         Why Review Requirements?
 Requirements Documents are developed by the Combat Developer
   in coordination with the Acquisition Community before and
   during the Technology Development Phase.
 System evaluator performs the following:
   – verify the linkage between the ICD, CDD, CPD, and COI
   – ensure Evaluator‟s understanding of the system and its
      requirements (as measurable and testable)
   – formulate an integrated mission & system level evaluation
      under conditions visualized by the Army for the system‟s
      employment
   – visualize the system in the hands of the user conducting their
      missions

                                (per DODD 5000.1)
DOD Components shall work with users to define capability needs
that facilitate, in preferred order -
   (1) procurement/modification of commercially available products, services, and
       technologies, from domestic or international sources, or the development
       of dual-use technologies;
   (2) additional production/ modification of previously-developed U.S. and/or
       Allied military systems or equipment;
   (3) cooperative development program with one or more Allied nations;
   (4) new joint Component or Government Agency development program; or
   (5) new DoD Component-unique development program.

     In order to transition from a PEO to a commander of a systems,
     logistics, or materiel command, a program or increment of
     capability shall, at a minimum, have
        - passed Initial Operational Capability (IOC),
        - achieved full-rate production,
        - be certified as interoperable within the intended
           operational environment, and
        - be supportable as planned.

1. Approaches to achieve evolutionary acquisition require
   collaboration between the user, tester, and developer. (3.3.2)

2. PM, in concert with the user and test communities, shall coordinate
   DT&E, OT&E, LFT&E, family-of-systems interoperability testing,
   and M&S activities, into an efficient continuum, closely integrated
   with requirements definition and systems design and development. (E5.1)
3. T&E strategy shall provide information about risk and risk mitigation,
   provide empirical data to validate M&S, evaluate technical performance
