Wideband Excess Charges
Issues with the Current Policy

 Customer complaints about lack of clarity and inconsistency of
       policy application
 Planners views on future potential customers is pivotal
 We charge for every „site‟ where fibre does not exist already, not
       just in remote locations
 It is not easy to predict the level of charge

Standard Non-Chargeable Allowance

 One allowance for all products
                                            and situations

 We would only charge for the
                                            element of costs above the
                                            allowance
                                            – E.g. Job costs = £12,000
                                                 Allowance = £ 5,000
                                                    Charge = £ 7,000

Ethernet Customer Forum October 2007 38
Alternative Option Considered:
Product Specific Allowance Based on Pay Back

 Each product would have a different non-chargeable allowance
based on a pay back period applied to all products
     – E.g. Annual revenues for product „A‟ = £ 5,000
Set pay back period for allowance = 3 years
      Non-chargeable allowance for product „A‟ = £15,000
                                                   Job cost = £23,000
                                                   Charge = £ 8,000

Process - current

 The first key stage provides the CP with confirmation that the
circuit ordered is within planning limits and what the ECCs will be
(if any). We aim to complete this within 10 working days of the
order being put on our systems.

 The second key stage provides a delivery date from Openreach.
This date is the CDD - if we fail to deliver against this date we
pay Service Level Guarantees. We aim to complete this within
21 working days of the order being put on our systems.

 It is recognised that CPs require certainty around delivery –
especially in the case of bids and tenders…

Ethernet Customer Forum October 2007 42
Process - proposed

 We want to offer certainty around delivery.

 Move away from Day 10 and Day 21 terms – replace with KCI X
     and Y?

 Move to the position of when we provide the CP with the ECC
we should treat it as a firm quote (recognising there may be
     some extreme circumstances).

 Proposal to give a view at 'day10' (KCI X) but give a firm quote
(along with the CDD) at 'day 21„ (KCI Y).

Sept 07/02 Product line to check the accuracy of the July 2007
repair figures, shown in the Sept 2007 Forum
slidepack. Discharged. See following slides for details.

July Statistics

We regret that there were two errors in the slide pack presented at the
August Customer Forum, held as a webcast on 20/08/07. These errors
concerned the statistics shown for Repair relating to the month of July
   2007:

The repeat faults shown for BES, WES and WEES for the month of
July 2007 did not reflect the total repeat faults in existence. Therefore,
the July 2007 data in the September 2007 slide pack is different to that
shown in the August 2007 slide pack.

The figures for July were not all available on the Openreach systems
by the time when the report was generated. This was due to a system
fault which has now been fixed. As a result the August figures were
artificially low and the September slide pack and the current October
slide pack are accurate for July‟s figures.

July Statistics

The total volume of faults for BES, WES and WEES for the
month of July 2007 did not reflect the total faults reported.
Therefore, the July 2007 data in this September 2007 slide pack
is different to that shown in the August 2007 slide pack.

The second issue occurred due to human error. The Openreach
reporting team has put a process in place to ensure this does
not happen again in future. This and the September 2007 slide
packs contain the accurate data for the total volume of faults for
BES WES and WEES products for the month of July 2007.

Planned Test & Diagnostic Capability
  Loop-back

back which form of loop-back was applied.
          – Some forms of loop-back will cause the management link to fail,
and these forms of loop-back will be withdrawn as an option.

  Network Port Power level
          – This will provide the ability to check if there is degradation to the
            optics or fibre.

 Customer Access Port Frame Count
          – Will provide input and output frame counts and byte counts on
            customer access ports
          – Can be used to confirm that customer traffic is entering and
            leaving the circuit
