffarpur
district.

(x) Number of Detained Children:
No Detention Policy has been adopted by all the schools of sampled
districts, so that there are a considerable number of children were found in the
sampled districts that drop their studies in the middle of the session to visit their
relatives in another village and after 2-3 months again join the school. These
children are detained in the same class because they are not appeared in the half
yearly as well as the annual exam. The percentage of these children are <7.7% in
all the sampled districts.
3.16 MTA and other SSA Activities:
To encourage and promote institutionalized community participation in
school management and development every school has been permitted to form and
functionalize its own Mother Teacher Association (MTA) under SSA programme.
The SPO has formed a guideline giving specific responsibilities to them and also
has organized capacity building programmes for them. Besides these, there are
some other activities performed at school level under SSA programme. The MI of
ANSISS has obtained data on different aspects of MTA functioning and other SSA
activities and findings have been presented below:
(i) Mother Teacher Association:
MTA has not been formed in majority of sampled schools of sampled
districts. It has been formed in 15.8% of sampled schools of Muzaffarpur district,
14.6% of sampled schools of Saran district, 39.8% of sampled schools of Siwan
district and 21.2% of sampled schools of Vaishali district.
As per the MTA guidelines prescribed by the SPO, each MTA should have
at least 5 members that include one President, one Secretary and three mothers of
the enrolled children of the concerned school. In this regard, MI members have
observed that majority of schools of the sampled districts have formed 4 groups of
5 MTA members separately and in each group President and Secretary are the

common. The HM of the concern school has reported that the MTA member are
not taking interest in any activities of schools.
According to MTA guidelines in all the sampled schools, in which MTA
has been formed, having prescribed number of MTA members. But no MTA
meeting has been organized in any sampled schools of the sampled districts during
2007-08.
There are no MTA guidelines received by the sampled schools of the
sampled districts. Instead of this, the DPOs have issued a letter to all the schools to
organize the MTA and give them responsibility of MDM supervision and other
SSA activities like school development, clean environment, student’s
enrollment/attendance etc.
No DPO and SPO data was available on the training of MTA members. MI
has also found in his field visit of the sampled schools that none of the MTA
members have been received training in this regard.
During the field visit of the sampled schools, MI has observed that none of
MTA contributing to improve the school environment and enrollment/attendance
of children. Similarly none of the MTA members of sampled district are taking
interest in MDM supervision.
(ii) Uniform to Girl Students:
Under the SSA programme, free uniform has been given as an incentive to
all the girl students to motivate and bring them to schools regularly. During the
cross checking of the data in the sampled schools, it was observed that 25 schools
of Muzaffarpur district, 20 schools of Saran district, 26 schools of Siwan district
and 18 schools of Vaishali district have received school dress amount for VI to
VIII classes girls from C.M. fund @ Rs.700/- each girls. Majority of them sent this
amount to the concern girl’s Bank Account after the approval of the VSS.

(iii) School Information Board:
One of the policies of the SSA is to have transparency in schools regarding
grant received in different heads and utilization of grant, enrollment of children &
daily attendance, name of VSS & MTA members etc. All the information is
supposed to be written on the information board out side of the HM’s room.
During the time of visit of the sample schools of all the sampled districts, it
was found in very few of sampled schools (ranging from 2.4% in Saran district to
27.4% in Siwan district).
(iv) Computer Aided Education:
Computer aided education is another component of SSA programme and
has been facilitated in some selected schools of the different districts where the
students are given training of computers.
During the visit of sampled schools, MI has found that 2 schools of Saran
district and 1 school of Vaishali district have Computer Aided Education facilities
and all of them are functional. It was not seen in any sampled schools of
Muzaffarpur and Siwan district.
(v) Water Provision in Toilets:
In many sampled schools in Saran district (59%) and Vaishali district
(54.8%), have water provision to toilet. But in other sampled districts, such
provisions have been made in only a few of sampled schools (i.e.31% in Siwan
district and 39.9% in Muzaffarpur district). Due to lack of water provisions, only a
few of the sampled schools toilets have been used and kept clean.
(vi) Child Friendly Element:
Child Friendly Elements like slides, swings etc. have been found in only a
few of the sampled schools ranging from 10.6% in Vaishali district to 15.2% in
Muzaffarpur district.

