									              2006 JANESVILLE YOUTH SURVEY REPORT

OVERVIEW OF THE 2006 DATA

The Janesville Youth Survey consists of 89 items and, while only certain findings are the
focus of this summary and subsequent discussion, the data for all items can be found in
the last section of the report. The following lists provide an overview of noteworthy
findings from the 2006 Survey.

How students spend their time

   The amount of time students spend working decreased again for all grades except
   12th (6th decreased 5%, 8th decreased 8%, and 10th decreased 9%). The percentage
   of 12th graders who reported working a job for pay increased by 9% in 2006 (from
   64% in 2004 to 73%). Thirty-one percent of 12th graders reported working 16 or
   more hours per week at a job, an increase of 2% from 2004.

   Fifty-seven percent of 6th graders spend one to two hours per week on homework
   compared to 38% of 12th graders.

   In 2006, fewer 6th, 8th, and 10th grade students reported spending time in school-
   sponsored clubs and organizations—not counting music and sports. Twelfth grade
   involvement in school-sponsored clubs and organizations increased by 9% in 2006
   (from 38% in 2004 to 47%).

Alcohol Use

   Thirty-two percent of 12th graders and 23% of 10th graders reported having five or
   more drinks in a row at least once within the two weeks prior to the survey. This
   represents virtually no change from the 2004 report. NOTE: This pattern of use, as
   monitored by self-reports, is defined as heavy or “binge” drinking according to
   Healthy People 2010 published by the U.S. Department of Health and Human
   Services.

   Fewer 8th, 10th, 12th grade students reported drinking alcohol at parties (decreases of
   9%, 1%, and 6% respectively).

   The percentage of 12th grade and 8th grade students reporting consumption of
   alcohol at home with parents present decreased by 4% and 8% in 2006 (from 51% to
   47% and from 50% to 32%). The percentage of 6th and 10th grade students reporting
   consumption of alcohol at home with parents present increased slightly (by 3% for 6th
   graders and 5% for 10th graders).
   Overall, 9% fewer 8th grade students reported drinking alcohol (consumption ranging
   from only a few sips to nine or more drinks) in 2006. Reported usage in all other
   grades did not deviate significantly from 2004 data.

   Ten percent of 8th grade students reported drinking alone, a decrease of 9% from the
   2004 study.

Tobacco Use

   Students reported levels of cigarette smoking slightly decreased in 2006. Only 12%
   percent of 12th grade students reported using cigarettes daily (a decrease of 8%).
   The largest increase in the use of cigarettes persists between the 6th and 8th grade—
   8% in 6th grade to 15% in 8th.

Use of Other Drugs

   Overall, fewer students reported using marijuana. Seven percent of 12th grade
   students reported using marijuana daily, a decrease of 4% from 2004 (daily use
   reported by 11% of 12th grade students).

   The use of all other drugs tends to increase as students get older, and the
   percentages of 12th graders using cocaine, narcotics, and barbiturates were in the
   10% to 12% range in 1998 and in the 5% to 7% range in 1990. From 1998 to 2000,
   use of all other drugs dropped for 12th graders. In 2004, use of all other drugs
   increased for 12th graders from 1% to 7%. Use of cocaine powder by 12th grade
   students increased by 7% in 2002 and use of barbiturates, Quaaludes, or
   tranquilizers increased by 7% in 2002. Use of these substances slightly decreased
   in 2004 (3% to 4%) and 2006 (approximately 1%).

   Of all the drugs listed, marijuana continues to be the most popular; 38% of 12th
   graders reported that they used it at least once in the past year (down from 48% in
   2002 and 45% in 2004).

Operating a Motor Vehicle while Under the Influence of a Controlled Substance

   Only 31% percent of 12th graders reported drinking while in a car, the same rate
   reported in 2004 and a decrease of 11% from the 2002 report.

   Reports of operating a motor vehicle under the influence of alcohol or another illegal
   drug remained fairly static. In 2006, 19% percent of 10th graders (1% decrease from
   2004) and 38% of 12th graders (2% increase from 2004) reported operating a motor
   vehicle at least once within the past year after drinking alcohol or using an illegal
   drug.

