Where own transport was used the amount claimed does not include a margin for labour, profit or fixed costs as would be charged by commercial carriers. 6. The bee food was additional to that usually purchased for feeding to beehives on this site, and is not part of normal management practice. 7. Justice of the Peace for New South Wales Transactional Subsidies Made Under National Disaster Relief Arrangements for Beekeepers Guidelines for Assistance Measures Beekeepers whose sites are affected by bushfire may apply for relief through transport subsidies for the movement of bee food (ie sugar syrups, pollen etc), or the movement of beehives to another site. The scheme will be administered by NSW Department of Primary Industries. The subsidy will be payable for road transport that is 50% of the total amount paid to the carrier or costs for an owner driver. If transport rates are considered excessive the subsidy paid is 50% of the approved ruling rates. Beekeepers who transport their own beehives or bee food can claim for a subsidy equal to 50% of applicable running costs. Running costs do not include labour, profit or fixed overhead costs. General Conditions of Subsidies The maximum subsidy will be $15,000 per calendar year for a single enterprise. A maximum distance of 1500km will apply. If beehives and bee food are moved a distance in excess of 1500km, then the subsidy is reduced on a pro-rata basis. No subsidy is paid for loads of bee food weighing less than 500kg. To be eligible for a subsidy at least 30% of the foraging area on which the hives were located must be burnt. Claimants must sign a Statutory Declaration to verify that the movement of beehives is abnormal to their usual management practices and is entirely as a result of bushfires, and that all other details are correct. Claimants must retain all receipts from a commercial carrier to prove payment of the account. With regard to bee food, if the movement is undertaken by the owner, then receipts showing purchase of the bee food must be attached to the claim. For Crown land a copy of the apiary site arrangement or nectar licence for the site that has been burnt must accompany each claim. Where the site burnt is on private land a statement from the property owner indicating that the site has been burnt must accompany each claim. The movement of beehives to another site is a one way movement only. A subsidy will be provided to move the hives to a third site if it can be demonstrated that this extra movement was not part of the beekeepers usual practices for farming the bees and was as a result of there being a shortage of feed at the second site. A subsidy will not be provided to move the hives back to the original site. For bee food the movement may be from the location where the food is purchased to the new site where the bees are located. In situations where the beekeeper is mixing his own food using purchased ingredients a subsidy will be paid for movement of the bee food ingredients from where they are purchased to where the beekeeper is mixing the food. If this location is not where the bees are located then a subsidy will also be paid for transporting the nixed food from the location where it has been mixed to the site where the bees are located (minimum quantity 500kg). A rate per kilometre for various truck loads has been set as follows: Less than 1 tonne $0.80 1-3 tonne $1.50 4-8 tonne $2.20 over 8 tonne $3.00 Beekeepers have a maximum of six months to lodge a claim.