(vii) Garden in School:
A Garden in a school makes the school beautiful and lovely. When the
students are asked to take care of plants, it creates a feeling of responsibility
among children. It also helps the teachers to give the students practical knowledge
about Environmental Science. Keeping all these views in mind the schools are
instructed to grow plants and trees in its campus under SSA programme.
During the visit of sampled schools, the MI has observed that only a few of
sampled schools have a garden (5.7% in Muzaffarpur, 3.3% in Saran, 4.4% in
Siwan and 5.8% in Vaishali district).

9. SUCCESS AND MAJOR LACUNAE IN IMPLEMENTATION
AND SUGGESTIONS FOR CORRECTIVE MEASURES
The Ministry of Human Resource Development (Govt. of India) has been
implemented SSA, MDM, KGBV and NPEGEL programme at school level for the
last few years with a mission approach and an approved budget & plan. A lot of
activities have been organized at the district and the state level for strengthening
the capacity of the programme implementing personnel as well the teachers. It is
therefore expected that all such efforts during these years must have visible
success/ achievements at implementation stages. It is also expected that there may
be some important gaps in the implementation process which hindering the pace of
progress of the programme. It is now highly necessary to know where do we stand
as far as success and what can be done to improve overall implementation process.
The MI (ANSISS) has made a special effort to assess the above aspects relating to
2007–08 and the observations & views have been presented below:
5.1 Opening of New Schools:
Success:
(i) Majority of NUPS have been opened in Siwan district.
Lacunae:
(i) Sanctioned NPS and NUPS have not been opened in Saran district.
Suggestions:
(i) The SPO should instruct all the concern DPO to open NPS and
NUPS immediately.

5.2 Civil Works:
Success:
(i) The physical progress in construction of school building (DLS/BLS)
is high (95.7%) in Saran district.
(ii) The physical progress in provision of drinking water sources has
been high in Saran district (96.7%) and in Vaishali district (100%).
(iii) The completion rate of toilet in schools is high in Saran district
(96.8%) and in Vaishali district (100%).
(iv) The completion rate of electrification work is high (100%) in Saran
and Vaishali district.
(v) The physical progress in construction work of BRC building is high
(100%) in Vaishali district.
(vi) The physical progress in construction work of CRC building is high
(91.1%) in Saran district.
Lacunae:
(i) The physical progress of ACR construction is very slow in all the
sampled districts.
(ii) The completion rate is 0% in Siwan district for construction of DLS
and BLS. It is also low (<32.4%) in Vaishali district.
(iii) The physical progress of compound wall construction is very slow in
all sampled district.
(iv) The completion rate of Child Friendly Structure is very slow in
Vaishali district.
(v) The physical progress of ramp work is very slow (4%) in all sampled
district.
(vi) The completion rate of BRC building is slow 55% in Saran district.
Suggestion:
(i) The SPO should thoroughly discuss with the DPOs of the sampled
district and identified the major problems for low completion rate of
different items of civil work for each district and develop

appropriate strategies and action plan to raise the completion rate for
different items of civil work for each district separately.
(ii) The DPOs should instruct all the HM of the schools not having a
separate account of civil work to make it by 31st December 2008.
(iii) The SPO should instruct all the DPOs of the sampled districts to
carry out a training programme for VSS members in respect of the
maintaining of separate account for civil work.
5.3 Textbooks:
Success:
(i) In 2007-08, free textbooks have been given to majority of sampled
schools.
Lacunae:
(i) Except 2 schools of Siwan district, none of the sampled schools of
the sampled district has been given free textbooks to the students
within one month of the opening of the schools.
(ii) It has not been supplied for all classes, all subjects and all eligible
students in majority of sampled schools of all sampled districts.
Suggestion:
(i) The SPO should ensure to distribute the free textbooks by 30th of
April every year in all schools.
(ii) The HM of all sampled schools should be instructed to collect some
textbooks from the pass out students to form a library. These
textbooks may be utilized to initiate classroom teaching if there
occurs any delay in supply of free textbooks to their schools.
5.4 School Grants:
Success:
Nil
Lacunae:
(ii) In none of the sampled districts, the School Grants have been
released to the VSS within 2 months of opening of schools in the
year 2007-08.

