For all those who are off work due to leaves, etc. your W-2 form will be mailed to you last address that the MTA has on file. If whatever reason you do not get a W-2 form, you can call the MTA Payroll Office at (415) 701-4766. For those that lose their W-2 forms, you must go to the Payroll Office at 1 South Van Ness, 7th Floor to fill out the necessary forms and pay a $20.00 fee. Trust Fund Clarification There have been rumors circulating that there will be no Trust Fund payment this year. First of all, the Board of Trustees of the Trust Fund hires a firm to do an actuarial study of the two highest cities that under our Charter formula that determined our wages from July 1, 2008 to June 30, 2009. The two cities used for the Charter formula as well as the actuarial study will be Montgomery County, Maryland and Santa Clara, California. The actuarial study will be conducted around the end of March 2009. Once the study is finished and is approved by the Board of Trustees of the Trust Fund, we will give you a status of the outcome. City’s Deficit Our Union has participated in numerous meetings with the other City Public Employee Unions and the City over the huge deficit projected over $575 million. This deficit is due in part to the overall economy do to the fall of Wall Street, home foreclosures, factories and business shutdowns, and particularly the budget cuts from Governor Schwarzenegger’s to the cities. The Governor’s cuts to transportation from gas taxes and the spillover amount is being diverted to other programs that have been cut such as education and health care services. His tactics are to have one group fighting another for the same piece of the pie. He has ordered all State Public Employees to take a mandatory 2 days off a month to save the State, and if he and the State’s Legislators do not come up with a package soon, the State will suspend many contracts such as infrastructure re-building of highways, school projects, etc. to cease. On the subject of filing State Income Tax Returns, those filing will probably not receive it on time, in fact, this will be the lowest priority of the list of payments that the State has to make. In meetings with the City Public Employee Unions, some ideas in dealing with the budget shortfall have been discussed. New Legislation that will have to be voted by the voters of the City, such as: 1. Increase of the sales tax 2. Parcel Tax on Property 3. Gross Receipts Tax on Landlords Income from Rents 4. Increase in Hotel and Motel Taxes 5. Increase of tax on vehicles considered gas guzzlers For the Transport Workers Union, Local 250-A, we have proposed that within the MTA as it affects our members, we propose to the City that: 1. During this period, after the holidays, there will be more of our members on report due to the fact vacation is not taken during the months of January to the end of May, that our members be allowed to apply for voluntary furloughs. This means that voluntary furloughs be the choice of the operator if he/she wants to take time off at their will, with no penalties 2. Freeze all management hiring and accountability of all positions as to their salary and responsibilities 3. Cease the usage of all City cars after working hours, unless they are on call 24/7 4. Cut usage of paid MTA cellular phones to those only if they are on call 24/7 Other suggestions from the membership will be appreciated, and feel free to either write it down and give it to your Division Chairperson or call the Union Office at (415) 922-9495. Operator Holidays The next holiday for transit operators is Thursday, February 12, 2009, Lincoln’s Birthday which is a paid working holiday with a non-school weekday schedule. Following that, on Monday, February 16, 2009 is President’s Day, which is a paid holiday with Saturday schedules in effect.
