Terms of Reference:

      To agree the Community Safety Strategy
      To agree annual programme of works, together with SMART targets
      To agree priorities and agree performance against objectives set
      To provide clear direction
      To determine the annual budget
      To agree an annual formal *scheme of delegation for allocating budgetary
       and financial control and monitoring to individuals and groups e.g.
       Community Safety Officer, Strategy Group and Co-ordination and Delivery
       Group.

Budgetary responsibility:

Overall budgetary responsibility for the Safer Stronger Communities Fund
(SSCF) received via the Safer Stronger Communities Partnership Board
(SSCPB) under the Local Area Agreement, Basic Command Unit Fund (BCU)
and joint partners contribution fund.

Terms of Reference:

      Oversee and monitor budgets delegated by the Executive group and set
       out in the annual budget scheme of delegation
      Prepare for approval the Annual Strategic Assessment and Annual Action
       Plan
      Oversee and manage the overall implementation of the Annual Action
       Plan drawing on the work of other partnership groups
      Prepare briefing papers for the Executive on policy and legislative
       changes
      Make recommendations to the Executive for partnership development and
       changes in partnership arrangements as and when necessary.

Budgetary Responsibility:

Oversee and monitor in conjunction with the Community Safety Officer all
partnership funding streams. It has budgetary control over specific funds as set
out in the annual scheme of delegation agreed by the Executive.

Frequency of Meetings:

Every 4 weeks ensuring they are held two weeks prior to and following each
Executive meeting.

Terms of Reference:

      To receive the data necessary to keep an overview of crime and incident
       levels, especially where these relate to specific locations, and to take
       action to respond to emerging problems
      To decide on any action necessary on cross-cutting concerns emerging
       from task groups
      To commission work following on from the Safer Waverley Partnership
       Executive decisions
      To maintain contact with officers leading on actions undertaken to deliver
       the Annual Action Plan but which are not related to any of the task groups

    necessary, refer matters to the Executive

Budgetary Responsibility:

The Co-ordination and Delivery Group has budgetary control over specific
funds allocated by the Executive. It should allocate those funds to specific
projects or groups identified to respond to crime and disorder. It should
monitor the spending of its budget and ensure monitoring and evaluation
information is given to the Executive as and when requested.

Terms of Reference:

      To provide a forum for agencies and organisations to share information on
       either individuals, families or groups who are causing significant problems
       relating to crime and disorder in the Borough. This may also include
       specific locations.
      To oversee and manage the borough’s list of Prolific Priority Offenders
       (PPO’s)
      To consider a range of multi-agency interventions available to tackle the
       problem behaviour of individuals, families or groups.
      To agree and implement interventions on special individuals/ locations and
       monitor and oversee.

      To tackle disorder issues, in particular alcohol related night time economy
       disorder, mainly associated with the four main towns in the borough,
       Farnham, Godalming, Haslemere and Cranleigh
      To analyse data gathered on town centre disorder
      To develop and implement tactics to minimise disorder
      To provide a monthly opportunity to discuss licensing matters in a multi-
       agency forum and to support the Local Licensing Strategy
      To generate, organise and prioritise licensing activities such as joint
       licensing visits, awareness campaigns and enforcement opportunities.

       nominated young people

      Ensure the nomination criteria is fit for the purpose
      Develop an exit strategy for the scheme