(iii) The School Grant guidelines have not been found in any sampled
schools in all sampled districts.
(iv) The School Grant has been released by all sampled district too late,
so that in all sampled districts only 31.9% sampled schools of Siwan
district have fully utilized this Grant and sent the Utilization
Certificate to the DPO.
Suggestion:
(i) The SPO should instruct all sampled DPOs to release the School
Grant to the VSS within 2 months of opening of schools every year.
(ii) All sampled DPOs should insure the availability of the School Grant
guidelines in every school. They should also instruct the BRCCs and
CRCCs to ascertain the availability of the School Grant guidelines at
each school.
5.5 Teachers and Teacher Training:
Success:
(i) The coverage of refresher training has been high in Siwan
district (99.8%) and in Vaishali district (100%).
(ii) In all sampled schools, there has not been found any habitual absent
teachers.
Lacunae:
(i) The DPO data has not been given on sanctioned post of additional
teachers and their recruitment by all sampled districts.
(ii) In very few sampled schools (ranging from 6.6% in Saran district to
21.2% in Siwan district) have vacancy in sanctioned teaching post?
(iv) In majority of sampled schools (ranging from 43.4% in Saran district
to 63.9% in Muzaffarpur district), where all teacher were not present
on the day of visit.
(v) <65.5% teachers have been given in service training in all sampled
district.

(iv) The DPO data has not been given on in-service training, induction
training by all sampled district
Suggestion:
(i) The SPO should take appropriate measures to fill up the vacant
teaching posts in different schools of sampled districts.
(ii) The SPO should prescribe a timeframe for conducting various kinds
of teacher training programmes for the DPOs and also collect a
detailed work plan from the DPOs for organizing such programmes
during this timeframe.
(iii) The SPO should instruct the DPOs to coordinate with their
respective DIETs for preparing a work plan to cover all the untrained
teachers under refresher training during 2008-09.
5.6 Teaching Learning Materials (TLM) Grant:
Success:
(i) The TLM Grant has been released for all sanctioned teachers of
Muzaffarpur & Saran district and in Vaishali district it was released
for 99.9% of sanctioned teachers in district 2007-08.
Lacunae:
(i) The DPO data has not been given on how many teachers sanction to
receive TLM grant and out of them how many teachers received
TLM grant in 2007-08 by Siwan district.
(ii) The TLM guidelines have not been found in any sampled
schools in all sampled districts.
(iii) Only a few of sampled teachers (ranging from 8.1% in Muzaffarpur
district to 34.8% in Siwan district) have received TLM grant of
2007-08.
(iv) The TLM was not made out by any teachers of the sampled schools
of sampled district in 2007-08.

(v) None of the sampled teachers of the sampled districts have displayed
the TLMs in the classroom.
(vi) None of the teachers of sampled schools of sampled district have
given TLM to children for use in classroom. TLMs have been
mostly kept in almirahs in HM’s room.
(vii) None of the sampled teachers of the sampled districts have received
TLM training.
(viii) MI observers have not seen a good TLM in any sampled schools of
the sampled districts.
Suggestion:
(i) The DPOs should ensure the availability of TLM guidelines in every
school. They should also instruct the CRCCs to ascertain the
availability of the School Grant guidelines at each school.
(ii) The SPO should make a detailed enquiry to identify the number of
teachers not received the TLM grant for 2007-08 and find out the
reasons for not releasing the grant to those teachers.
(iii) The DPOs should instruct the CRCCs to mobilize the HM and
concern teachers who have received the TLM grant to make a good
TLM and also displayed in the classrooms.
(iv) The SPO should instruct the DPOs to organize the TLM training
for the teachers at CRC level.
5.7 EGS and AIE:
Success:
Nil
Lacunae:
(i) EGS and AIE centres have not been opened in any sampled district.
Suggestion:
(i) The SPO should instruct the DPOs of all sampled district to open
EGS and AIE centres.
(i) The SPO should instruct the DPOs of all sampled district to maintain
all type of data relating to EGS and AIE Centres properly.

