Excellence in education depends upon:

       provided with a nurturing learning environment suitable to their individual needs and learning
       styles.

                                               GOALS

   1. To ensure that all students achieve at their optimal level. Grade level proficiency and credentialing
       in elementary, middle, and high school is expected for guaranteed success at the next level,
       ensuring a strong feeder pattern.
   2. To design and implement systemic change supported by programs and structures that develops the
       cultural and educational needs of every student.
   3. To provide opportunities for parents or other significant adults to be actively engaged in all
       aspects of the education of their children.
   4. To utilize resources of the District, community agencies, supplemental services providers, and
       others to accomplish the mission (Reach every child, teach every child.).
   5. To provide a healthy, nurturing, and supporting learning environment in all Title 1 Schools.
   6. To provide a wide variety of opportunities to help students build leadership skills and become
       responsible citizens.

Public Law 107-110 Section 1118 (e) Building Capacity for Parental Involvement 1-

To ensure effective involvement of parents and to support a partnership among the school involved,
parents and the community to improve student academic achievement, each school and local educational
agency assisted under this part –

                                      Six Critical Elements
   1. The school shall provide assistance to parents of children served by the school or local
      educational agency, as appropriate, in understanding such topics as the State’s academic
      standards and State student academic achievement standards, State and local academic
      assessments, the requirements of this part and how to monitor a child’s progress and work with
      educators to improve the achievement of their child;

   2. The school shall provide materials and training to help parents to work with their
      children to improve their children’s achievement, such as literacy training and using technology,
      as appropriate to foster parental involvement;

   3. The school shall educate teachers, pupil services personnel, principals, and other
      staff, with the assistance of parents in the value and utility of contributions of parents, and in
      how to reach out to, communicate with, and work with parents as equal partners, implement and
      coordinate parent programs and build ties between parents and the school;

   4. The school shall, to the extent feasible and appropriate, coordinate and integrate, parent
      involvement programs and activities with supplemental services;

   5. The school shall ensure that information related to school and parent programs, meetings and
      other activities is sent to the parents of participating children in a format and, to the extent
      practical, in a language the parents can understand;

   6. The school shall involve parents in the development of training for teachers, principals and other
      educators to improve effectiveness of training;

                       Eight Optional Elements For Best Practices
  1. The school may provide necessary literacy training from funds received under this part if the
     local educational agency has exhausted other available sources of funding for such training;

  2. The school may disburse reasonable and necessary expenses associated with local parental
     involvement activities, including transportation and child care to enable parents to participate in
     school related meetings and training sessions;

  3. The school may train parents to enhance the involvement of other parents;

  4. The school may arrange school meetings at a variety of times, or conduct in-home conferences
     between teachers or other educators, who work directly with participating children, with parents
     who are unable to attend such conferences at school, in order to maximize parental involvement
     and participation;

  5. The school may adopt and implement model approaches to improving parental involvement;

  6. A district wide Parent Advisory Community Council may be established to provide advice on
     all matters related to parental involvement in programs supported under this section;

  7. The school may develop appropriate roles for community based organizations and business in
     parental involvement activities; and

  8. The school may provide such other reasonable support for parental involvement activities under
     this section as parents may request.

ARTICLE I NAME

SECTION 1.01

Each Tulsa Public School’s Parent/Community Advisory Council will be called by the name of
the school. Example: Houston Parent/Community Advisory Council

ARTICLE II PURPOSE

SECTION 2.01

The purpose of the PCAC is to provide an organizational structure for parents, community, faculty, and
administration to support and advice by providing activities that enhance the student’s education,
improve communication and create an environment that is beneficial to achieve higher student success.

   1. The PCAC will become knowledgeable of the No Child Left Behind law
   2. The PCAC will become knowledgeable of standard district curriculum for Tulsa Public Schools.
   3. The PCAC will review and understand the information on the school’s AYP status.
   4. The PCAC will assist the school to insure all Accountability Agreements (School Parent
       Compacts) are understood, signed and returned by the parents.
   5. The PCAC will encourage parental, community, and business involvement at all levels within
       the school.
   6. The PCAC will encourage cultural diversity within the school, and community

PCAC is not a fund raising organization. Its purpose is to advise the school on ways to improve student
achievement. The PCAC will focus on advising the school on the School Improvement Plan, parental
involvement, and other issues that will assist the school in raising student achievement. PCAC will
focus on advising the school on the SIP plan, parent involvement, and other issues that will assist the
school in raising student achievement. The PCAC will participate in a needs assessment and parent
survey of the school. PCAC meetings do not take the place of the legally required annual Title I
meeting, however they may be combined.

ARTICLE Ill MEMBERSHIP

SECTION 3.01 MEMBERSHIP.

