VACANCY ANNOUNCEMENT FOR
                                  NATIONAL LEVELS
UNDP is supporting the Government of Lao PDR in the implementation of the Sixth 5-Year National Socio-Economic
Development Plan 2006-2010 (NSEDP). Reducing poverty and achieving the Millennium Development Goals are key
priorities of the Government of Lao PDR.

The Government’s overall strategy for poverty reduction is divided into four themes as originally identified in the National
Growth and Poverty Eradication Strategy and subsequently in the NSEDP: a) Expansion of economic opportunities; b)
Provision of social services; c) Security; and d) Participation and empowerment. Underpinning this is the realization that
poverty reduction programmes and projects need to be effectively targeted. Towards this, the Government identified 47
poorest districts and 25 poor districts where national poverty reduction programs should be targeted. One of these
targeted programs is the preparation of participatory poverty reduction plans in the Village Development Groups (or
Kumbans) in the poorest and poor districts. A Participatory Planning Manual guides the formulation of the Kumban plans.
In November 2007 the Ministry of Planning and Investment, with support from UNDP, undertook a review of the
Participatory Planning Manual and a number of recommendations were made, including: revisions of the Participatory
Planning Manual; developing a separate training programme; and how to improve the quality of the Plans and the project
Duties and Responsibilities
A consultant is required to implement a number of recommendations arising from the aforementioned review, as well as
introduce new measures to improve the quality of the process and the plans themselves; strengthen the oversight role of
MPI in the implementation of the Plan; and introduce a strategy to assist in financing the plans.
Qualifications and Experience: The consultant should have at least 7 year experience in regional economics and planning
(including participatory planning). S/he should have experience working in Lao PDR; knowledge of the government
planning system; and experience in designing and implementing training programs and manuals.

Duration: The assignment is expected to take 3 months