5.8 Children With Special Needs (CWSN):
Success:
(i) The enrollment coverage of identified CWSN has been high in
Vaishali district (85.9%) and in Siwan district (80%).
(ii) All sampled districts have an IED Coordinator.
(iii) The parents of CWSN have been counseled by Muzaffarpur, Siwan
and Vaishali district.
(iv) The IED Coordinator of the sampled districts has been received
orientation training on CWSN activities. They have also attended
capacity building programme at the State level.
Lacunae:
(i) Very few of enrolled CWSN have got aids and appliances in Saran,
Siwan and Vaishali district
(ii) The DPO data has not been provided on how many enrolled CWSN
received aids and appliances by Muzaffarpur district.
(iii) Except Muzaffarpur district in rest sampled districts very few
Resource Teachers have been engaged for the CWSN.
(iv) The DPO of Saran district has failed to give data on the
number of schools provided with ramps in 2007-08.
Suggestion:
(i) The SPO should ask the DPOs of all sampled district to explain the
main reasons for the above said lacunae in their district.
5.9 National Programme for Education of Girls at Elementary Level
(NPEGEL):
Success:
(i) All sampled districts have a Gender Coordinator.

Lacunae:
(i) None of the MCS has been made functional in all sampled
district.
(ii) The DPO data has not been given on how many MCS have gender
sensitive TLM, vocational training facility, bridge course teaching
facilities etc. and how many teachers have got gender sensitizing
training by Muzaffarpur district.
(iii) The DPO has not provided data in respect of date of release of fund
for the MCS by Muzaffarpur and Siwan district.
Suggestion:
(i) The SPO should thoroughly discuss with the DPOs of the sampled
district and identified the major problems for low completion rate of
different items of MCS civil work for each district and develop
appropriate strategies and action plan to raise the completion rate for
different items of MCS civil work for each district separately.
(ii) The SPO should instruct the DPOs of all sampled district to
maintain up to date data in this regard.
(iii) The SPO should instruct the DPOs of all sampled district to
facilitate the MCS with gender sensitive TLM, vocational training
facility, bridge course teaching facilities etc. and also arrange gender
sensitizing training for concern teachers.
5.10 Kasturba Gandhi Balika Vidyalaya (KGBV):
Success:
(i) The land identification has been completed by all operational
KGBVs of Saran and Vaishali district.
(ii) The construction formalities have been completed by all operational
KGBVs of sampled district where land identification was completed.
(i) The facilities like meals, bedding, furniture, and consumables have
been provided freely to the enrolled students in all operational
KGBVs of sampled districts.

(i) None of the sampled districts have been made operational all
sanctioned KGBVs in 2007-08
Suggestion:
(i) The SPO should instruct the DPOs of all sampled district to make
operational all sanctioned KGBVs in the given period.
5.11 District Information System for Education (DISE):
Success:
(i) An EMIS has existed in all the sampled DPOs in 2007-08.
(ii) Except Vaishali district, the requisite number of computers and
computer operators are in position.
Lacunae:
(i) But all the information regarding SSA programme has not been
maintained by the EMIS.
Suggestion:
(i) The SPO should instruct the DPOs of all sampled district to make
necessary arrangement for up to date data relating to SSA
programme.
5.12 Research and Evaluation:
Success:
Nil
Lacunae:
(i) In all sampled districts, grants have not been sanction in 2006-07
and 2007-08 to any of the targeted research studies.

