                              Barriers to efficient solutions

1. Political level
   –     Economic growth and environmental protection NOT going hand in
         hand
   –     Inadequate administrative and financial (dis-) incentives
   –     Weak enforcement of otherwise good legislation
2. Industry zone level
   –     Zone management has limited authority over enterprises
3. Factory level
   –     Focus on fixing of visible short-term problems rather than long term
         planning
   –     Focus on technology rather than management solutions
   –     Lack of trust in outside consultants
4. Working level
   –     Strong hierarchies make interviews and data collection difficult
   –     Low incentive for workers to promote practical solutions