There shall be categories of membership based on the groups represented who are selected by the group
represented.

SECTION 3.01.A CERTIFIED.

A minimum of 1-3 certified personnel and one representative from special education or the counselor’s
office shall serve on the PCAC. The faculty representatives shall serve as liaison and communicator
between the faculty/staff and the PCAC. If the faculty representative is unable to attend the PCAC,
another faculty member can be substituted in his/her place.

SECTION 3.01.B CLASSIFIED.

One classified personnel in the school shall serve on the PCAC.

SECTION 3.01.C ADMINISTRATION.

The principal shall serve on PCAC as co-chair.

SECTION 3.01.D PARENTS.

A minimum of one parent from each grade level in the school shall serve on the PCAC. At a minimum,
one parent of a child receiving special education services shall also serve on the school PCAC.

SECTION 3.01.E COMMUNITY.

A minimum of one community representative from the community shall serve on the PCAC.


SECTION 3.01.F BUSINESS PARTNER.

One representative from the business partnerships at-large will be invited to serve on the PCAC.

SECTION 3.02 CHANGES IN MEMBERSHIP STRUCTURE.

The school PCAC is empowered to change the classifications of membership at any time the PCAC
deems necessary or advisable.

SECTION 3.03 ADDITIONAL MEMBERS. The PCAC shall have the power to create any additional
membership positions it deems necessary or advisable.

SECTION 3.04 TERM.

All members of PCAC shall serve at least one school year term.

SECTION 3.05 REPLACEMENT.

If a member of the PCAC becomes unable to serve during his/her term of office, the council
membership shall be responsible for finding a replacement.

SECTION 3.06. CODE OF CONDUCT.

PCAC members shall attend all meetings, listen with respect, have enthusiasm, value our differences, be
critical thinkers, be sensitive, be prompt and organized, be trustworthy, address issues, participate fully,
and show pride in the school and the PCAC. The PCAC shall serve in an advisory capacity to improve
the school. PCAC members shall operate with the attitude that we are here to serve all the students of
the school.

ARTICLE IV CONSENSUS

SECTION 4.01 CONSENSUSES.

Each member shall have equal opportunity to address all issues, and share their opinions. The group will
always try to reach consensus on all issues. Consensus is defined as two or more people cooperatively
arriving at a decision they can support. Due to the advisory capacity of the PCAC, it is recognized
the principal maintains the responsibility for making the final decision.

ARTICLE V OFFICERS

SECTION 5.01 OFFICERS.

Each PCAC will elect a chairperson (parent/community member) to at least one school year term; the
chairperson will serve along with the principal, who will serve as co-Chair. The recorder will be elected
to serve at least one school year term. The responsibilities of the chairperson are to preside over all
meetings, set the agenda with input from the principal, and appoint committees either as standing
committees or special committees. The chairperson is responsible for coordinating the work of the
PCAC and performs such duties as designated by the organizational membership.
It is the responsibility of the recorder to record and publish the minutes of the general meeting, provide
PCAC information at registration and to any new members, maintain the attendance records of PCAC
members, create the membership roster, and remind members of meeting dates. The recorder shall also
perform other duties as designated by the organizational membership. The recorder will preside over the
meetings in the absence of the chairperson.

SECTION 5.02 TERM OF OFFICE

All officers shall serve for one school year. A PCAC officer may be elected for successive terms.

SECTION 5.03 ADDITIONAL OFFICERS.

The PCAC shall create any additional offices the PCAC deems necessary or advisable. Such positions
shall exist until the end of the school year and may be renewed annually.

SECTION 5.04.A1 MEETING EVALUATION.

 Meeting evaluations should be conducted at least two times a year. An evaluation form is provided in
the appendix.

ARTICLE VI COMMITTEES

SECTION 6.01 COMMITTEES.

The PCAC shall create any committees deemed necessary, either as a standing committee or a special
committee, and shall appoint a Chairperson of any committee or delegate such appointive powers to any
other appropriate member or members. Each chairperson of the committee shall keep a copy of the plan
of work and minutes which will be accessible to the PCAC at large. Any letters, flyers, or surveys sent
to the general membership, parents, or faculty must be approved by the PCAC chairperson and the
principal prior to distribution.

SECTION 6.02 DUTIES.

It shall be the responsibility of each committee of this organization to initiate, plan, and execute
appropriate events, activities and projects in each committee's specific field of interest, in accordance
with the purpose of this organization. Approval must be obtained for any committee decision or idea
affecting the PCAC of the school. All committee projects requiring funding shall be presented in writing
to the PCAC. Each committee will be represented at PCAC meetings as set forth in these By-Laws.

