									MINUTES OF THE GENERAL GOVERNMENT/FINANCE COMMITTEE MEETING
HELD MONDAY, SEPTEMBER 17, 2007 COMMENCING AT 4:00 PM IN
COMMITTEE ROOM NO. 2 IN CITY HALL

Councillor Romano presided in the Chair.

1.   GRANTS IN AID
     Deane Horning Curling Rink
     The Committee considered the letter dated August 2007 from the Deane Horning Curling
     Rink requesting Council contribute $1,000 to $3,000 towards advertising space on the
     uniforms.

     403-07     Moved:   Councillor Cacchioni
                Sec'd:   Mayor Bogs
                         That Council provide a grant in the amount of $250 to the Deane
     Horning Curling Rink.
                         Councillors Cacchioni, Graham and Romano opposed.
                         The motion was defeated.

     People Loving People
     The Committee considered the application dated July 30, 2007 from People Loving People
     requesting Council exempt the property located at 1281 Bay Avenue from taxation.

                Sec'd:     Councillor Cacchioni
                           That Council agree to exempt the property located at 1281 Bay Avenue
     from property taxation in 2008.
                           Mayor Bogs, Councillors Balfour, Cacchioni, DeRosa, Graham and
     Romano opposed.
                           The motion was defeated.

     Rossland Trail Minor Hockey Association
     The Committee considered the letter dated September 4, 2007 from the Rossland Trail Minor
     Hockey Association requesting Council waive the rental fees associated with their use of the
     Cominco Arena for early morning ice time for the 2007/2008 season.

                          That Council waive the rental fees associated with the Rossland Trail
     Minor Hockey Association’s use of the Cominco Arena for ice time from 6:30 – 7:30 a.m. for
     the 2007/2008 season.
                          Carried unanimously.

     Rotary Abbeyfield Housing Project
     The Committee considered the report dated August 1, 2007 from the Deputy Corporate
     Administrator providing information with respect to financial support of the Rotary
     Abbeyfield Housing Project.

                          That the report be received.
                          Carried unanimously.

2.   BC CLIMATE ACTION CHARTER
     The Committee considered the report dated September 11, 2007 from the Chief
     Administrative Officer with respect to the BC Climate Action Charter.

               Sec'd:      Councillor Graham
                           That Council agree the City of Trail sign on and become a party to the
     BC Climate Action Charter; and that the matter be referred to staff in the context of
     developing an action plan or approach to address the requirements of the Charter.
                           Carried unanimously.

3.   REQUEST FOR PROPERTY TAX PENALTY REVERSAL
     The Committee considered the letter dated August 30, 2007 from David Brost and the letter
     dated August 28, 2007 from Sandra Carriere requesting Council reverse the property tax
     penalties imposed on their respective properties due to confusion around the requirement to
     claim the home owner grant when paying online.

               Sec'd:     Councillor Cacchioni
                          That Council agree to reverse the late payment penalties imposed for
     the properties located at 1803 3rd Avenue and 2188 Riverside Avenue on a “without
     prejudice” basis.
                          Carried unanimously.

     The Committee considered the letter received September 7, 2007 from Rita D’Andrea
     requesting Council reverse the 10% penalty associated with the late payment of property
     taxes on her property at 1460 Daisy Street.

                Sec'd:     Councillor DeRosa
                           That Council agree to reverse the late payment penalty imposed for the
     property located at 1460 Daisy Street on a “without prejudice” basis.
                           Councillor Graham opposed.
                           The motion was carried.

     The Committee considered the letter dated August 2007 from Sheila Howard requesting
     Council reverse the 10% penalty associated with the late payment of property taxes on her
     property at 3161 Iris Crescent. The Committee also considered the letter dated August 16,
     2007 from Anna Weeks asking that Council provide the utility discount for her property at
     490 Austad Lane on the basis that she did not receive the annual invoice.

                           That Council agree to reverse the late payment penalty imposed for the
     property located at 3161 Iris Crescent on a “without prejudice” basis; and that Council agree
     to provide the utility discount for the property located as 490 Austad Lane on a “without
     prejudice” basis.
                           Carried unanimously.

     The Committee considered the letter dated August 30, 2007 from Lenard Penner requesting
     Council reverse the 10% penalty associated with the late payment of property taxes on his
     properties on the basis that he did not receive the property tax notices.

                           That the letter be received and filed.

     opposed.
                           The motion was defeated.

                Sec'd:      Councillor Balfour
                            That Council agree to reverse the late payment penalties imposed for
     the properties located at 701 Warren Street, 407 Railway Lane, 2088A Daniel Street and 1405
     3rd Avenue on a “without prejudice” basis.
                            Carried unanimously.

4.   FEES AND CHARGES BYLAW
     The Committee considered the report dated August 29, 2007 from the Deputy Corporate
     Administrator with respect to amendments to the Fees and Charges Bylaw to include charges
     for the processing of the release of documentation by municipal staff at the Trail and Greater
     District Detachment of the RCMP.

     413-07    Moved:      Councillor Graham
               Sec'd:      Councillor Cacchioni
                           That Council amend the Fees and Charges Bylaw to include charges for
     the release of the documentation outlined in the report dated August 31, 2007 from the
     Deputy Corporate Administrator and as suggested by the Staff Sergeant of the Trail and
     Greater District RCMP Detachment; that the fee schedule be set at the maximum range
     recommended by the Staff Sergeant with the exception of photocopying charges; and that
     these services be provided by municipal staff at the Detachment and the Staff Sergeant be
     requested to monitor the manpower demands.
                           Carried unanimously.

5.   LAKE ROOSEVELT FORUM
     The Committee considered the report dated September 10, 2007 from the Deputy Corporate
     Administrator with respect to Council representation at the 2007 Lake Roosevelt Forum in
     Spokane on November 14 – 16, 2007.

               Sec'd:    Councillor Balfour
                         That Council authorize two members of Council to attend the 2007
     Lake Roosevelt Forum in Spokane on November 14 – 16, 2007.
                         Carried unanimously.

6.   CITY OF TRAIL EXPENSE ALLOWANCE POLICY
     The Committee considered the memorandum dated September 13, 2007 from the Deputy
     Corporate Administrator providing information with respect to the City of Trail’s expense
     allowance policy.

                          That the report be received.
                          Councillors Cacchioni and Romano opposed.
                          The motion was carried.

     416-07    Moved:     Councillor DeRosa
               Sec'd:     Councillor Graham
                          That an allowance of $50/night be paid in lieu of accommodation
     expenses if a homestay is utilized.
                          Councillor Graham opposed.
                          The motion was carried.

7.   CRIME PREVENTION PROGRAM

     The Committee considered the memorandum dated September 12, 2007 from the Chief
     Administrative Officer with respect to activities associated with the Crime Prevention
     Program.

     Commission (Greater Trail).

8.   Byers Lane Parking Lot

     The Committee considered the memorandum dated September 17, 2007 from the Engineering
     Department with respect to paving the Byers Lane parking lot and installing a sidewalk to
     connect to the sidewalk at the chain up area.

              Sec'd:      Councillor Cacchioni
                          That staff be directed to proceed with the entire project, including
     walkways; and that additional costs be funded from surplus.
                          Carried unanimously.
