Mr. William Parker, President
Association of California Community & Energy Services (ACCES)
1069 45th Street
Sacramento, CA 95819

Dear Bill,

This letter is in response to your letter of September 7, 2004 in which you correctly
pointed out an apparent error I made in communications regarding the creation of the
Ab444 CSBG Advisory Committee. The State Legislature did not mandate the
creation of the Committee. The Cal/Neva Executive Committee chose to create a
committee which designed the approach to address the mandates of AB444.

However, the Chair of the Committee has decided to operate in compliance with the
Bagley - Keene Open Meetings Act, so the issue of whether the meeting will be open
to the public is resolved. I believe that this information was transmitted by the
Cal/Neva Office to interested parties.

I apologize for any confusion or misunderstanding.

Sincerely,