Suggestion:
(i) The SPO should instruct the DPOs to form and functionalize a
District Research Committee with specific responsibilities relating to
identification of research areas, scrutiny and approval of the research
proposals as well as research reports and selection of follow up
actions basing upon the research findings.
(ii) The SPO should also instruct as well as guide the DPOs to
functionalize their DRGs for research by assigning specific
responsibilities and activities.
5.13 Functioning of Vidyalaya Shiksha Samiti (VSS):
Success:
(i) The DPO data reveals that the VSS has been formed in majority of
schools of sampled district ranging from 85.8% in Siwan to 100% in
Saran & Vaishali district.
(ii) The VSS guidelines have been given to all the VSS of Muzaffarpur
and Vaishali district.
(ii) In majority of sampled VSS of sampled district have prescribed
number of members according to guidelines ranging from 85.4% in
Saharsa district to 96.2% in Begusarai district.
(iii) In all sampled VSS of Muzaffarpur, Saran and Vaishali district have
prescribed number of women members according to guidelines.
Lacunae:
(i) The VSS guidelines have not been found in any sampled schools of
sampled districts.
(ii) In a few sampled VSS of Siwan district (5.3%) do not have requisite
number of women members.
(iii) In the sampled districts, <21.5% of sampled VSS have convened
the prescribed frequency of meeting during 2007-08.

(iv) The average number of members attended VSS meetings regularly
during 2007-08 is <10 in all sampled districts.
(v) The women and SC/ST members attended VSS meeting regularly is
<20.4% VSS in all sampled district.
(vi) In the sampled district, <12% VSS felt that the VSS training is
useful for them.
(vii) <14.2% VSS of the sampled district has been helped in improving
the enrolment of children in schools.
(viii) <8.8% VSS of the sampled district has been helped in contributing
the enrolment of children in schools.
(ix) <7.1% VSS of the sampled district has been helped in raising
students’ attendance in schools.
(x) None of the VSS were able to raise the teachers’ attendance in all
sampled district.
Suggestion:
(ii) The DPOs should ensure the availability of VSS guidelines in
each school.
(ii) The DPOs should instruct BRCCs and CRCCs to mobilize the
community women to make the VSS member.
(iii) The DPOs should instruct all the VSS of the schools to convene its
meeting every month and also instruct their BRCCs and CRCCs to
monitor it.
(iv) VSS training should be conducted every year in each district at CRC
level.
(v) The DPOs should instruct all the BRCCs and CRCCs to mobilize the
VSS member to take active participation in development of their
school as well as improving enrollment, raising students’ attendance,
and teachers’ attendance.

5.14 Staffing at State and District Level:
Success:
(i) All sanctioned posts have been filled up at the SPO level.
Lacunae:
(i) In all sampled district, many sanctioned post of the staffs have lied
vacant at the DPO level.
(ii) The separate Coordinators for BRC and CRC have not been
recruited.
Suggestion:
(i) The SPO should instruct all the DPOs of sampled district to fill up
vacant DPO’ posts by 31st March 2009.
(ii) The SPO should take special initiative to fill up the separate
Coordinators for each BRC and CRC in all sampled district.
5.15 Mid Day Meal (MDM) Scheme:
Success:
(i) Hot cooked meal is served daily in sampled schools where MDM
facility is available.
(ii) The DPO of Siwan and Vaishali district has instructed all the VSS
and MTA to give variety of food items every week in the MDM.
(iii) In very few sampled schools of all sampled districts have been added
green vegetables in MDM.
(iv) In all sampled schools of sampled district, a women has been
engaged as cook for preparing MDM.
(v) The food grains and other food items have been stored safely by
majority of sampled in schools in all sampled district. For security
point of view it was kept in some other places likes VSS
Secretary/Member’s houses, HM house or local teacher’s houses.

