THE OKLAHOMA STATE REGENTS FOR HIGHER EDUCATION Oklahoma Guaranteed Student Loan Program JOB DESCRIPTION Finance Manager Exempt Position #100338 ESSENTIAL FUNCTION Oversee the Oklahoma Guaranteed Student Loan Program (OGSLP) Finance Department, including the preparation of financial reports; accounts payable and receivable; the establishment and maintenance of internal control systems to ensure compliance; recommending and instituting appropriate fiscal policies and procedures; and monitoring budget performance. RESPONSIBILITIES AND DUTIES • Responsible for the OGSLP Finance Department. • Oversee flow of information and reports between and within the financial departments of OGSLP and OSRHE. • Prepare and maintain OGSLP Federal reporting and internal operations and financial reports. • Oversee the preparation and processing of GSL IT requisitions. • Provide assistance to OGSLP staff for requisition and invoice processing. • Oversee the OGSLP requisition and invoice processing, including receipt, review, tracking, and submission for approvals to the Cost Center Manager, OSRHE Fiscal, Legal, and Purchasing. • Coordinate the preparation of the annual financial statements. • Coordinate various financial and A 133 audits. • Assist in preparing and monitoring the operating budgets for OGSLP. • Provide assistance to OGSLP management team for budgeting purposes. • Perform and/or assist with quality reviews and internal control reviews of financial transactions of OGSLP. • Prepare statistical, financial, or other accounting related reports as requested. • Oversee the security process for OGSLP staff to the Office of State Treasurer Electronic Funds Transfer processing. • Participates as a member of the OGSLP management team. • Responsible for recommending hiring, firing, advancement, promotion and other changes in assigned employee(s) status. • Performs other similar duties as assigned. POSITION QUALIFICATIONS Bachelor’s degree in Accounting and a minimum of three (3) years professional accounting experience, CPA certification, and managerial experience is required. Candidates must possess knowledge of auditing procedures and accounting principles and be skilled in preparing accounting and financial reports.