   Forty-four percent of 12th grade students reported riding at least once in a vehicle
   driven by someone after drinking alcohol or using another illegal drug, a decrease of
   6% from reported behavior in 2004.

Student Perceptions

   The vast majority of the students in all grades indicate that "a little" to "a lot" of time
   was spent in alcohol and drug education and that the school has clear rules about
   the use of alcohol and drugs.

   There is a significant difference in students’ perceptions of parent tolerance of drug
   use and alcohol use. Students perceive that parents are much less tolerant of drug
   use than alcohol use.

   Beyond parents and friends, most 10th and 12th graders will not seek help from
   others—i.e. relatives, teachers, school counselors, doctors, etc.

   Approximately half of 10th and 12th grade respondents believe that more information
   about alcohol and other drugs is not necessary.

HISTORY

The Janesville Youth Survey is administered to students in grades 6, 8, 10, and 12 in
the public and participating parochial schools every two years. The first survey was
done in the fall of 1990. The objective is to provide baseline data on alcohol, tobacco,
and other drug use among students in the Janesville area, though data on other aspects
of students' lives are also gathered—i.e., how they spend their time outside of school.
The results are intended to assist program planning and investigate trends over time.
The percentages of students in each grade responding to each of the 89 items for
the 2006 administration of the questionnaire can be found at the end of this
report. The results for other years have been prepared by various researchers and are
available through the Janesville School District. The following discussion is divided into
parts—the data for the current administration, data across six administrations with a
focus on trends in alcohol, tobacco, and other drug use, and conclusions.

THE 2006 DATA

Section I. About Yourself (Youth Demographics)

The data for each grade represent primarily those enrolled in that grade. In a few cases,
especially at the upper grades, a few "out of grade" students (i.e. 7th, 9th, and/or 11th
graders) completed the survey. The difference between the percentages of males and
females is greatest at 8th grade (46% to 53%). Across all grades, most of the students
(between 75% and 87%) are White with no other racial/ethnic group represented by

more than 7%. Across all groups, approximately 88% live in the city with the majority
(52%-55%) living with two parents.

Section II. Use of Time

Items 7-14 cover out-of-school activities. The percentages of students spending some
time on music, sports, in religious activities, and watching television steadily drops from
6th to 12th grade. However, the percentage involved in school-sponsored organizations
(not counting music or sports) and working on a job for pay increases as students get
older. Thirty-one percent of 12th graders work 16 or more hours per week at a job (an
increase from 29% reported in 2004). Fifty-seven percent of 6th graders spend 1-2
hours per week on homework compared to 38% of 12th graders.

Section III. Alcohol Use

Items 15-31 cover students' behavior related to alcohol use. Overall, the tendency to
use alcohol increases with age. Reports of heavy drinking remain static in 2006 when
compared to 2004 study data. Thirty-two percent of 12th graders and 23% of 10th
graders have had 5 or more drinks in a row at least once within the two weeks prior to
the survey (NOTE: 5 or more drinks in a row, as monitored by self reports, is defined as
heavy drinking).

The percentage of 6th graders who believe that their parents would be "extremely upset"
if they found out that they had been drinking was 69%. The percentage for this item
drops to 26% for 12th graders. Thirty percent of the 12th graders ask someone of legal
age to buy their alcohol (a decrease of 7% from the 2004 report) and 46% reported that
alcohol is very easy to get.

Section IV. Tobacco and Other Drug Use

There are two nearly identical sets of items that cover the students' alcohol, tobacco,
and other drug use within two time frames—lifetime and within the past year. The data
for the past year will be the focus here. In 2006, the largest percentage increase in the
use of cigarettes occurs between 8th and 10th grade—15% in 8th grade to 29% in 10th.
Only twelve percent of 12th graders use cigarettes daily (a decrease of 8% from the
2004 and 2002 reports). Like the alcohol figures reported above, the use of drugs
increases as students get older. Six percent of 10th and 7% of 12th graders reported
using marijuana daily. Of all the drugs listed, marijuana is the most popular with 38% of
12th graders reporting that they used it at least once in the past year (down from 42% in
2004 and 48% in 2002).