(vi) In all sampled schools of sampled districts where MDM facility was
given to the children, water is available for cooking and drinking.
(vii) In all sampled schools in the sampled districts, do not observe any
caste/ gender/ disability based discrimination among them.
(viii) The MDM programme was regularly inspected by teachers and
parents in majority of sampled schools of sampled district.
Lacunae:
(i) Majority of sampled schools of all sampled district do not serving
hot cooked meals to their students.
(ii) Fruits have not been given to children in MDM in many of the
sampled schools of all sampled district.
(iii) Eggs have not been given to children in MDM in many of the
sampled schools of all sampled district.
(iv) Majority of students of sampled schools of sampled districts have
expressed their unhappiness over both the quality and quantity of
MDM.
(v) Micronutrients and deworming medicine have not been given to
children in all sampled schools in 2007-08.
(vi) The average percentage of children taking MDM is <63.4% in all
sampled districts.
(vii) In all sampled district, majority of sampled schools have a thatched
or an open kitchen.
(viii) Adequate cooking utensils are available in very few (<26.3%) of
sampled schools in all sampled district.
(ix) In very few <29.5% of sampled school of the sampled district having
good or very good safety, hygiene, cleanliness and students’

(x) In very few of sampled schools of Siwan and Vaishali district where
children wash their hands before and after taking the meal, children
take and eat MDM in an orderly manner and children conserve water
while washing dishes.

(xi) Only 12.9% sampled schools of Siwan district where community
participation was very good or good on daily supervision of MDM
programme.
(xii) The community participation was not seen on cash/ kind
contribution to MDM Propramme in all sampled district. Similarly,
the community participation on any other matter relating to MDM
Programme has not been seen by MI in any sampled districts.
(xiii) MDM programme was inspected by the block level MDM
programme authority in very few of sampled schools of Siwan and
Vaishali district.
Suggestion:
(i) The SPO should inform the State and District level appropriate
authority to take special attention of all the above mentioned lacunae
for remedial measure at their end.
(ii) The DPOs should make a special budget provision in their Annual
Work Plan of 2009-10 for construction a pucca kitchen in each
school where it is not available.
5.16 Additional Items:
Success:
(i) Many of sampled schools of Siwan district have clean enviornment
(ii) Many of sampled schools of Saran district have good school
buildings with proper flooring, roofs & windows and classrooms
with proper lighting.
(ii) Average percentage of girls’ attendance is better than average
percentage of boys’ attendance in Muzaffarpur and Saran district.
(iii) All sampled schools of the sampled districts have adopted grading
system to evaluate learning achievement level.
(iv) The rapport between teachers and students are found good in all the
sampled schools of the sampled districts.

Lacunae:
(i) Except Siwan district, in rest of the sampled schools of the sampled
districts, in very few schools have clean environment (ranging from
12.3% in Saran district to 26% in Vaishali district).
(ii) In all the sampled districts, only a few of the sampled schools
(<35.8%) have a playground.
(iii) Majority of the sampled schools of Muzaffarpur, Siwan and Vaishali
district have not good school buildings with proper flooring, roofs &
windows.
(iv) A blackboard exists in <71.2% of the sampled schools of all the
sample districts.
(v) Majority of the sampled schools of Muzaffarpur, Saran, Siwan and
Vaishali district have not available proper sitting arrangement.
(vi) TLM was not seen in majority of the sampled schools of
Muzaffarpur, Siwan and vaishali district.
(vii) The health camp facilities were not organized in any sampled
schools of the sampled district during 2007-08.
(viii) In all the sampled districts, only in a few of sampled schools
(<33.6%) have adequate play materials.
(ix) The average percentage of boys’ attendance is <69.4% and girls’
attendance is < 71.2% in all the sampled districts.
(x) The major reasons for low attendance in schools are extreme
poverty. Among other reasons are poor quality of teaching in Govt.
Schools, lack of qualified teachers in Schools, lack of infrastructural
facilities and lack of interest of teachers & VSS/MTA members to
increase awareness among community to send their children to
school.
(xi) In all the sampled districts, only in a few of sampled schools
(ranging 15.4% in Vaishali district to 22.1% in Siwan district) have
>60% learning achievement level as assessed by MI.

