                 Minutes of the Parish Council Meeting held in Kinoulton Village Hall on
                                        21st July, 2009 at 7.30 p.m.
Present :

38.         DECLARATIONS OF INTEREST BY MEMBERS AND OFFICERS

Both Councillor Gladstone and Councillor Evans declared a personal interest in minute number 40,
planning reference 09/01250/FUL, the planning application for 7 Meadow Way.

Councillor Carline declared a personal interest in minute number 41, the joint use area, as he is a Governor
of the School.

39.         MINUTES OF THE LAST MEETING

The minutes of the Parish Council Meeting held on the 16th June 2009, as previously circulated, were taken
as read and, with amendments, were signed by the Chairman as a true record.

39.         MATTERS ARISING FROM THE MINUTES

Parish Walk

It was agreed that the Parish Walk on Sept.6 th would be to Fishpond Wood, Owthorpe. Councillor
Elizabeth Evans and Councillor Anne Earle will check out the area.. Councillor Evans confirmed that, as
usual, refreshments will be served at the end of the walk. Councillor Gladstone agreed to produce posters
to advertise this event.

41.      JOINT USE AREA

Councillor Oxby reported that he had inspected the Joint Use Area twice a week since the last meeting and
the equipment and play area were in good order.

Wicksteed Leisure had completed the annual inspection and the Clerk to the Parish Council awaits their
report. Councillor Oxby agreed to go through the report on follow up on any issues arising from the report

Councillor Oxby advised that he had attended the ROSPA course for inspecting play areas on 23rd June in
Cropwell Bishop.

Councillor Gladstone reported that there had been no further incidents involving late night activity in the
joint use area over the last month.

42.      AFFORDABLE HOUSING

Following the consultation on the 20th June at the Cricket Club, a number of Parishioners have raised
questions and concerns and Councillor Gladstone has suggested a full and open meeting for Parishioners
with all parties present. He has written a letter to both Rushcliffe Borough Council and Marie Wilson the
Area Development Manager of the Waterloo Housing Group with this suggestion. He will also contact East
Bridgford and Aslockton Parish Councils to find out how these developments have impacted on their
communities. Councillor Oxby has offered to accompany Councillor Gladstone if he meets with them.

Councillor Evans asked if there were any other sites being considered. Councillor Gladstone said there
was a possibility of another site but the site opposite the Cricket Club was the likely to have fewer planning
issues.

43         A46 DUALLING

Councillors Gladstone, Kingsbury, Earl and Evans attended the A46 meeting for Parish Councils at
Cotgrave Welfare on 26th June 2009. The new Kinoulton junction was on display at this meeting.
Councillor Gladstone has produced a new article for the newsletter, detailing the operation for the new
junction. It is hoped that the new junction will be completed by the end of 2010


44.        GREENING CAMAPAIGN

A growing group of villagers meets every three weeks, and the plans for the Greening Kinoulton Public
Meeting are progressing well with a number of village organisations involved. The date will be Saturday
17th October, and the event will be located in both Kinoulton Village Hall and Kinoulton
Primary School and grounds.


45. CRICKET WORLD TWENTY 20

Councillor Gladstone has advertised the free tickets in the Parish magazine on a ‘first come, first serve’
basis via the Clerk to the Council.

46.       REPLACEMENT TREES - Land at the end of MEADOW WAY

Councillor Oxby had viewed the site and was unsure whether more trees were needed.

Councillor Evans agreed to contact Rushcliffe Borough Council to seek their view and progress the matter.

47. ALLOTMENTS

Councillor Earl is awaiting news on available land. She has been in touch with the Society of Allotments to
obtain advice on how to proceed.

 48. CORRESPONDENCE

          Rushcliffe Borough Council – Rushcliffe Development Framework Core Strategy – Issues and
           Options Public Consultation - Councillor J Gladstone and Councillor Oxby agreed to go through
           the document and it was proposed that an a meeting was held on 4 th August for Councillors to go
           through the proposed responses. Rural Community Action – Parish Council Forum Event on
           housing. Placed in Councillors’ Distribution Envelope for information and consideration.
          Rushcliffe Community Partnership – draft consultation, communication and engagement strategy
           for the South Notts Area. . Placed in Councillors’ Distribution Envelope for information and
           consideration.
          Nottinghamshire Police – Police liaison officers. Placed in Councillors’ Distribution Envelope for
           information and consideration.
          Nottinghamshire County Council – Bus Stop Scheme/Kinoulton. Placed in Councillors’
           Distribution Envelope for information.

49.       SANCTION OF ACCOUNTS

Invoices –
 Kinoulton Village Hall Hire of meeting room, Jan to May inclusive £50.00.
 Mr.D.A.Dixon Internal Audit 2008/2009 £67.50.

Agreed to defray the aforementioned expense.


50. MATTERS ARISING FROM THE COUNCILLOR’S DISTRIBUTION BOX

None arising

      51. PARISH AFFAIRS

(a) Councillor Gladstone reported that a public meeting had been held in Colston Bassett to address
    Villagers concerns over the development of a pig farm for 1600 pigs in the village.
(b) A parishioner reported issues of overgrown hedges on to paths. Councillor Carline is to follow this up.
(c) Councillor Carline reported that a Parishioner had voiced concern about velux windows being used in a
    building development at Magnolia Cottage. Concern has also been expressed by a number of residents
    about the development and its compliance with the planning permission. The Clerk to the Parish
    Council is to write to Rushcliffe Borough Council regarding this matter.
(d) Kinoulton Lane street sign – Councillor Oxby thanked Nottinghamshire County Council’s Highways
    Department for replacing the sign as had been requested but asked that the debris from the old sign be
    removed. The Clerk to the Parish Council is to write to request this.
(e) Councillor Evans mentioned that dog dirt had been left on the path between the school and canal.
    Councillor Evans agreed to write an article regarding this matter to be published in the parish magazine
    to remind dog owners of their responsibilities.