Across all ages, the percentage of students who think that their parents would be
"extremely upset" if they found out that they has been using illegal drugs ranged
between 87% (for 6th graders) and 58% (for 12th graders). Students perceiving that
parents would be much less tolerant of drug use than alcohol use. Forty-two percent of

the 12th graders reported that someone tried to sell them illegal drugs in the past year, a
decrease of 6% since data collection in 2004. The percentage of 6th and 12th grade
students indicating that drugs are “easy” or “very easy” to get slightly decreased or
remained static in 2006. Fewer 8th graders reported that illegal drugs would be “easy” or
“very easy” to get (decreased from 35% to 27%), while more 10th graders reported that
illegal drugs would be “easy” or “very easy” to get (increased from 58% to 64%).

Section VI. Your Friends

Several items cover friends' alcohol, tobacco, and other drug behaviors. The
percentages of 6th, 8th, 10th, and 12th graders who reported that friends "never" or
"rarely" try to get them to drink are 98%, 95%, 90%, and 88%, respectively. Thirty-nine
percent of 12th graders think that they have at least one friend who drinks too much
(similar to the 2004 data). Nineteen percent of 10th graders and 38% of 12th graders
reported operating a motor vehicle at least once within the past year after drinking
alcohol or using an illegal drug. The percentage of 10th graders reporting that they have
ridden in a vehicle operated by someone who had been drinking alcohol or using an
illegal drug slightly increased in 2006 (from 44% to 48%). The percentage of 12th
graders reporting that they have ridden in a vehicle operated by someone who had been
drinking alcohol or using an illegal drug decreased in 2006 (from 50% to 44%).

Section VII. Rules and Regulations

The tendency to skip school/cut classes increases with age; the largest jumps for this
behavior seem to occur between 8th and 10th grades (from 17% to 42% respectively).

Section VII. School

While 38% of 6th graders reported that they "like school very much” (a 6% increase from
2004), 14%-21% of the rest of the grades feel this way. The largest drop in satisfaction
occurs between 6th and 8th grades.

The vast majority of the students in all grades indicate that "a little" to "a lot" of time was
spent in alcohol and drug education and that the school has clear rules about the use of
alcohol and drugs. Student preference to ask a parent for help with an alcohol or drug
problem decreases with age, while the tendency to ask a friend increases. After parents
and friends, most 10th and 12th graders will not seek help from someone else—i.e.
relative, teacher, school counselor, doctor, etc. Across all grades, 18%-24% of students
reported that someone in their immediate family has an ongoing alcohol or other drug
problem. Forty to 51% percent of the students in each grade indicate that they would
know how to help a friend with an alcohol or drug problem. The majority of 10th and 12th
graders believe that more information about alcohol and other drugs is not necessary.
Most students believe that programs at school should also focus on other problems
faced by students. Respondents in all grades reported that the middle school/junior high
level represents the best time to start.

TRENDS

The following trends are based upon the data presented in previous reports. The data
have consistently been reported in percentages of students responding to each item.
The sample sizes and other demographics have remained relatively consistent across
administrations of the questionnaire.

Since the focus of the Janesville Youth Survey is alcohol, tobacco, and other drug use,
trends across the administrations for two grades—6th and 12th—are of particular interest
(See Table 1.). The use of beer among 12th graders, after remaining fairly constant
across the years, dropped 5% from 1998 to 2000. The use of beer decreased in 2006
with 52% of 12th graders reporting that s/he drank beer at least once during the past
year.

The use of wine remained fairly static for all groups except 8th graders; 13% fewer
reported that s/he had wine or wine coolers at least once in the past year. The use of
hard liquor has generally increased for the 12th graders (64% in 1990 to 73% in 1998, a
drop in 2000 to 67%, and an increase to 73% in 2002). Use dropped again in 2006 to
62%.

Up to 1998, cigarette use has steadily increased among 12th graders with the most
significant jumps occurring between 1990 and 1992 and between 1996 and 1998. The
downward trend in cigarette use continues; 8% fewer twelfth graders reported using
cigarettes daily in 2006. In previous reports, by far the largest percentage increase in
cigarette smoking occurs between 6th and 8th grade across all years (in the 20%-25%
range). In 2006, the largest percentage increase in cigarette smoking occurred between
8th and 10th grade (15%).