Suggestion:
(i) The DPOs should instruct all the HM of the schools not having clean
environment to make clean environment of their respective school.
(ii) The DPOs should make a budget provision in their Annual Work
Plan of 2009-10 for those schools who have not good school
buildings with proper flooring, roofs & windows and classrooms
with proper lighting.
(iii) The DPOs should make a special budget provision in their Annual
Work Plan of 2009-10 for those schools where the blackboard and
proper sitting arrangement are not available.
(iv) The DPOs should instruct BRCCs and CRCCs to mobilize the
teachers to make a good TLM and displayed it in the classrooms.
(v) The DPOs should make a special budget provision @ RS.2500/- for
each school in their Annual Work Plan of 2009-10 for provision of
one first aid box with medicine and a few dustbins to each school.
(vi) The DPOs should make a special budget provision @ 25000/- for
each Primary School and Rs.50000/- for each Upper Primary school
in their Annual Work Plan of 2009-10 to provide adequate play
material to children.
(vii) The DPOs should instruct BRCCs, CRCCs and HMs to mobilize the
Community people with help of VSS/MTA member to send their
children in school regularly.
5.17 Mother Teacher Associations (MTA) and other SSA Activities:
Success:
(i) The process of the formation of MTA has been started in all the
sampled districts.
(iii) In all the sampled schools where Computer Aided Education has
been launched, the system has been found functional.
(iv) Water provision has been made to toilets in 59% of the sampled
schools of Saran district.

Lacunae:
(i) The formation of MTA has been found very slow in all the sampled
districts.
(ii) No MTA meeting has been convened in any of the sampled schools
of the sampled districts up to 31st March, 2008.
(iii) The training for the MTA members has not been organized in all the
sampled districts.
(iv) None of the MTAs of the sampled schools contributing to improve
the school environment and enrollment/attendance of children.
(v) In all the sampled schools of the sampled districts have not given the
school dress to the girl students.
(vi) The School Information Board was found in <27.4% of the sampled
schools of the sampled district.
(vii) Computer Aided Education is found in a few of the sampled schools
of Saran and Vaishali district.
(viii) Except Saran district, in rest of the sampled district, water provision
for toilet has been made in only a few of the sampled schools
(ranging from 31% in Siwan to 54.8% in Vaishali district). Due to
lack of water provision, the toilets have not been used and cleaned in
many of the sampled schools.
(ix) In all the sampled districts, only in a few of sampled schools
(ranging from 10.6% in Vaishali district to 17.5% in Muzaffarpur
district), there exists a Child Friendly Element.
(x) A Garden exists in <6.6% of the sampled schools of all the sample
districts.
Suggestion:
(i) The DPOs should instruct all the HM of the schools not having
MTA to form MTA by 30th September, 2008 and report its progress
to the SPO.
(ii) The DPOs should instruct BRCCs and CRCCs to mobilize the
MTAs to convene its meeting at least once in a month.

(iii) The DPOs should also ensure the availability of MTA guidelines in
each school.
(iv) The SPO should instruct all the DPOs of the sampled districts to
arrange the training propramme for all the MTAs of their respective
district by 30th September 2008.
(v) The DPOs should instruct BRCCs and CRCCs to mobilize the
MTAs to take active participation in school development, MDM
supervision and raising enrollment/attendance of children of their
respective school.
(vi) The DPOs should make a budget provision in their Annual Work
Plan for providing at least 2 school dresses to all the girl students of
all the sampled districts every year.
(vii) The DPOs should give the responsibility to all the BRCCs and
CRCCs to ensure the display of a School Information Board with the
required data in every school.
(viii) The DPOs should make a budget provision in their Annual Work
Plan of 2009-10 for facilitating the Child Friendly Element (swings,
Slides etc.) for each school where lacks such elements.
(ix) The DPOs should instruct all the HMs, VSSs and MTAs to form a
Garden in each school where lacks them.