SECTION 6.03 TERM OF SERVICE

Tenure of chairmanship and membership on the committee is determined by the PCAC.

SECTION 6.04 TECHNICAL ASSISTANCE

Any committee of this organization may call on individuals who are not members of PCAC for technical
assistance in carrying out a specific project in an advisory capacity only.

ARTICLE VII PCAC YEAR

SECTION 7.01 CALENDAR AND TIME

The year of the PCAC shall be in accordance with the school calendar. Each PCAC shall meet a
minimum of five times a year. A calendar of meeting dates for the year shall be determined at the first
meeting of the PCAC in September. Meetings should be of sufficient duration to address all agenda
items. At the first meeting in September, the PCAC will decide the time, day, date, and location of
PCAC meetings.

SECTION 7.02 OPEN MEETINGS

All PCAC meetings shall be open to the public.


ARTICLE VIII AMENDMENT TO THE BY-LAWS

SECTION 8.01 AMENDMENTS

These by-laws may be amended at a regularly scheduled meeting by consensus of the school’s PCAC
members.

ARTICLE IX COMMUNICATIONS

SECTION 9.01 COMPLIMENTS & CONCERNS FORM AND SUGGESTION BOX

The Compliments, Issues and Concern forms will be available for anyone in the school community to
bring issues to the PCAC to be discussed. Forms should be place in a conveniently located suggestion
box. The principal and the chairperson will review the forms before the regularly scheduled meeting to
decide which items should be included on the agenda. Personnel issues will be referred to the principal
or the area superintendent and not added to the agenda. Any suggestion or comment out of the advisory
scope will be referred to the proper channels.

                       TIPS FOR SETTING AGENDA
The chairperson of the PCAC and the principal of the school will work together to set the agenda of the
PCAC meeting.



Step One:     Suggestions from the Parent Community Advisory Council will be reviewed and
              discussed. This is only a suggestion; and timelines and presentation topics can be
              determined by the PCAC.


Step Two:     The principal and the chairperson will review the evaluation forms from the last meeting
              to help determine what went well and what needs improvement.


Step Three: The principal and the chairperson will review the Compliments and Concern Forms in the
            Suggestion Box. Personnel issues will be dealt with by the principal and/or the Area
            Superintendent.

Step Four:    The agenda will be prepared and speakers will be notified. (Look at sample agenda in
              appendix).

TULSA PUBLIC SCHOOLS

                                  Parent Involvement Plan


PURPOSE: Tulsa Public Schools shall promote parent involvement in all schools as
mandated by Title I, No Child Left Behind Act of 2001 and work as equal partners with
parents in providing quality learning experiences for every student, every day, without
exception.

The Board believes and acknowledges that parent involvement raises the academic
achievement level of students. Additionally, parents become empowered, teacher morale
improves and communities grow stronger when parents take an active role in educating
their children. To this end, schools shall involve parents in the education of their children
at all grades levels. The Superintendent or his/her designee shall provide coordination,
technical assistance and other support necessary to assist all schools in planning and
implementing effective parent involvement activities to improve student academic
achievement and school performance. Public Law 107-110, No Child Left Behind;
section 1118-Title I Parent Involvement establishes that to build capacity for parent
involvement within schools, a district is to “develop jointly with, agree on with, and
distribute to parents of participating children a written Parent Involvement Policy”.

Building Parents Capacity for Involvement

The Board believes that empowering parents to insist on improvement and giving schools
extra incentive to do so and by giving parents options regarding their children’s education
helps the district to realize its vision to become the “District of Choice” for patrons of the
community. As a result of this belief, the Board shall create an environment of
supportive and collaborative parent involvement.

       1. Program Information for Parents: Tulsa Public Schools shall provide
          assistance to parents of all children in understanding such topics as the state’s
          academic content and achievement standards, the assessments being used, the
          requirements of Title 1, Part A, No Child Left Behind (NCLB) and how to
          monitor their children’s progress and work with educators to improve their
          achievement.
       2. Materials and Training: Tulsa Public Schools shall provide materials and
          training, such as literacy training and training on how to use technology, to
          help parents work with their children to improve achievement.
       3. Educate Educators: Tulsa Public Schools shall educate teachers, pupil
          services personnel, principals and other staff, with the assistance of parents, in
          the value and utility of contributions of parents, and in how to reach out to,
          communicate with, and work with parents as equal partners, implement and
          coordinate parent programs and build ties between parents and the school.

       4. Preschool Coordination: Tulsa Public Schools shall “to the extent feasible
          and appropriate,” coordinate and integrate parental involvement programs
          with Head Start, Even Start, and other preschool programs, and conduct other
          activities, such as parent resource centers, that encourage and support parents
          in more fully participating in the education of their children.