The use of smokeless tobacco has stayed constant to perhaps dropping a little for 6th,
8th, and 10th graders. Use of smokeless tobacco dropped 6% for 12th graders from 1998
to 2000 and increased only slightly (<1%) in 2002, and decreased by 20% in 2004. The
2006 data are similar to that reported in 2004.

Marijuana use, while remaining fairly constant for 6th graders, has increased
substantially for 12th graders up to 1998 with the largest increases occurring in the early
'90's. While Marijuana use by 8th and 10th grade students dropped in 1998, 2000, and
2002, marijuana use by 12th graders increased by approximately 8% in 2004. Forty-two
percent of 12th graders reported using marijuana at least once in 2004, a decrease of
6%. This downward trend continues in 2006; fewer 8th and 12th graders reported using
marijuana at least once during the past year (12% and 38% respectively).

Traditionally (as indicated by previous data), huffing tends to decrease in high school,
peaking usually in 8th grade. In 2002, huffing by 12th graders surpassed the “8th grade
peak.” In 2006, the percentage of students reporting that s/he sniffed glue or breathed

contents of aerosol cans remained static for all groups except the 8th grade students,
who reported a 7% decrease in use (from 16% in 2004 to 9% in 2006).

The use of all other drugs tends to increase as students get older, and the percentages
of 12th graders using cocaine, narcotics, and barbiturates are in the 6% to 10% range in
2006, similar to 1990 (5%-7% range).

The data in Table 2 indicate no real change in the amount of heavy drinking among the
10th and 12th graders in 2006.

Table 3 contains information about where 8th and 12th grade students obtain alcohol.
The percentage of those who never drink dropped by 16% between 8th and 12th grade in
1990. The drop is almost twice that for each of the following years. In 2006, 59% of 8th
graders and 29% of 12th graders reported never drinking (an increase of 10% and 4%
respectively when compared to the 2004 report).

There is some consistency in the places where students get alcohol. An exception is
the data for the 12th graders, indicating the percentage that obtain alcohol from someone
of legal age steadily rose up to 1998 but drops 12 percentage points in 2000 and
remained constant in 2002 and 2004. In 2006, 7% fewer 12th grade students reported
that they obtain alcohol from someone of legal age. This does not seem to be a good
source of alcohol for 8th graders, who primarily obtain alcohol from home.

In Table 4, students' perceptions about the relative ease of obtaining illegal drugs can
be found. In 1990, 32% of 12th graders perceived that illegal drugs were "very difficult"
to obtain; by 2004, this figure drops to 8%. In 2006, 82% of 6th grade students and 22%
of 12th grade students perceive that illegal drugs are “very difficult” to obtain. The
percentage of 6th graders who think that illegal drugs are "very easy to get" has
remained almost constant whereas the percentage of 12th graders who think this
increased almost 25% between 1990 and 2002. In 2004, only 22% of 12th graders
reported they think illegal drugs are “very easy to get.” That percentage increases to 35
in 2006.

CONCLUSION

I encourage the reader to explore the data more carefully since only a portion of the
findings are highlighted in this report. Now that the data have been gathered nine times,
it is important to look at trends in students' alcohol, tobacco, and other drug use. Even
more importantly, as programs that address alcohol, tobacco, and other drug issues are
developed, the data can help assess the impact of those programs. In addition, the data
offer some indication of when certain issues might be addressed. Because the data
have been presented in a similar way (as percentages) across the years, the potential
exists to investigate other trends—including how students are using their time outside of
school.

A slight drop in the use of tobacco across grades in 2006 is encouraging, but it is also
informative to keep abreast of national data and make comparisons. In Healthy People
2010 published by the United States Department of Health and Human Services, a
baseline in 1989 of 33% of high school seniors, who engaged in recent occasions of
heavy drinking of alcoholic beverages, is noted. The target for the year 2010 is no more
than 28% of high school seniors engaging in such activity. The percentage of seniors in
the Janesville schools engaging in heavy drinking still exceeds this target.

Illegal drugs appear to be easier to obtain across time and use by 12th graders
increased. This trend merits further exploration. Students of legal age are increasingly
obtaining alcohol for those who are not. Generally, younger students are less affected
than older students by these trends—i.e., 6th graders seldom obtain alcohol by having
someone of legal age buy it for them.
